start?"},{"startTime":160.625,"endTime":165.666,"body":"And I learned that it actually is from World War II"},{"startTime":165.666,"endTime":167.875,"body":"and the US involvement in World War II."},{"startTime":168.708,"endTime":175.208,"body":"In 1942, Congress passed what they called the Wage Stabilization Act,"},{"startTime":175.208,"endTime":178.375,"body":"which tried to help stabilize wages, to help stabilize the economy,"},{"startTime":178.375,"endTime":182.125,"body":"so basically all efforts could go toward supporting the war."},{"startTime":182.875,"endTime":188.5,"body":"Well, employers and companies still had to operate, and they still wanted to try and"},{"startTime":188.5,"endTime":191.5,"body":"and attract workers to come work for them"},{"startTime":191.5,"endTime":193.25,"body":"as opposed to their competitor."},{"startTime":194.416,"endTime":198.375,"body":"But they couldn't increase wages, so they got creative."},{"startTime":198.708,"endTime":201.875,"body":"And this is where I think innovation is, you know,"},{"startTime":201.875,"endTime":204.0,"body":"what is it, necessity is the mother of all invention?"},{"startTime":204.625,"endTime":205.833,"body":"You try and get creative."},{"startTime":206.25,"endTime":208.833,"body":"So they said, well, hey, we can't increase wages,"},{"startTime":208.833,"endTime":210.416,"body":"maybe we can provide something else."},{"startTime":210.833,"endTime":215.0,"body":"So this idea of benefits came to be,"},{"startTime":215.0,"endTime":217.125,"body":"and the first one was health insurance."},{"startTime":218.291,"endTime":222.5,"body":"Prior to World War II, only about 18% of Americans had health insurance."},{"startTime":223.083,"endTime":226.75,"body":"The system ran on a fee-for-service system."},{"startTime":227.916,"endTime":232.958,"body":"By the end of World War II, over 30% of Americans had health insurance."},{"startTime":233.833,"endTime":238.875,"body":"So this employer-based benefit really, really worked in that way."},{"startTime":238.875,"endTime":245.5,"body":"And so employers could provide benefits to their employees as a means to attract,"},{"startTime":245.5,"endTime":247.25,"body":"to say, \"Come work for us."},{"startTime":247.25,"endTime":249.125,"body":"will help cover your healthcare.”"},{"startTime":249.708,"endTime":251.5,"body":"- So interesting, so interesting."},{"startTime":251.5,"endTime":253.958,"body":"And so it continues, of course, today,"},{"startTime":253.958,"endTime":257.75,"body":"not just the benefits, but the clever and innovative thinking"},{"startTime":257.75,"endTime":261.0,"body":"of what else can we do to attract talent,"},{"startTime":261.0,"endTime":264.541,"body":"attract and keep and maintain folks projects"},{"startTime":734.583,"endTime":737.75,"body":"and teams and other things has contributed"},{"startTime":737.75,"endTime":740.5,"body":"to a reluctance to try and delegate,"},{"startTime":740.5,"endTime":742.791,"body":"to relinquish some of that control."},{"startTime":743.75,"endTime":747.75,"body":"Because many times what happens in group projects,"},{"startTime":747.75,"endTime":751.0,"body":"and as you go in grade school, junior high, high school,"},{"startTime":751.0,"endTime":754.583,"body":"is you have a couple of highly conscientious individuals"},{"startTime":754.583,"endTime":756.0,"body":"(laughing)"},{"startTime":756.0,"endTime":758.25,"body":"who are doing it all,"},{"startTime":758.25,"endTime":760.708,"body":"and others can just kind of skate by"},{"startTime":760.708,"endTime":761.708,"body":"and not have to do anything."},{"startTime":762.375,"endTime":762.875,"body":"Yeah."},{"startTime":762.875,"endTime":765.375,"body":"And maybe those highly conscious individuals"},{"startTime":765.375,"endTime":768.583,"body":"actually aren't allowing other people to do it"},{"startTime":768.583,"endTime":770.958,"body":"because they have a certain how I do it,"},{"startTime":808.291,"endTime":811.666,"body":"which is a limiting factor for one's growth and progress,"},{"startTime":811.666,"endTime":813.791,"body":"as well as the growth and
