The alarm bells have been ringing in Europe over the past few years, signaling that Europe’s traditional reliance on the American security umbrella has passed its expiration date. With Washington dramatically rewriting its relationship with Brussels, from European security to climate change, while still requiring Europe’s cooperation on China policy and beyond, the need to rethink the foundations of this multigenerational alliance is urgent. At the same time, the 2025 U.S. National Security Strategy contains unusually direct language about Europe’s strategic trajectory, including urging Europe to “regain its civilizational self-confidence” and move away from what the document calls a “failed focus on regulatory suffocation.” What do such characterizations mean for transatlantic relations? Where do the gaps between Washington’s and Brussels’ goals truly lie, and where might a renewed basis for cooperation emerge?
