Willard recognizes 2023 subdivision deferment agreement, postpones decision on propsed third lot

The Willard City Council recognized a 2023 improvement deferment agreement for a subdivision in the city at its July 23 meeting, but postponed decisions involving a proposed third lot. Willard City Planner Madison Brown said the city reviewed the agreement after noticing construction in the subdivision and found no record that the council had approved it or that an authorized city representative had signed it. The agreement covers two lots and postpones construction of curb, gutter and sidewalk until the city formally requires the work. The owners would then have 60 days to complete the improvements.
