We need a rational tariff policy

Editor: Over the years, Congress has yielded trade and tariff policy to the President of the United States. However, Congress still has the power to regulate foreign commerce, impose tariffs, and collect revenue. Congress can take back this power through a joint resolution, ideally with a 2/3rd majority vote to prevent a Presidential veto. That way, Congress can take a more rational approach to trade and tariff policy. There certainly is a trade deficit with our major trading partners, to include, China, the European Union, and Mexico.
