On Wednesday, 26 March, the Chancellor, Rachel Reeves, delivered her Spring Statement. What she originally hoped would be a low-key statement has taken on much greater significance as downgrades to economic forecasts test the Government’s ‘non-negotiable’ fiscal rules.
