Speaker 1Well , the bill goes to the Senate floor today . It's been a long , long trip . This critical bill is going to protect 62,000 homeowners in manufactured home parks from what are really crushing rent increases that can force seniors and families from their community . Now why is this bill important ? We've talked about this before , but let's go over it again one more time
. Manufactured home residents own their home but they rent the land underneath , and when park owners put a massive rent increase , residents are in the impossible situation of either moving a permanently installed home and it being too costly to stay . That forces many of them to essentially abandon their homes , their equity and their life savings . Many residents are seniors on fixed income who chose manufactured home living for affordability and stability , but without protection . Corporate ownership and profit maximizing rent increases have destroyed that security
. This bill , hb 34A , provides essential protections . It caps annual rent increases at six% . That's down from the current 10 . Stops forced aesthetic upgrades that can block a home sale . It also prohibits invasive interior inspection as a condition of sale . Now this bill already passed the Oregon House with strong community support .
