And part of that was, the"},{"speaker":"David Barton","startTime":135.2,"endTime":137.3,"body":"first thing they did was say,"},{"speaker":"David Barton","startTime":135.2,"endTime":137.3,"body":"hey, we're not going to fund"},{"speaker":"David Barton","startTime":137.3,"endTime":141.5,"body":"those 87,000 IRS agents. And so"},{"speaker":"David Barton","startTime":137.3,"endTime":141.5,"body":"they stopped that funding and"},{"speaker":"David Barton","startTime":141.5,"endTime":145.58,"body":"it's interesting, here's where,"},{"speaker":"David Barton","startTime":141.5,"endTime":145.58,"body":"how do you want to say this? You"},{"speaker":"David Barton","startTime":145.58,"endTime":149.33,"body":"know, it's like a show horse,"},{"speaker":"David Barton","startTime":145.58,"endTime":149.33,"body":"you got a show horse, and Biden"},{"speaker":"David Barton","startTime":149.33,"endTime":151.94,"body":"is out there talking about, they"},{"speaker":"David Barton","startTime":149.33,"endTime":151.94,"body":"need greater customer service"},{"speaker":"David Barton","startTime":151.94,"endTime":154.82,"body":"with the IRS, etc. Well, when"},{"speaker":"David Barton","startTime":151.94,"endTime":154.82,"body":"you looked into the funding,"},{"speaker":"David Barton","startTime":154.82,"endTime":158.39,"body":"only 4% of the IRS funding he"},{"speaker":"David Barton","startTime":154.82,"endTime":158.39,"body":"asked for went to customer"},{"speaker":"David Barton","startTime":158.39,"endTime":163.13,"body":"service. 58% went to enforcement"},{"speaker":"David Barton","startTime":158.39,"endTime":163.13,"body":"services. So, they're really"},{"speaker":"David Barton","startTime":163.13,"endTime":165.8,"body":"going after taking more money"},{"speaker":"David Barton","startTime":163.13,"endTime":165.8,"body":"from you rather than being"},{"speaker":"David Barton","startTime":165.83,"endTime":168.5,"body":"better about how they handle"},{"speaker":"David Barton","startTime":165.83,"endTime":168.5,"body":"things. But that didn't come out"},{"speaker":"David Barton","startTime":168.5,"endTime":171.56,"body":"in the news. Somehow CNN and"},{"speaker":"David Barton","startTime":168.5,"endTime":171.56,"body":"MSNBC didn't report all that,"},{"speaker":"David Barton","startTime":171.56,"endTime":174.68,"body":"they just talked about the need"},{"speaker":"David Barton","startTime":171.56,"endTime":174.68,"body":"for more service in the IRS and"},{"speaker":"David Barton","startTime":174.92,"endTime":177.56,"body":"it turns out to be enforcement"},{"speaker":"David Barton","startTime":174.92,"endTime":177.56,"body":"services. This decision from the"},{"speaker":"David Barton","startTime":177.56,"endTime":180.35,"body":"Supreme Court is a good example"},{"speaker":"David Barton","startTime":177.56,"endTime":180.35,"body":"of why you don't want more"},{"speaker":"David Barton","startTime":180.35,"endTime":183.56,"body":"enforcement service. It deals"},{"speaker":"David Barton","startTime":180.35,"endTime":183.56,"body":"with a man who was in Romania"},{"speaker":"David Barton","startTime":183.56,"endTime":187.7,"body":"back under the communist"},{"speaker":"David Barton","startTime":183.56,"endTime":187.7,"body":"domination, the Soviet Union,"},{"speaker":"David Barton","startTime":187.7,"endTime":190.61,"body":"the Iron Curtain, all the stuff"},{"speaker":"David Barton","startTime":187.7,"endTime":190.61,"body":"that was there. He was able to"},{"speaker":"David Barton","startTime":190.64,"endTime":194.3,"body":"escape from Romania, he came to"},{"speaker":"David Barton","startTime":190.64,"endTime":194.3,"body":"the United States, he took a job"},{"speaker":"David Barton","startTime":194.3,"endTime":196.79,"body":"here, became a citizen of the"},{"speaker":"David Barton","startTime":194.3,"endTime":196.79,"body":"United States under all the"},{"speaker":"David Barton","startTime":196.79,"endTime":200.15,"body":"communist oppression. Back"},{"speaker":"David Barton","startTime":196.79,"endTime":200.15,"body":"before the Iron Curtain fell,"},{"speaker":"David Barton","startTime":200.15,"endTime":203.78,"body":"the Berlin Wall came down, that"},{"speaker":"David Barton","startTime":200.15,"endTime":203.78,"body":"kind of stuff. So when the Iron"},{"speaker":"David Barton","startTime":203.78,"endTime":208.49,"body":"Curtain fell in 1990, he goes"},{"speaker":"David Barton","startTime":203.78,"endTime":208.49,"body":"back to Romania, and he lives in"},{"speaker":"David Barton","startTime":208.49,"endTime":211.31,"body":"Romania for the next 21 years."},{"speaker":"David Barton","startTime":208.49,"endTime":211.31,"body":"He's back in his home country."},{"speaker":"David Barton","startTime":211.31,"endTime":214.37,"body":"He's a dual citizen. He's a"},{"speaker":"David Barton","startTime":211.31,"endTime":214.37,"body":"citizen of America and of"},{"speaker":"David Barton","startTime":214.37,"endTime":217.67,"body":"Romania. But now it's a free"},{"speaker":"David Barton","startTime":214.37,"endTime":217.67,"body":"Romania. He goes back for 21"},{"speaker":"David Barton","startTime":217.7,"endTime":220.25,"body":"years, he runs all these"},{"speaker":"David Barton","startTime":217.7,"endTime":220.25,"body":"businesses in Romania, does a"},{"speaker":"David Barton","startTime":220.25,"endTime":224.27,"body":"really good job, just been very"},{"speaker":"David Barton","startTime":220.25,"endTime":224.27,"body":"successful businessman, etc. As"},{"speaker":"David Barton","startTime":224.27,"endTime":228.29,"body":"it turns out, the IRS has a"},{"speaker":"David Barton","startTime":224.27,"endTime":228.29,"body":"provision in the code that if"},{"speaker":"David Barton","startTime":228.29,"endTime":231.71,"body":"you're an American citizen, even"},{"speaker":"David Barton","startTime":228.29,"endTime":231.71,"body":"a dual citizen, and you live"},{"speaker":"David Barton","startTime":231.71,"endTime":235.4,"body":"anywhere else overseas, you have"},{"speaker":"David Barton","startTime":231.71,"endTime":235.4,"body":"to send the IRS notification of"},{"speaker":"David Barton","startTime":235.4,"endTime":238.64,"body":"your bank accounts overseas,"},{"speaker":"David Barton","startTime":235.4,"endTime":238.64,"body":"even though not American bank"},{"speaker":"David Barton","startTime":238.64,"endTime":241.28,"body":"accounts, even though you can't"},{"speaker":"David Barton","startTime":238.64,"endTime":241.28,"body":"be taxed on them. You have to"},{"speaker":"David Barton","startTime":241.28,"endTime":244.67,"body":"give all sorts of notification"},{"speaker":"David Barton","startTime":241.28,"endTime":244.67,"body":"to the IRS about where you are"},{"speaker":"David Barton","startTime":244.67,"endTime":248.18,"body":"and what you're doing. Which, I"},{"speaker":"David Barton","startTime":244.67,"endTime":248.18,"body":"mean, this just doesn't even"},{"speaker":"David Barton","startTime":248.18,"endTime":250.4,"body":"make sense. If you got no"},{"speaker":"David Barton","startTime":248.18,"endTime":250.4,"body":"jurisdiction over a foreign"},{"speaker":"David Barton","startTime":250.4,"endTime":253.25,"body":"account. Why should you have to"},{"speaker":"David Barton","startTime":250.4,"endTime":253.25,"body":"report it, etc, etc,"},{"speaker":"David Barton","startTime":253.34,"endTime":257.63,"body":"nonetheless. So the IRS has all"},{"speaker":"David Barton","startTime":253.34,"endTime":257.63,"body":"these provisions and he comes"},{"speaker":"David Barton","startTime":257.63,"endTime":260.06,"body":"back to United States in 2011,"},{"speaker":"David Barton","startTime":257.63,"endTime":260.06,"body":"been running all these"},{"speaker":"David Barton","startTime":260.06,"endTime":263.81,"body":"businesses for years. He's back"},{"speaker":"David Barton","startTime":260.06,"endTime":263.81,"body":"here. And he does his American"},{"speaker":"David Barton","startTime":263.81,"endTime":266.54,"body":"accounts and America books. And"},{"speaker":"David Barton","startTime":263.81,"endTime":266.54,"body":"the accountant says, Well, you"},{"speaker":"David Barton","startTime":266.54,"endTime":269.18,"body":"know, you there's this provision"},{"speaker":"David Barton","startTime":266.54,"endTime":269.18,"body":"in the IRS that you really need"},{"speaker":"David Barton","startTime":269.18,"endTime":271.49,"body":"to report your other foreign"},{"speaker":"David Barton","startTime":269.18,"endTime":271.49,"body":"accounts. He says, really? All"},{"speaker":"David Barton","startTime":271.49,"endTime":275.21,"body":"the foreign business? Yeah. And"},{"speaker":"David Barton","startTime":271.49,"endTime":275.21,"body":"so he files that and so it turns"},{"speaker":"David Barton","startTime":275.21,"endTime":277.85,"body":"out that he missed five years of"},{"speaker":"David Barton","startTime":275.21,"endTime":277.85,"body":"filing on that, when the law was"},{"speaker":"David Barton","startTime":277.85,"endTime":280.82,"body":"passed, missed five years. And"},{"speaker":"David Barton","startTime":277.85,"endTime":280.82,"body":"so the IRS looks at that and"},{"speaker":"David Barton","startTime":280.82,"endTime":283.64,"body":"says, Well, you know, you've had"},{"speaker":"David Barton","startTime":280.82,"endTime":283.64,"body":"more than 25 different accounts"},{"speaker":"David Barton","startTime":283.64,"endTime":286.01,"body":"and business accounts and"},{"speaker":"David Barton","startTime":283.64,"endTime":286.01,"body":"personal accounts over in"},{"speaker":"David Barton","startTime":286.01,"endTime":288.89,"body":"Romania. And we're going to fine"},{"speaker":"David Barton","startTime":286.01,"endTime":288.89,"body":"you for each one of those"},{"speaker":"David Barton","startTime":288.89,"endTime":293.48,"body":"accounts you did not report on"},{"speaker":"David Barton","startTime":288.89,"endTime":293.48,"body":"and it's... there's nothing the"},{"speaker":"David Barton","startTime":293.48,"endTime":296.51,"body":"IRS can do with with anything he"},{"speaker":"David Barton","startTime":293.48,"endTime":296.51,"body":"has over there, but we're going"},{"speaker":"David Barton","startTime":296.51,"endTime":299.72,"body":"to fine you for that. And so"},{"speaker":"David Barton","startTime":296.51,"endTime":299.72,"body":"they came up, grab this guys,"},{"speaker":"David Barton","startTime":299.72,"endTime":305.33,"body":"they came left with $2.72"},{"speaker":"David Barton","startTime":299.72,"endTime":305.33,"body":"million worth of fines for not"},{"speaker":"David Barton","startTime":305.33,"endTime":308.6,"body":"reporting his accounts over"},{"speaker":"David Barton","startTime":305.33,"endTime":308.6,"body":"there that they can't even deal"},{"speaker":"David Barton","startTime":308.6,"endTime":314.63,"body":"with. So he obviously says, wait"},{"speaker":"David Barton","startTime":308.6,"endTime":314.63,"body":"a minute, $2.72 million in fines"},{"speaker":"David Barton","startTime":314.63,"endTime":317.18,"body":"for something you can't even"},{"speaker":"David Barton","startTime":314.63,"endTime":317.18,"body":"enforce? And he takes it to"},{"speaker":"David Barton","startTime":317.18,"endTime":321.2,"body":"Court and the Supreme Court said"},{"speaker":"David Barton","startTime":317.18,"endTime":321.2,"body":"no, no, IRS can't do that. There"},{"speaker":"David Barton","startTime":321.2,"endTime":326.03,"body":"is a maximum of $10,000 you can"},{"speaker":"David Barton","startTime":321.2,"endTime":326.03,"body":"do for the... each year he"},{"speaker":"David Barton","startTime":326.03,"endTime":330.8,"body":"didn't respond. So the maximum"},{"speaker":"David Barton","startTime":326.03,"endTime":330.8,"body":"fine is 50,000. Well, the IRS"},{"speaker":"David Barton","startTime":330.8,"endTime":334.58,"body":"found a way to come up with"},{"speaker":"David Barton","startTime":330.8,"endTime":334.58,"body":"$2.72 million. The good news is"},{"speaker":"David Barton","startTime":334.58,"endTime":337.52,"body":"the IRS got slapped down on"},{"speaker":"David Barton","startTime":334.58,"endTime":337.52,"body":"this.
