In the midst of all of the Zion’s Camp craziness, the church in Kirtland still needs to grow and stay organized. Hence, D&C 102. When difficulties arise, it’s good to have that High Council to help “settle” those matters - all in an effort to help a member grow closer to Christ. 😇
