The ongoing resettlement of Internally Displaced People in Borno, Northeast Nigeria, is relatively safer as a result of the ideologies fuelling terrorism in the region and changing power dynamics among rival insurgent groups. But such safety levels are likely not sustainable, judging by extremist patterns in other countries.
