Chester Mayor-Elect Stephan Roots joins the DVJournal podcast to talk about his plans for the city once he's sworn into office. He tells News Editor Linda Stein and reporter Taylor Millard he wants the city to have a different relationship with the state-appointed receiver than it has in the past. He also says the city needs to embrace the bankruptcy process as a way to avoid disincorporation, rather than fighting it.
