Munther Khalil Mahbooba was active with the hawza in Najaf for many years before the secret police assigned him and his friends "black files" for their various religious and political activities. In 1977 the Baath Party grew angry with the population's refusal to obey their warnings not to walk to Karbala for the annual Arbaeen commemoration. So they decided to try a different tactic.
