When Growth Hides Risk
SPEAKER_00Picture the conversation. It is a Tuesday afternoon. The marketing manager comes into the leadership meeting with good news. A new employer partnership has come through. They want to put 32 learners through a qualification over the next intake cycle. The contract is ready, the channel has been performing well, everything looks strong, the intake is approved. Now, at that moment, in that meeting, what questions were asked? Were they about whether the ASSER cohort could absorb 32 additional enrolments without stretching turnaround into the following quarter? Were they about whether the support intensity of this particular employer's learners, based on the prior intake profile from this channel, would increase demand on the student support team in weeks four through eight? Were they about whether the workplace supervision conditions at this employer's sites were consistent enough to support a defensible assessment evidence chain at the volume being committed to? Or were they mostly about whether the contract paperwork was in order? I am not asking that as a criticism. I am asking it because it is the most common governance gap in driver one. The gap between what growth feels like from the front of the organization and what it produces at the back. Growth feels like success. And it is success. But ungoverned, it is also the most reliable mechanism I know for accelerating every other governance risk in the model. Today, we are going to talk about what governing growth actually looks like, as distinct from reporting it. Welcome back to the RTO Superhero Podcast. I'm Angela Connell Richards, episode 19 of the podcast, episode 8 of the Governance Shift series. Last week I introduced the eight critical drivers as a governance visibility model, a map of the specific domains where governing persons must be able to see conditions early enough to act. I walked through all eight in overview form, including the flywheel logic that connects them as a system. This week we go deep on driver one, marketing and growth. I told you last week that this driver sits first in the model for a specific reason, because every downstream condition in an RTO inherits the decision made here. Today I want to make that specific. I want to show you exactly how an intake decision propagates through the model, what governance needs to see before commitment is made, and what it looks like in practice, in ordinary quarters, when growth is governed versus when it is simply reported. I want to be direct about something upfront. This is not an anti-growth episode. Growth is good. Growth is, in many cases, the purpose of the organization. More learners, more completions, more workforce capability delivered into a sector that genuinely needs it. The argument is not that RTOs should grow less. It is that growth without governance visibility is borrowing from the future. And at some point the future arrives and the bill is due. Let's talk about how to borrow less and govern more. Part one. Why driver one sits first. I want to start with the logic of why driver one is the first driver, because it is not simply a sequencing choice. It reflects something structural about how risk moves through an RTO. Every downstream condition in the model inherits the intake decision. Not metaphorically, mechanically. When an enrollment is confirmed, the organization has made a commitment to deliver to that learner. That commitment has support requirements. It has assessment requirements. It has evidence requirements. It has economic requirements. The completion economics have to work at the volume and mix of the intake for the financial position to hold. None of those requirements are visible in the enrolment number. The governance pack will show strong starts. It will show a healthy pipeline. Revenue projections will lift. And all of that is accurate. What is not visible or not visible in the governance pack as it is typically constructed is whether the organization has the capability, the capacity, and the conditions to actually deliver on the commitment it has just made. At the volume. With this cohort, through this channel, without straining the systems that the next intake will also depend on. This is the structural problem with how growth is reported versus how it should be governed. Reporting captures the front end of the commitment, the enrolment, the starts, the pipeline. It does not routinely capture the conditions into which those enrolments are landing, and those conditions are what determines whether the growth is adding to capability or adding to strain. Driver One exists to ask, before the commitment is made, what can governance see about the conditions it will be made into? Part two, the governance question. The governance question for driver one is precise, and I want to say it clearly because I think the precision matters. Can we see constraint before commitment? Not did we achieve the enrolment target? Not is the pipeline healthy? Not has the contract been signed? Those are reporting questions. They describe what has happened. The governance question is perspective. It asks what governance can see about the conditions that will determine whether the commitment delivers what the organization has promised. Constraint in this context means several specific things. Assessor capacity. Whether the qualified authorised staff who will assess this cohort have capacity to do so within the turnaround standards the organization maintains. Support intensity, whether the learner profile from this channel at this volume will generate a level of support demand that the student support function can absorb without degrading service to existing cohorts. Workplace and supervision conditions, whether the employer relationships, placement access, or supervised practice arrangements that underpin this intake are robust enough to support a defensible evidence chain at the volume being committed to. And delivery integrity, whether the training and assessment conditions for this qualification at this scale will remain consistent enough to be defensible if scrutinized. None of these questions are complex. They do not require sophisticated systems to answer. They require governance to ask them, specifically before the intake is approved, and to have access to current information that makes answering them possible. In most RTOs, that information exists in some form. The assessor capacity data is in the trainer matrix. The support intensity baseline is in the learner management system. The workplace conditions are somewhere in the partnership management records. The problem is not that the information does not exist. It is that it is not assembled, compared, and placed in front of governing persons as a governance grade view at the moment the intake decision is being made, which means the decision is made without it. And the downstream consequences are experienced as operational pressure rather than recognized as the result of an intake decision that governance did not see clearly. Growth only governs when constraint is visible before commitment, not after the intake is approved, not at month end when the completion data arrives, not when finance flags cash sensitivity. While there is still a choice about whether, at what volume and under what conditions to proceed. Part three. How growth propagates through the model. Let me show you the propagation chain. This is the mechanism that makes driver one consequential for every other driver, and why the governance gap here is so expensive when it goes unfilled. An intake decision is made. Channel mix has shifted. The new cohort has different characteristics from prior intakes. Higher proportion of working learners. Different literacy and numeracy baseline. More complex workplace arrangements. That shift in cohort characteristics immediately changes the conditions in driver three, student and client engagement. Support demand rises. Extensions begin to cluster earlier in the program cycle than previous cohorts. The student support team is managing more complex cases. From the support team's perspective, this is a service load challenge. From a governance perspective, it is an early signal that the intake conditions were different from what the delivery model was designed for, and that the downstream impact on assessment and completion is already forming. The change support conditions then propagate into driver six, training innovation, and alignment. Trainers adapt delivery to accommodate the cohort's needs. Assessment pacing shifts. In some cases, the timing and sequencing of assessment events changes to keep learners progressing. Each adaptation is locally reasonable. Together they alter the conditions under which evidence is being generated, and whether that evidence will be consistent and defensible across the cohort when it is later reviewed. The change delivery conditions then propagate into driver seven, financial sustainability and growth. Completion timing shifts, rework increases, the cost per completion rises, claims timing moves. And what appeared at intake as a strong revenue decision begins to show different economics at the completion end. Economics that the governance pack was not designed to see until the financial reports arrived. By which point the delivery decisions that produce them are already made. Four drivers, one chain. And the origin of the chain is a single intake decision that governance approved without seeing the conditions it was approving into. This is why the book calls driver one the upstream driver. Not because marketing is more important than delivery or quality or finance, but because decisions made in driver one travel downstream into all the others, which means that governance of driver one is, in a meaningful sense, early governance of every driver that follows. Part 4. The channel mix problem. I want to spend some time on one specific aspect of driver 1 that I think is consistently underweighted in governance conversations about growth, and that produces some of the most expensive downstream consequences I see in practice. The channel mix problem. Most RTOs grow through multiple channels. Direct enrolments, employer partnerships, broker referrals, government funded programs. Each channel produces different learner profiles, different readiness levels, different support needs, different assessment conditions, different completion economics. The governance pack, almost universally, reports enrollments and starts by qualification, sometimes by funding stream, rarely by channel in a way that connects channel characteristics to delivery conditions. Which means that when the channel mix shifts, when a previously small broker channel suddenly accounts for 30% of starts in a high demand qualification, governance does not see it as a change in delivery conditions. It sees it as growth. The enrolment number goes up. Revenue projections improve. The governance pack reflects positively on the quarter. But the learners coming through that channel are different from the learners who came through the employer partnership that previously dominated. The support needs are different. The workplace conditions are different. The assessment evidence chain looks different. And the completion economics, when you track them through to actual completion, not to projected completion, are different. This is the channel mix problem. Not that the channel is wrong or the growth is unwelcome, but that governance approved the growth without seeing the channel specific conditions that would determine whether the delivery model could absorb it. The practical fix is straightforward in principle, if not always in practice. Disaggregate intake reporting by channel with sufficient history to establish baseline support intensity and completion economics per channel. When a channel share shifts, that shift should be visible, not as a headline enrollment number, but as a change in the conditions the delivery model will be operating under for the next 8 to 12 months. That is the difference between reporting growth and governing it. Part 5. The scenario The Quarter Governance Missed. Let me give you the scenario. This one is a composite of patterns I have observed repeatedly, particularly in organizations experiencing a first period of significant scale. An RTO has been growing steadily for two years. It has a strong employer partnership base and a well-performing direct enrollment channel. Governance is confident. The governance pack shows strong pipeline, healthy conversion rates, and improving completion numbers. Midway through the year, the marketing team identifies an opportunity with a broker who can deliver volume quickly in a qualification where demand is strong. Conversion rates from the broker channel are excellent. The numbers are compelling. Leadership approves the intake. Governance notes the strong pipeline with satisfaction. What governance does not see, because it is not in the governance pack in a form that makes it visible, is that the broker channel has a materially different learner profile from the employer partnership channel that has been underpinning completion performance. Higher proportion of learners with interrupted educational histories. Lower baseline readiness for the assessment demands of the qualification. Greater dependency on flexible pacing and extended support windows. Within six weeks, the student support team is managing a volume of complex support cases that it has not encountered before. Extensions are being granted at a rate that is higher than any previous intake. Trainers are adapting delivery to maintain progression. Assessment turnaround is stretching as the assessor team works through a higher than expected rate of resubmissions. Each of these signals is visible, close to the work, in the functions managing it. None of them is reaching governance as a condition that changes the intake decision, because by the time any of them could be aggregated into the governance pack, the intake is already committed. The learners are enrolled, and the only available response is to manage the delivery conditions rather than govern the intake that produced them. Two quarters later, completion economics reveal what the early signals were pointing to. Cost per completion is higher than projected. Completion timing has shifted, affecting cash flow. A funding body queries the progression data for the cohort, and leadership in assembling a response discovers that the intake decision that initiated the chain was never connected in any governance conversation to the delivery conditions it was landing in. The growth was real. The commitment was made in good faith. The governance gap was structural. The question that was never asked before the intake was approved was the only question that could have changed what followed. Can we see constraint before commitment? Part six. What governing growth actually looks like. I want to make this concrete because governing growth can sound like slowing it down, adding bureaucracy to intake decisions, or building governance processes that make the organization less responsive to market opportunities. None of that is what I mean. Governing growth means making intake decisions with a clear view of the conditions they are landing in. It means asking the constraint questions before the commitment is made, not instead of the commitment, but as part of making the commitment responsibly. And it means building the reporting infrastructure so that those questions can be answered quickly from current information without a reconciliation exercise. In practice, for most organisations this means four specific things. First, intake approval should include a capacity check that is current and channel specific. Not a general view of assessor headcount, but a view of authorized assessor capacity for this qualification at this volume against the current completion commitments already in the system. A five-minute check if the information is readily available. A design problem to be solved if it is not. Second, channel mix should be tracked at a level that makes baseline support intensity visible by channel. What is the historical extension rate for learners from this channel in this qualification? What is the average time to completion? What is the resubmission rate? If the organization does not have this data, developing it for the top three or four channels is a reasonable and achievable first step. Third, intake governance should include a threshold beyond which expansion in a single channel triggers a formal governing person's review. Not to prevent the growth, but to ensure that the downstream capability implications have been explicitly considered before the commitment is made. In organizations with well-designed escalation cadence, that threshold is crossed automatically and the review is brief. In organizations without it, growth accumulates silently until completion data forces the conversation. Fourth, the governance pack for driver one should report completion economics by channel, not just starts and revenue. What did the last cohort from this channel actually cost to complete at margin level? How does that compare to the projected economics of the intake being approved? If the answer to that question is not known before the intake is confirmed, it will be known later in less comfortable circumstances. These are not complex governance mechanisms. They are specific, achievable design choices that move the intake decision from a reporting event to a governance event, with visibility of the conditions that will determine whether the commitment delivers what was promised. Part 7. The book's treatment of driver 1. The book's chapter on driver 1 goes deeper than we can in an episode into the specific governance questions that should be lived before an intake is confirmed, the early drift indicators that typically appear in the weeks immediately following a problematic intake decision, and the evidence that should exist in the decision trail if governance of driver one is functioning. One of the things I find most useful in that chapter, and that listeners who are doing this diagnostic work will will find immediately applicable is the intake governance checklist. It is not a bureaucratic document. It is a set of ten questions that, if governance can answer them before an intake is approved, provide reasonable assurance that the commitment is being made with open eyes. If governance cannot answer them, if the questions require a reconciliation exercise before they can be answered, that is itself the diagnostic signal. It tells you exactly where driver one's visibility gaps sit. The chapter also addresses concentration risk specifically, the version of driver one risk that develops not through a single intake decision, but through the gradual accumulation of dependency on a single qualification, funding stream, or employer relationship. Concentration risk is invisible in enrollment reporting. It only becomes visible when the condition that was concentrated on changes and by then the governance options are limited. That material is in the book. It is the most immediately actionable content I have written on driver one. And I would encourage anyone who recognizes the patterns from today's episode to go straight there. Growth is not the enemy of governance. It is actually the test of it. Organizations that have built genuine governance visibility in Driver One, that can see constraint before commitment, that track channel mix against delivery conditions, that connect intake economics to completion economics, those organizations grow sustainably. They grow in ways that strengthen capability rather than strain it. They experience the downstream consequences of growth as manageable variants rather than as governance events. Organizations that report growth without governing it eventually discover that the intake decisions they made in quarters one and two are determining the governance challenges they face in quarters three and four, not through any single failure, through the quiet accumulation of commitments made without full visibility of the conditions they were landing in. The question is simple can you see constraint before commitment? Not in general. Specifically for the intake being considered right now. With the assessor capacity current with the channel baseline established with the support intensity projected with the completion economics modeled. If the answer is yes governance of driver one is functioning. If the answer requires work before it can be yes that is the design work. And that design work is worth doing before the next intake cycle not after it. Next week we are going to talk about financial exposure and the viability lag chain. What happens when delivery conditions shift, outcomes follow and cash arrives as the last and least negotiable signal that governance should have been seeing earlier. It is the financial complement to today's episode and it closes the loop on how driver one decisions eventually express in driver 7 outcomes. Growth that reports well and growth that governs well can look identical until the quarter arrives where the difference between them is what determines whether governance has options or explanations. The difference is always visible before that quarter. It is visible in whether governance could see constraint before commitment was made.
