The European Union wants to be enlargement-ready by 2030 at the latest. But how can the EU grow and remain functional at the same time? Prof. Dr. Franz Mayer (Bielefeld University), Prof. Dr. Gaëlle Marti (Université Jean Moulin Lyon 3) and Dr. Thu Nguyen (Jacques Delors Centre Berlin) worked as legal experts in the interdisciplinary Franco-German expert group that was commissioned by the two countries to look into this exact question. In its report, the group deals with the protection of the rule of law, institutional issues and options for treaty reforms.
