I look at four such figures - Alexander Bortnikov, director of the FSB, Dmitry Kiselev, general director of Russia Today, Alexander Bastrykin, head of the Investigatory Committee, and Alexei Dyumin, governor of Tula - and wonder what their different political strategies portend.
