In Nigeria, many states mostly or entirely depend on monthly allocations from the federal government to run their affairs.
Kano state government, for example, announced. six months ago. its intention to slash salaries of civil servants, because of a drop in federal allocation.  Does that mean state governments have no means of generating revenue for themselves?
Can States survive without allocations from the federal government?
