Horizon SolSolutions Pty Ltd traded as - Cocoon Franchise, Cocoon Lifetime Care, Cocoon SDA Accommodation, & Cocoon SDA Homes.
Our research reveals a staggering exposure of Cocoon's web within the NDIS. NDIS has paid (last 4 years alone) to Cocoon over $200,000,000, amounting to about roughly $50M per year over the last four years (plus more from prior years). People in Pakistan (WTF) had full login access to Proda, to draw down funds from the portal too. OMFG. On top of that, Cocoon’s associated property sales - specifically their "House Packages" sold to investors - netted at least minimum $50,000 in profits per sale (from a $100,000 margins). With roughly 300 sales (much more maybe) this equated to $15,000,000 plus in profits pocketed by Cocoon’s co-founder, Zaffar Khan, not to mention his earnings from other land development deals. In addition, they were selling $550,000 Cocoon franchises to overseas investors, with guarantees of $80,000 - $130,000 pa from these franchises. As recently as April 2025, Khan and his wife were reportedly shopping around to purchase $13 million worth of land in Brisbane, after offloading a $16.5M site last year too! Shall we keep saying "alleged" when its clearly not? ASIC & NDIA & ATO should investigate businesses and assets held under Zaffar Khan’s family members to potentially seize such assets as "proceeds of crime" & repay investors & participants - if proven that fraud was involved, & he transferred funds to family members. One has to wonder: How much financial wealth has Zaffar Khan amassed over the years by exploiting the NDIS and property investors - both domestic and abroad?
Look at the numbers above - that's a helluva lot of zeros!
Cocoon have now been placed into liquidation. All financial inquiries must be directed to Deloitte, the appointed Liquidators.
