After School Tutoring Education Program (A.S.T.E.P.), located at 911 Trail St. inside of El Mesias United Methodist Church in Floresville, celebrates its grand opening Feb. 21 with a ribbon-cutting ceremony, hosted by the Floresville Chamber of Commerce.
