There are a number of things, Biblically, that are explicitly described as belonging to God. Amongst these is the choice between vengeance and mercy - a choice that God alone has the authority to make. God is not so selfish that He will not extend mercy to someone who asks for it, but it can only be given to those who are themselves merciful.
