OSTA is your support network, a trusted source of information about your rights, and your advocate for more secure housing through improved legislation.

OSTA is a nonprofit, grassroots organization that seeks direction from members, avoiding a top-down approach, regarding decision-making on critical issues affecting members’ lifestyle choices, quality of life, and rights as residents in manufactured housing and floating home communities.
OSTA works to provide an expanding array of programs, information, and services to its members. It is an organization focused, not only on protecting the rights of homeowners as residents in parks and marinas but an organization that supports all aspects of manufactured and floating home living.
To enable this to happen we rely on members, teams, and colleagues, across the state who support this common vision. This work requires time, investment, and dedication to serve our 80,000+ residents and we rely solely on memberships and donations to achieve our goals.

Your Senator's Vote Today Will Decide Thousands of Seniors' Housing Futures
HB 3054A has reached the Oregon Senate floor for its final vote, representing a critical protection for 62,000 manufactured homeowners against excessive rent increases that force seniors and families from their communities.
• Bill protects manufactured home residents who own their homes but rent the land underneath

Well, it has come down to the wire. Hb 3054 is at the Oregon Senate floor for its final vote and your senator needs to hear from you. I'm Bill Bateman from OSTA. Come on in, let's talk about this Time for another OSTA update Oregon State Tenants Organization and, as I mentioned, I am Bill Bateman, part of the team working for you at OSTA.
Speaker 1:Well, the bill goes to the Senate floor today. It's been a long, long trip. This critical bill is going to protect 62,000 homeowners in manufactured home parks from what are really crushing rent increases that can force seniors and families from their community. Now why is this bill important? We've talked about this before, but let's go over it again one more time. Manufactured home residents own their home but they rent the land underneath, and when park owners put a massive rent increase, residents are in the impossible situation of either moving a permanently installed home and it being too costly to stay. That forces many of them to essentially abandon their homes, their equity and their life savings. Many residents are seniors on fixed income who chose manufactured home living for affordability and stability, but without protection. Corporate ownership and profit maximizing rent increases have destroyed that security. This bill, hb 34A, provides essential protections. It caps annual rent increases at six%. That's down from the current 10. Stops forced aesthetic upgrades that can block a home sale. It also prohibits invasive interior inspection as a condition of sale. Now this bill already passed the Oregon House with strong community support.
