It says drivers in urban areas without  "},{"startTime":51.52,"endTime":55.6,"body":"driveways should be able to power up their "},{"startTime":51.52,"endTime":55.6,"body":"vehicles. Officials say that there are over 9  "},{"startTime":55.6,"endTime":60.48,"body":"million households without an off- street parking "},{"startTime":55.6,"endTime":60.48,"body":"space, making them reliant on public chargers. But  "},{"startTime":60.48,"endTime":64.4,"body":"the idea looks set to put the government on a "},{"startTime":60.48,"endTime":64.4,"body":"collision course with local authorities. The alarm "},{"startTime":73.12,"endTime":77.84,"body":"stems from the possibility of simultaneous contact  "},{"startTime":77.84,"endTime":82.72,"body":"between the body of electric vehicles and another "},{"startTime":77.84,"endTime":82.72,"body":"vehicle or a piece of street furniture such as a  "},{"startTime":82.72,"endTime":87.2,"body":"metal lamp post or telecomm's cabinet. Unless the "},{"startTime":82.72,"endTime":87.2,"body":"two items are connected to the same distribution  "},{"startTime":87.2,"endTime":92.0,"body":"systems, there's a prospect of a fault of a high "},{"startTime":87.2,"endTime":92.0,"body":"potential difference between them. Consultant,  "},{"startTime":92.0,"endTime":96.4,"body":"engineer, and chairman of the IET wiring "},{"startTime":92.0,"endTime":96.4,"body":"regulations policy committee, Graham Kenyon,  "},{"startTime":96.4,"endTime":100.56,"body":"pointed out to us at the time that under the IET's "},{"startTime":96.4,"endTime":100.56,"body":"code of practice for electric vehicle charging  "},{"startTime":100.56,"endTime":105.44,"body":"equipment installation, electricians should carry "},{"startTime":100.56,"endTime":105.44,"body":"out a simultaneous contact assessment before  "},{"startTime":105.44,"endTime":109.76,"body":"starting an install. Guidance on EV charging "},{"startTime":105.44,"endTime":109.76,"body":"from the electrical contractors association  "},{"startTime":109.76,"endTime":114.08,"body":"also emphasises the need for such an appraisal. "},{"startTime":109.76,"endTime":114.08,"body":"If you can touch any other electrical equipment  "},{"startTime":114.08,"endTime":118.72,"body":"at the same time as the electric vehicle, you need "},{"startTime":114.08,"endTime":118.72,"body":"to ensure that it's connected to the same earthing  "},{"startTime":118.72,"endTime":123.68,"body":"system. But the problem is it's often impossible "},{"startTime":118.72,"endTime":123.68,"body":"to tell. Additionally, with on street parking,  "},{"startTime":123.68,"endTime":127.92,"body":"it's difficult to guarantee that another vehicle "},{"startTime":123.68,"endTime":127.92,"body":"connected to a different electrical system won't  "},{"startTime":127.92,"endTime":132.16,"body":"be parked next to the first one. And under "},{"startTime":127.92,"endTime":132.16,"body":"the guidance, if you don't know, in theory,  "},{"startTime":132.16,"endTime":136.8,"body":"you can't proceed with the installation. That's "},{"startTime":132.16,"endTime":136.8,"body":"the reason that some local authorities have been  "},{"startTime":136.8,"endTime":141.36,"body":"saying no to cross pavement charging systems. The "},{"startTime":136.8,"endTime":141.36,"body":"apparent contradiction between the IET guidance  "},{"startTime":141.36,"endTime":146.4,"body":"and the government's plea for more on street "},{"startTime":141.36,"endTime":146.4,"body":"charging has yet to be resolved. Still on safety,  "},{"startTime":146.4,"endTime":151.12,"body":"the NICEIC is urging landlords and their "},{"startTime":146.4,"endTime":151.12,"body":"contractors in England to urgently review  "},{"startTime":151.12,"endTime":155.68,"body":"the status of their electrical installation "},{"startTime":151.12,"endTime":155.68,"body":"condition reports. That's because it's now 5  "},{"startTime":155.68,"endTime":160.32,"body":"years since the introduction of mandatory tests "},{"startTime":155.68,"endTime":160.32,"body":"for private rented properties. The law requires  "},{"startTime":160.32,"endTime":165.12,"body":"landlords to have installations inspected and "},{"startTime":160.32,"endTime":165.12,"body":"tested at least every 5 years by a qualified and  "},{"startTime":165.12,"endTime":170.64,"body":"competent person. With the fifth anniversary now "},{"startTime":165.12,"endTime":170.64,"body":"here, many will be due for renewal. A valid cert  "},{"startTime":170.64,"endTime":175.76,"body":"must be provided to new tenants when they move "},{"startTime":170.64,"endTime":175.76,"body":"in and to existing tenants within 28 days of an  "},{"startTime":175.76,"endTime":180.4,"body":"inspection. Last month, the government announced "},{"startTime":175.76,"endTime":180.4,"body":"that electrical testing would become compulsory in  "},{"startTime":180.4,"endTime":185.36,"body":"social homes from November. Local authorities and "},{"startTime":180.4,"endTime":185.36,"body":"housing associations in England must now conduct  "},{"startTime":185.36,"endTime":190.08,"body":"tests with qualified and competent persons at "},{"startTime":185.36,"endTime":190.08,"body":"least once every 5 years. This brings the sector  "},{"startTime":190.08,"endTime":194.16,"body":"into line with private rented accommodation. "},{"startTime":190.08,"endTime":194.16,"body":"Social landlords will be obliged to issue a  "},{"startTime":194.16,"endTime":198.8,"body":"copy of the search to tenants within 28 days of "},{"startTime":194.16,"endTime":198.8,"body":"an inspection or to any new tenant before they  "},{"startTime":198.8,"endTime":204.8,"body":"occupy the property. They must also complete any "},{"startTime":198.8,"endTime":204.8,"body":"recommended remedial works identified as C1 and C2  "},{"startTime":204.8,"endTime":210.4,"body":"or any recommended further investigations "},{"startTime":204.8,"endTime":210.4,"body":"within 28 days.
