Willard council removes bonds as option for subdivision guarantees, approves deferments for required improvements in small subdivisions

The Willard City Council approved changes March 12 revising how developers guarantee subdivision improvements, eliminating the use of bonds and standardizing the city’s control over financial assurances. The changes amend multiple sections of the city’s zoning code governing how required infrastructure such as roads, utilities and related improvements are secured during development. Willard City Attorney Amy Hugie said the update is intended to address enforcement challenges and align local practice with state requirements.
