Welcome back superheroes. You're listening to the RTO Superhero Podcast with me, angela Connell-Richards, your compliance guide, vet, system strategist and cheerleader for sustainable, quality-driven growth in your RTO. Today, I want to speak to you about something that might seem like an exciting step forward but can actually derail your entire organisation if it's not done right. We're talking about adding to your scope of registration and why it's one of the biggest audit traps in the game. Now adding a new course or qualification might look like progress, but if you're not careful, it can quickly escalate into a compliance disaster under the new standards. So in today's episode, I'm going to walk you through the real audit risks behind scope additions, what ASCO is looking for, how to self-assess your readiness and what evidence you need to have locked in before you hit submit If you're planning to grow your offerings in the next six to 12 months. This is a must listen.
Speaker 1:Section 1, why scope changes trigger audits. Now let's start with the big shift. Under the old framework, additions to scope were usually managed with a quick desktop review by ASQA, but now, with the 2025 standards and risk-based assessment model in place, any scope change can trigger a full audit. Well, why is this, angela? Because ASQA sees a new course as a change to your service model, a shift to in-learner cohort and potentially a completely different risk profile. If you're delivering a business course and suddenly apply to deliver a CRICOS cookery program, asqa is not going to just wave through with that one. They're going to ask do you have the right trainers? Is your TAS robust and contextualised for international students? Are your facilities compliance? Do they meet 9b requirements? Is your industry consultation up to date in particular, focused on targeting international students and education and facilities overseas? This is where many RTOs fall down. They assume we've got the forms filled in, we'll be fine. But forms aren't evidence and growth without infrastructure is a red flag.
Speaker 1:Section two the top risks tied to scope additions. Let me break it down into the biggest audit triggers I see. When RTOs apply for an expansion to scope, incomplete or generic TAS documents, you need to show that your training and assessment strategy is customised to the learner cohort, mapped to actual delivery resources, supported by trainers with current relevant experience and expertise. Asqa wants to see depth, not recycled templates, unqualified or underprepared trainers. If the trainer you've listed for the course doesn't have MAP competency, vocational competency, recent industry experience, a compliant TAE qualification, you'll likely be asked for more evidence or have your application denied outright. No evidence of industry consultation the 2025 standards require documented, relevant and recent consultation with employers, industry bodies and or professional associations. Saying we know the industry isn't enough. You need emails, meeting notes, feedback summaries, misalignment between course claims and capacity. If you say you're delivering 100% online but don't have an LMS that supports simulation or assessment validation, you'll be asked to explain. Same goes for on-campus delivery with no documented access to compliant facilities. Section three how to pre-assess your scope readiness. Now don't stress scope. Changes can be done well, you just need to think like an auditor. Here's my scope expansion readiness framework.
Speaker 1:Step one TAS audit. Is your TAS tailored to the course and the learner cohort? Have you clearly listed the assessment methods, delivery mode, resources and support strategies? Are all trainers mapped to the units of competencies that they're going to deliver? Step two trainer file review. Does your trainer have mapped vocational competency? Is their industry currency documented and recent? Do they meet the credential policy requirements? Step three resource alignment requirements. Step three resource alignment. Are your learning and assessment tools mapped to the current version of the training product? Do you have access to all resources mentioned in the TAS? Have these tools been trialled or validated. Step four facilities check. If applicable. Are your delivery locations compliant with WHS and accessibility requirements? Do you have enough physical resources, equipment, labs, tools to support the number of learners? Step five industry evidence. Have you gathered at least two recent examples of industry consultation? Can you show how that feedback influenced your TAS or assessment design? Once all of these areas five areas are covered, you're in a strong position to proceed.
Speaker 1:Section 4, what ASQA wants to see in a scope application. Let's zoom in on what ASQA will expect when reviewing your application. They'll want to see a detailed, contextualised task map, trainer credentials to each unit, assessment tools that reflect valid, current and sufficient evidence. Evidence of consultation and learner support strategies. Clear identification of facilities and learning environments. If anything looks rushed or generic, you'll be asked for clarification or it'll get flagged for audit. The goal here is alignment. Everything must tell the same story that your RTO has planned, resourced and consulted effectively for this new delivery area.
Speaker 1:Section five a quick client story the cost of rushing a scope. Let me give you an example. We worked with an RTO let's call them Pacific Skills Academy. They submitted a scope of application for a new community services qualification. They had the TAS, they had trainers. They had enthusiasm, but their trainer hadn't worked in the sector for over five years. The TAS was a repurposed one from a different course and they had no documented industry consultation. Asqa knocked back the application and flagged them for a broader compliance review. That's right. They came in and they destroyed. The good news is we helped them rebuild their scope application properly and six weeks later they were approved. Lesson do it once, do it right.
