Willard council approves escrow, professional review fee for new construction

Willard City will require new construction projects not covered by an active subdivision improvement guarantee to provide a refundable infrastructure-protection escrow under a resolution approved Aug. 13 by the city council. It also creates a conditional 0 professional review fee when a building permit requires technical work beyond the city’s standard review.
