How do I Get Students to do Homework?

"I have yet to meet a teacher who can get 100% of students to do their homework 100% of the time." Homework can be a frustrating subject for teachers because of the often times, lack of compliance of students completing it and outside forces at home that make it difficult for students to study. Instead of looking at how to get students to complete their homework, we should shift our perspective to asking ourselves what goals are we looking to get out of homework and can we find paths to these goals in other ways?
