Cheryl is the Executive Director HMPPS, responsible for Prison Reform. She joined the MOJ in 2013  with over 30 years Business and Commercial experience gained from the Private and Public Sectors. She has held a series of leadership posts with organisations such as the MoJ, Accenture, DXC, Fujitsu, NatWest, and the Metropolitan Police Service. She also is a Non-Executive Director for Government Facility Services Limited (GFSL).

In her current role at HMPPS she leads on the following portfolios:

  •  Delivering Workforce Reform
  • Future development of Offender Management and Rehabilitative Culture
  • Medium Term Planning Programme (from COVID-19 to Recovery)
  • A review of Prisons as a High Reliability Organisation
  • Senior Responsible Officer (SRO) for the delivery of 2 major HMPPS Digital and Technology Programmes 
  • Prisons Technology Transformation Programme (PTTP)
  • Prisons In-Cell Technology Programme
  •    Managing the supply and demand of PPE to HMPPS in response to COVID-19 

From an MOJ-wide perspective, Cheryl is a Race Champion and the Chair of the Diverse Leadership Taskforce.   

Cheryl has been a Non-Executive Director for GFSL since it’s set up in February 2018.  In addition to working with the other Non-Executives in support of the Executive Board, Cheryl is also a member of the Audit and Risk Committee (ARAC) and chairs the Remuneration Committee (RemCo).
