I would imagine that Gandhi here is addressing himself to Western civilization via the English environment in which he found himself at that time. And I'm afraid that his grim prediction ultimately what led right into WWII and the aftermath. Again and again we see that he had these basic ways of looking at the world, which we ignore at our peril.
