Introducing…Your 2025-2026 FBINAA President, William J. Carbone

William Carbone was born in Hollis, Queens, where he resided until the age of five before relocating with his family to Levittown, NY. He began his studies at Long Island University, C.W. Post in 1978, but paused his academic pursuits to join the New York City Police Department’s largest-ever recruitment class in 1982, consisting of over 3,500 probationary officers. Bill returned to C.W. Post to complete his degree while simultaneously serving on patrol in 1984. He attended the 217th Session of the National Academy in 2004, earned a NYS instructors certificate and a master’s degree in criminal justice studies in 2014. 

After more than 38 years of service with the NYPD, President Carbone transitioned to a position with the State of New York, working for the NYS Division of Criminal Justices Services as the Director of the Suffolk County Crime Analysis Center and then the NYS Office of the Attorney General, investigating Use of Force incidents where he is considered a subject matter expert. Ultimately retiring in 2025 with over 43 years of distinguished service.

Bill has been married to his wife Phyllis, who has recently retired from the Nassau County NY Police Department. Together they are the proud parents of two sons. One is a senior actuary at a major international insurance company, while the other is a fourth-generation member of the NYPD and currently a Lieutenant in Brooklyn. They are also the very proud Grandparents of 4 grandchildren. The Carbone family has more than 200 years of combined service with the NYPD, and over 250 years in law enforcement within the State.
