These changes impact landlords and investors because the amount of rent that can be asked of the units for Housing Voucher recipients has been decreased, in some cases, significantly. It also puts the housing voucher recipients at an unfortunate disadvantage, as landlords have less incentive to jump through all the hoops to get their properties qualified for the program.
