Dr. Marks is a Distinguished Professor of Electrical and Computer Engineering at Baylor University. He was the first President of the Institute of Electric and Electronic Engineers' Neural Networks Society. He earned his PhD from Texas Tech University. He is Program Director at the Walter Bradley Center for Natural & Artificial Intelligence. He has authored, co-authored, or edited over 400 publications.
