From his vantage point on the roof of 123 Sesame, Chip Oatley notices someone spying on Bert's apartment while Officer Diaz and Cheech are inside. As the figure turns to flee, Chip pursues but loses the perp near the Fix-it Shop. Seeing a light on inside he decides to do some investigating down town.
