Fishing for Trouble: How a Badge Became a License to Groom the Jayson Tatlock Probable Cause Affidavit Part 1

Chop & Julie Season 1 Episode 56

A chilling investigation unfolds as we dissect the case of Jayson Tatlock, a former school resource officer who betrayed his position of trust in the most devastating way. What started as seemingly innocent interactions with a 17-year-old student spiraled into a calculated pattern of grooming that culminated in sexual assault during a private fishing trip.

The evidence paints a disturbing portrait of predatory behavior. Tatlock meticulously established himself as a trusted figure—bringing Starbucks coffee, offering snacks, and creating an environment where the victim felt special as his "number one favorite student." Behind this facade of mentorship, he was strategically pushing boundaries, escalating from flirtatious comments to increasingly sexual conversations while maintaining plausible deniability through always-open office doors and school-sanctioned interactions.

Most disturbing is Tatlock's own admission that he had been "eyeing" the victim since her first day of school when she was just 16, even searching through school databases to find her information after overhearing her name. The June 4th fishing trip to Cataract Lake wasn't a spontaneous outing but the culmination of months of boundary-testing, featuring alcohol, isolation, and assault that left the victim "petrified" and "frozen."

The psychological aftermath for the young victim is heartbreaking—sleeplessness, loss of appetite, flashbacks, and the painful process of self-blame that so often accompanies abuse by authority figures. Her words "I haven't been the same person since what he did to me" reveal the profound impact of betrayal by someone tasked with protecting students.

This case forces us to confront uncomfortable questions about how we screen and monitor those placed in positions of power over vulnerable young people, and how institutions respond when trust is violated. Join us as we continue this investigation in part two, where we'll examine what happened after the assault and Tatlock's response to these serious allegations.

Speaker 2:

Tonight at 6,. A former school resource officer at Bloomington North High School is now accused of sexual misconduct involving a high school student. Jason Tatlock faces several charges that include child seduction. Court documents reveal the investigation started last June. That's when the victim's sister told Indiana DNI officers about Tatlock taking her sister on a fishing trip and allegedly kissing and touching her.

Speaker 1:

Welcome back to 69 South everybody. I hope you're having a good day. I'm Chop, your host for the show today, and with me always is my beautiful co-host, Julie. How are you doing today?

Speaker 3:

I'm amazing. Today we got a wild story for everybody. This has to do with a former police officer from the Monroe and Owen County areas.

Speaker 1:

He also worked for the prosecutor's office in Monroe County, I think and then ultimately ending up being a resource police officer for Bloomington North High School. But it turns out that this time he's got the charges on him. What are them charges, babe?

Speaker 3:

He has an F6 child seduction under a child care worker engages in fondling or touching with a child 16 to 17 years old. He also has a misdemeanor for contributing to the delinquency of a minor, a misdemeanor B battery charge and a misdemeanor B furnishing alcohol to a minor, which I guess it's the basic offense for furnishing substance like that to minors.

Speaker 1:

And for you guys out there that don't know this because I didn't realize it either until we started looking into this case is that in Indiana, child seduction is a criminal offense defined under an Indiana code. It involves an adult who is at least 18 years old and in a position of trust, authority or supervision over a child under 18, engaging in sexual activity with the child. The law is designed to protect minors from exploitation by individuals who hold influential roles, such as teachers, coaches, guardians or other authority figures, even if the child is above the age of consent, which is 16 in Indiana. Now, the key elements of a child seduction in Indiana is one the age and relationship. The offender must be 18 years of age or older. The victim must be under 18.

Speaker 1:

The person or the offender must have a professional relationship or position of authority with trust over the child, such as a guardian, adoptive parent, grandparent, custodian or step-parent, child worker, teachers, school employees, people that work for the school corporations, including a charter school or special education cooperative, a coach, teaching or volunteer coaches, youth sports organizations like mental health professionals, military recruiters basically anybody that is like in a mentor position to help anybody that's a minor understand things. I mean basically a position of trust, wow. And I wonder why the track coach and Brittany Fortenberry wasn't exactly charged with this. Maybe because their charges was a lot freaking worse.

Speaker 3:

Harrison Goss was charged with child seduction.

Speaker 1:

Oh, I didn't know that.

Speaker 3:

Yeah, he was charged with five counts of child seduction. Wow, it's crazy. I know we read these all the time, but when you start reading them all the time, it gets hard to remember which charges go with which cases.

Speaker 1:

Yeah, it's hard to keep up with all these diddlers out here.

Speaker 3:

Go ahead. I'm sorry.

Speaker 1:

The penalties for child seduction as a level six. Felony for fondling or touching with a child aged 16 to 17 is punishable by six months to two and a half years in prison and up to a $10,000 fine.

Speaker 3:

So this officer, jason Tatlock, or former officer, is looking at two and a half years and then, whatever the misdemeanor charges carry, he'll probably cop a plea deal.

Speaker 1:

Now there is some considerations. In the defenses of something like this, they have what they call a Romeo and Juliet exception. The Indiana's Romeo and Juliet law may apply to consensual relationships where the offender is under 21, not more than four years older than the minor. But that doesn't really apply here, does it?

Speaker 3:

No, because he was 45 and she was 17.

Speaker 1:

They actually started talking when she was about 16 years old.

Speaker 3:

Yeah, but it wasn't nothing inappropriate. It was like a professional type relationship, until I think that the end of her junior year in high school is where it started to go left.

Speaker 1:

Well, I think there was a little bit. A lot of flirting, this and that going on, but let's get into the probable cause affidavit and pick through this.

Speaker 3:

Okay. So on June 18th 2024, now this is last summer an Indiana conservation officer detective sergeant was tasked as the lead investigator for this alleged sexual misconduct with the juvenile female. Now, this all started when the victim's family member called Owen County Dispatch to report what had happened on June 4th 2024. On June 4, 2024. She stated that Jason Tatlock told the juvenile they were going on a fishing trip with him and his family at Cataract Falls. On June 4, at roughly 7.55 am, jason picked up the juvenile to go to Cataract for a fishing trip. The drive to the falls took roughly 50 minutes.

Speaker 3:

When they got to Cataract falls, jason and the juvenile began to go down the creek. After they got into the water and that's when jason took the juvenile to a cove. He then started to kiss her after he started to take off her top. So he tried to take off her top. So he tried to take off her top. He also mentioned that he dropped the juvenile off at Bloomington high school North at roughly six or 7 PM that evening when he was in the car with her. He confessed his attraction for her. He said he looked her up on the first day of school, august 2nd of 2023.

Speaker 1:

Now let's look into how this whole relationship and deal kind of started. So they ended up taking the victim to Susie's place, which, if you don't know what that is yet, it's a really nice cool place where they take juveniles and minors to get interviewed for situations like this. These are her responses from the forensic interviewer. Now we're not going to go through here and say victim and tatlock on every single sentence that we're going to read from the probable cause affidavit. So in this area right here, we're just going to refer to her and him.

Speaker 3:

So she started by saying that she spent a lot of time in his school office at Bloomington North High School getting to know him. She advised that she had kind of a crush on him and described that both she and him would flirt with each other.

Speaker 1:

Kind of little schoolgirl crush on the police officer type shit yeah A little schoolgirl crushed on the police officer type shit, yeah.

Speaker 3:

So then she said that Tatlock would talk about his wife and children and described his wife as being, quote unquote, crazy.

Speaker 1:

Ain't everybody's wife kind of crazy though.

Speaker 3:

That's what all men think.

Speaker 1:

Oh.

Speaker 3:

She added that, in addition to flirting, she would engage in sharing inappropriate jokes with him.

Speaker 1:

She indicated that she suggested to him that he should bring into his office some snacks that she wanted. She also referenced him providing her with Starbucks beverage that he kept in his office for her. She went on to describe him bringing her favorite Starbucks coffee drinks to the school. She said that, looking back on this practice, she now felt that he may have been luring her to his office and that's exactly what he was doing Kind of, really kind of grooming her. I mean. You know, I mean it's hard to kind of like not love bomb, but like Flirt bomb Right.

Speaker 1:

And it's kind of hard to distinguish. I mean, in the beginning maybe he had the best of intentions on just being nice, but as you go through this you can kind of see. I think he had it in his head the whole time.

Speaker 3:

Now. She also stated that on Sundays she was scheduled back-to-back study halls and mentioned that sometimes she would go down to his office every day, and sometimes for up to 90 minutes at a time. She described that he would, or they would, look at each other in a flirty way and added that they both shared an attraction for each other. She stated that the door to his office was always left open and was never closed while she was in there and she quoted and that's why I never thought, yeah, that he would actually assault me.

Speaker 1:

She also said like when time went on, the jokes that they exchanged, they become more sexual and more weird in nature. They become more sexual and more weird in nature. She said that he began to bring food to his office for her, especially remembering bringing McDonald's McChicken sandwiches. She added that he would basically bring her anything she asked for.

Speaker 3:

So the victim recalled thinking that he brought her lunch, Starbucks and her favorite snacks, so she thought he was the coolest dude ever, and she even mentioned that he was cute. Now get this. In May of 2024, they began communicating with each other through email. She described sending him a picture of her taken when she was about eight years old and she was on a fishing trip. Now get this. This picture is displayed in his office or was before he got fired.

Speaker 1:

So he had a picture of this girl, of her fishing at eight years old, like he had it printed out.

Speaker 3:

Yeah, she emailed it to him.

Speaker 3:

He printed it out, put it in a frame and or I don't know if it was in a frame but then hung it up or placed it in his office somewhere where he could look at it all day that's kind of fucked up now she said the key joke between her between them was that she was his number one favorite student and that this expression made her feel like a million dollars, and that there was also another school resource officer would sometimes be present in the office when she was there and she stated that she would play cool while he was present.

Speaker 1:

And while discussing the photo of her younger self fishing that was displayed in his office, she added that they would joke around sometimes and even talked about and suggested to each other that they should go fishing together sometime. She described that, other than face-to-face interactions, they would only communicate via email. No social media or texting was used. She said that she never asked him for his phone number and she felt that employees and students exchanging phone numbers was prohibited. She later added that they would exchange emails during school hours, outside of school hours and on weekends. During school hours, outside of school hours and on weekends. She describes some of the emails exchanged between them would likely appear as inappropriate to detectives reviewing them. I bet you it is prohibited, but I mean.

Speaker 3:

I'm sure it absolutely should be prohibited.

Speaker 1:

Absolutely, and it should be prohibited for them to be communicating, I think, any way possible, shape or form, outside of school.

Speaker 3:

Yeah, if a teacher needs to communicate with a student outside of school, they can contact their parents.

Speaker 1:

I agree 100%. She did say that Tatlock would jokingly look her up on Instagram and Facebook profiles on his cell phone while she was in his office. I bet he was looking that shit up way more than when she was sitting there, you know it. She kind of expressed that, the feelings that she had and what she was doing, that maybe somehow what ended up happening was her fault, which she's completely wrong about that.

Speaker 3:

No, it's not her fault. He, in his position that he had, should have had enough integrity that's the word you're looking for for sure to you know, do the right thing and redirect. You know her, when jokes get off center, he was initiating bad behavior absolutely.

Speaker 1:

The victim felt that she was the one who had the idea to begin email communication between her and tatlock. Right then he should have said look, I don't feel comfortable communicating with you outside of school. You can stop by the office and say hi with the door open and all that shit, but that's where here's where it starts to get out of fucking boundaries. In my opinion, she had recalled that there had been an email exchange on a weekend and she didn't respond to him because she was out doing regular teenage stuff. When she got back to school that Monday, while visiting him, he said something indicating that he was worried, thinking perhaps the victim's sister may have taken her phone and read the emails.

Speaker 3:

So he was already paranoid because he knew what he was doing was wrong.

Speaker 1:

And that points it out right there. He fucking knew. She added that Tatlock seemed stressed and stated he said something about being nervous that his boss would come in his office and fire him over the exchange of emails with the victim. So he literally sat and thought about what would be happening if somebody did find the emails that they were exchanging. Oh, I'm going to fucking get fired. Get fired. This is gonna happen. This. He should have shut that shit down right then, when he was fucking getting scared, but he couldn't now.

Speaker 3:

She stated that she knew exchanging these emails, but she reassured him that she was in regular practice of deleting their emails after they were exchanged, in which she described that this appeared to provide relief to his concern. She also added that he never asked her to send nude photos and that he never sent any inappropriate nude photos to her.

Speaker 1:

She recalled one day when Tatlock was telling her that he recognized a male student had been staring at her chest while visiting his office. She described feeling really weird after this exchange.

Speaker 3:

I bet she did.

Speaker 1:

I bet, when prompted to discuss this further, the victim stated that Tatlock said that he wanted to tell the male student to stop looking at her chest, but mentioned that he decided that he shouldn't say that. She then described him that he would do a handstand. Her body would appear as a frowny face. She said she felt that this was one of his boob jokes directed at her.

Speaker 3:

She stated that they discussed masturbation while together in person, and then she stated that she didn't want to discuss that issue any further.

Speaker 1:

Now, whoa, this is where it takes another turn. I mean, this is a high school kid, she's in the freaking cops the freaking school cops office and they're talking about jacking off together. That's a whole different fucking level.

Speaker 3:

Well, not together. I mean, they're speaking about it with each other. That's a whole different fucking level.

Speaker 1:

Well, not together, I think I mean they're speaking about it with each other.

Speaker 3:

They're speaking about the subject, not doing it to each other. I know, but still there's no conversations that need to be had like that, absolutely.

Speaker 1:

If he was dipping his toe in the water with.

Speaker 3:

To see how hot it was.

Speaker 1:

Yeah, and then all of a sudden, you're talking about masturbation.

Speaker 3:

Damn.

Speaker 1:

He jumped off the fucking waterfall with that shit.

Speaker 3:

In May of 2024, at the end of the school year, she went to TJ Maxx and bought him a gift. She described it as a sign with a pointing finger that said number one dad. She also recalled buying him a candle and described it as smelling like his cologne. She said it was black and it said man, cave on it. On the last day of school he had purchased and gave her a $50 gift card for Starbucks. She recalled him telling her that he gifted this to her because she was number one.

Speaker 1:

I mean that right there tells me that at the beginning here this girl didn't have any bad intentions. You know what I mean? She was looking up to this dude and she gave him a freaking thing with a pointy finger that says number one, dad, I mean I want to add something in here.

Speaker 3:

And this young victim, you know she has gone through a lot in her life and she doesn't have her parents, so she's living with another family member, so she really looked up to to him and thought a lot of him, you know.

Speaker 1:

Absolutely and trusted him and looked up to him and thought a lot about him. And that's where that charge come in, because when children look at you like that, it's easier for you to try to get in spaces you ain't fucking supposed to be in.

Speaker 3:

Yeah, she thought he was cute, but she's a young girl. You know, a young teenage girl can think somebody is cute, but they don't have necessarily feelings of wanting to do something with them or anything like that. She recalled suggesting going fishing at Monroe Lake, wanting to do something with them or anything like that.

Speaker 1:

She recalled suggesting going fishing at Monroe Lake and he did not want to go there. She said that he suggested going fishing at another lake that was three hours away from Bloomington. She said that she told Tatlock she was open for going fishing at the other lake and he recalled that Tatlock asked the victim if her sister would be allowed to go. She said that Tatlock ended up suggesting fishing in a lake in Owen County which is Cataract, and this is where they ultimately went fishing together. You know he didn't want to take her fishing at the Monroe Lake because everybody would have fucking recognized him over there. You know, I know. I mean, hey, her friends were probably out there from the school and everybody knew him as a resource officer over there and he was like fuck that we're gonna go a little bit farther away where nobody, you know knows this or there's gonna be any evidence of some shit.

Speaker 1:

If anything happens, he was pre-empting that strike from the gate he was.

Speaker 3:

She said that he continued to email her after school was out of session for the summer and up until the boat fishing trip. She stated that on the boat trip she was assaulted and was scared to death. Now, just prior to the boat trip, she recalled sending him photos from her Florida vacation trip that she had taken while she was down on vacation. Now he responded to the receipt of these emailed photos by saying that florida looked good on her and that the photos were beautiful. She said this made her feel validation. She went on to describe visiting him at his school office even after school was out of session for the summer. She added that it was just them in the school building at this time. She stated that one of these summer days that she went to go visit, they went to wendy's for lunch together in the school vehicle. She remembered that he also gave her and a male student a ride on the last day of school and that he also stopped at mcdonald's on this drive. She believed that they dropped the male student off at his house and then he dropped her back off at the student parking lot. She recalled that this happened on May 21st 2024 between 3 and 4 45 pm. She suggested that there may be surveillance footage from the school of this event. She then described the parking lots as they are situated at Bloomington High School North.

Speaker 3:

She discussed the trip to Wendy's in further detail. She said that during the trip she spilled some of her chocolate frosty on her vaginal area of her pants. She said that he brought this incident up while they were on the boat together on June 4th, suggesting that it must have attracted him or fascinated him. She recalled aloud of thinking how desperate he must have been and questioned herself why did he have to discuss it in an inappropriate manner? To discuss it in an inappropriate manner? She stated that she wanted to start talking about the incident that occurred on the boat, but she wanted to take a quick break for a minute and gather herself.

Speaker 1:

She's probably about to start sweating. She's about to get into real shit. Yeah, I mean, the dude's probably like oh, I bet that Frosty tastes good. You know what I mean? Probably some fucking weird bullshit, and it made her feel weird there.

Speaker 3:

It's a weird situation when you're younger, like that, and you have an older male that you've had, let's say, a playful banter with, and then they start crossing the fucking line. Right, it's a real weird situation, so I can only imagine how she felt.

Speaker 1:

She had stated that during the planning of this trip she suggested to Tatlock that he should bring some alcohol on the boat for her. She recalled Tatlock saying that he preferred to drink rum and Diet Coke. She remembered thinking to herself that, damn man, he could have declined by saying, no, that's illegal, no, we can't be drinking, you're underage. But she added that he did end up providing her with alcohol on that day, june 4th 2024. She described that her and Tatlock arranged to meet that morning at 8 am. She recalled arriving at the school parking lot at 7.55 and that he was already there in the parking lot with his truck and trailer boat attached waiting for her. She got there five minutes early and this motherfucker was already sitting there.

Speaker 3:

Oh, he was there at 7.30.

Speaker 1:

I guarantee he was. She said that she had told her sister that she was going on a fishing trip this day with Tatlock and his whole family going on a fishing trip this day with Tatlock and his whole family. She did say that she did not tell her sister that it was only only going to be him and her going on the fishing trip.

Speaker 3:

She was being sneaky, but that's what teenage teenagers do.

Speaker 1:

Absolutely. I mean, she probably thought in her head I'm hoping this is what she thought. Hey, look, man, they're going to think it's fucking weird. It just me and this officer is going fishing, so I'm just going to say his family's going along, no fucking harm in it. You know what I mean. But she also did suggest that he should bring some alcohol. Now she's telling her family member that it's going to be the whole family, but, like we're saying, she's a fucking kid, fucking kid.

Speaker 3:

Yeah, and he's the adult and he should have.

Speaker 1:

One never even breathed air into this crazy idea of taking a student on a fishing trip privately I mean the thing about it is, if it was, uh, a young boy, he was mentoring, I mean it would all be completely straight, cool, but his fucking intentions, weren't that?

Speaker 3:

No, they were mischievous, to say the least, at best.

Speaker 1:

She did say that misleading her sister was only her idea because she knew what she was doing was wrong. She recalled Tatlock asking her if she had told her sister that it was only going to be the two of them, and she responded to Tatlock that she had lied to her sister, saying that she was going fishing with the fam so when asked to describe the drive to cataract, she described tatlock is looking at her for you know, kind of too long.

Speaker 3:

She recalled thinking to herself that he should really stop staring at her now, while on the drive to the lake he started making inappropriate jokes. She mentioned that she wasn't listening to her intuition and described that she had a nervous feeling that her stomach was hurting and that the situation started just to feel really, really awkward.

Speaker 1:

The victim recalled Tatlock talking about girls from the Austin Indiana area. She said that he said Austin girls are really hot and that he suggested that he had messed with an Austin girl before. The victim thought that Tatlock was describing an incident during which he had cheated on his wife. The victim stated that Tatlock had admitted to her in their discussions that he had cheated on his wife a year after they got married, cheated on his wife two years. That he had cheated on his wife a year after they got married, cheated on his wife two years ago. Had cheated on his wife the summer before they had met.

Speaker 3:

Serial adulterer there.

Speaker 1:

He's dipping his toes in the water with half his fucking foot.

Speaker 3:

She then talked about confronting Tatlock on June 6th 2024, two days after the incident on the boat, asking him how many girls he had cheated on his wife with. She recalled him responding that she was the youngest. She also recalled thinking during this conversation that the relationship between her and Tatlock had been premeditated on his part.

Speaker 1:

The victim then returned to discussing the comments made by Tatlock about the girls from Austin, Indiana. She said that Tatlock had shared in discussion about a cousin of his and blowjobs. She recalled feeling this discussion was inappropriate and how it made her feel weird and want to switch the topic.

Speaker 3:

I bet she wanted to switch the topic. Nobody wants to talk about their cousins and blowjobs Not with a fucking dude that's old enough to be your.

Speaker 1:

That's the school cop and your yeah, that's fucked up. She confirmed that this discussion occurred while in Tatlock's truck on the drive to Cataract Lake. Oh, my goodness matter. She expressed that what had happened to her only involved her and Tatlock and she was worried that if others would be brought into the situation, she was in fear of being humiliated at school Poor thing. She also stated that she even told Tatlock after the boat incident that she was not going to tell anyone about it. She added that she felt that the situation was placed in was so unfair she described not being able to sleep, being scared, and that she lacked an appetite. She also expressed concern for tatlock and his family, not wanting him to get in trouble, lose his job, loses vehicles. She felt responsible for whatever Tatlock had going on for him.

Speaker 3:

No, it is not her responsibility. He is a grown man and he knows the difference between wrong and right. He put them shoes on and laced them up and started walking in them.

Speaker 1:

so he crossed that fucking line. The victim then discussed an interaction that she had had with her sister when her sister viewed something on her phone she described to her sister as unsafe. She elaborated saying that this was the precursor event that eventually led to her disclosing to her sister that she had been sexually assaulted by Tatlock.

Speaker 3:

She stated I haven't been the same person since what he did to me. I haven't been the same person. I've had trouble sleeping. I've been traumatized. She stated that for some reason she cared more for Tatlock than for herself. She said she knows what it's like to have a dad in jail and thought to herself that she couldn't imagine the look on the faces of his family when they found out about the incident.

Speaker 3:

Now, while rationalizing her thoughts, the victim suggested that tatlock could have blamed his actions on the boat on being drunk. She suggested that he knew exactly what he was doing, that he had premeditated it, that he had told her that he had been eyeing her since the first day of school. She described feeling betrayed, vulnerable and grossed out. She then refocuses on talking about the June 4th incident at Cataract Lake. She recalled him launching the boat. She remembered that once they were underway on the boat that her whole entire stomach just sinks. She got this horrible feeling and she described it, that she was acutely aware that she was now on the boat alone with him and added that after their discussions in the truck on the way to the lake, that she was feeling scared shitless.

Speaker 1:

Scared shitless. I mean I wonder if her mind she was thinking, yeah, I'm kind of going on this fishing trip with the mentor thing, and then she realized he was probably fucking staring at her and shit with them weird ass fucking eyes and she was like son of a bitch man. I'm out here on the fucking boat with this motherfucker. He's got liquor. He's looking at me like he wants to fucking attack me. Now what the fuck am I gonna do?

Speaker 1:

I couldn't even imagine it she then starts describing about what it was like on the boat. She said that he was at the controls of the boat and he was going pretty fucking fast. He kept looking at her like in a weird way. She described him as smiling at her and like looking at her in a flirtatious manner. She said that he navigated the boat to a back corner of the lake. She recalled feeling scared and concerned about what would happen to her.

Speaker 1:

She drew an illustration on the whiteboard to attempt to assist in her explanation of where they were on the lake. She explained that the area that Tatlock had driven the boat to was surrounded by trees and she said while they were there she did not see any houses or boats in the area. I bet he knew this lake like the back of his hand. He had this shit all planned the fuck out. She said that while in this area that's when they start drinking. She said that Tatlock had brought for her Svedka, blue raspberry and rum and Diet Coke for him. She felt that it was only about 10 minutes into the boat trip when she began drinking. She recalled drinking approximately two to three shots worth of the vodka, drinking it straight from the bottle.

Speaker 3:

Shoo.

Speaker 1:

Shoo.

Speaker 3:

No chaser.

Speaker 1:

She said that the two of them began fishing and the conversation turned to where she may want to attend college. Tatlock asked her about attending college in Kentucky and how serious she was about that. She stated that she really was interested in studying nursing at IU. She remembered that she perceived Tatlock preferred her coming to IU instead of going to Kentucky. He wanted to keep her ass right around here.

Speaker 3:

She stated that it felt like about 20 minutes or so she was starting to feel the intoxicating effects from drinking the vodka. She described feeling dizzy and that everything appeared to be very bright. When asked, she said she was familiar with the taste of this particular beverage and added that it did not taste weird to her. She described the bottle as being a brand new bottle. She couldn't remember if the seal was broken or not and that she stated she did not think that she had been drugged in any way. And then she described at one point she remembered chugging away on the vodka bottle, and after that the victim and Tatlock started discussing previous relationships.

Speaker 1:

She stated that about 10 minutes after they started fishing, tatlock caught a catfish. She recalled feeling jealous because she hadn't caught anything. She said that Tatlock took a picture of the fish with his cell phone. She recalled that she continued to fish for approximately 15 minutes after this, but then she gave up. She then recalled that she had just sat down and drank some more of the vodka, and this kind of attributed to her feeling so nervous. She described that Tatlock had said something like damn girl, slow down on that vodka. She recalled him asking her if she was done fishing and her responding that she was just taking a break. She said that Tatlock then took a break from fishing also and stated that he then sat down next to her. She described herself as feeling pretty tipsy at this point and said that it appeared to her that he had drank approximately half of his bottle of rum and Diet Coke. She described the rum as dark in color. I wonder if it was a fifth or a pint. Probably a fifth.

Speaker 3:

That's the big one.

Speaker 1:

Yes.

Speaker 3:

I can't ever, ever remember.

Speaker 1:

Well, I guess that's the medium one if you call the half gallon the big one.

Speaker 3:

Yes, I can't ever ever remember.

Speaker 1:

Well, I guess that's the medium one. If you call the half gallon the big one, oh, you got a pint, basically a fifth, and then a half gallon, but a fifth is a pretty big fucking bottle.

Speaker 3:

She began an attempt to explain the boat and draw another illustration to assist in her description. She described tatlock's boat as being worth about ten thousand dollars and added that he had just recently purchased it. She pointed out you know every where they were seated at now, I have to say, out of all the probable cause affidavits that I've read, I have to say this is by far the most detailed, in-depth one that I've ever read. They did an amazing investigation.

Speaker 1:

I have to say I have to second that motion. Man, these dudes, they thoroughly went through this case and hit this shit point by point. Man, they don't leave anything uncovered, in my opinion.

Speaker 3:

No, even down to asking you know what color of liquid is in that bottle? That's pretty detailed. When asked, the victim said that the alcohol had been stored in compartments upon the boat. She did not remember if he had brought any water along. She only recalled the alcohol and snacks being on the boat. She did not recall anything remarkable about the boat, just that she had never been on one like that before.

Speaker 1:

The interviewer directed the victim to think back when Tatlock sat down beside her in the boat. She described feeling drunk at that point. She couldn't recall what they were discussing at that moment, but she did remember he began to touch her, rubbing his hand on her leg. She remembered Tatlock mentioning that the skin on her legs was soft. She said that Tatlock began talking about his wife and that she had been driving him crazy. She described that conversation turned to them discussing how they liked each other. She said that Tatlock then began to talk about his sex stories.

Speaker 1:

The victim recalled that Tatlock spoke of cheating on his wife with a female police officer the previous summer, as well as discussing cheating on his wife with multiple women. The victim said Tatlock stated that he had sex in the passenger seat of his truck, presumably with someone other than his wife, and that Tatlock said that it was the best sex of his life. The victim said while Tatlock was telling this story, he said that quote I nutted so hard that it shot over her head from where we were laying at that. It shot over her head from where we were laying at.

Speaker 3:

She recalled feeling absolutely shocked at hearing this described by him. She reported that he also told her quote there's a nut stain on the passenger side where you're sitting at end quote. Holy shit man, that is so I can't even imagine what this poor girl's mind, what's running through her mind? She stated that later, after returning to the truck, she observed a stain on the passenger seat. That could have been what he was speaking of. She pointed it out to him and he responded quote see, I told you.

Speaker 1:

That's fucked up. That's not a conversation that a 40, middle-aged, 40-something-year-old man needs to be discussing with a 17-year-old kid. No, I mean, that's some shit that dudes be talking about by their self, not even when females of any age are around. You know what I mean. I know that it's so hard, it's shot over her head.

Speaker 3:

It's disgusting, it's fucked up. She stated that the conversation with him turned towards him being unhappy in his marriage. She recalled that she responded back with advice and asked him why he doesn't just get a divorce from his wife. Now there is other things listed in this probable cause that I'm not going to say out of respect for his wife, but if she wants to know she needs to ask him or get a copy of the probable cause and read it herself.

Speaker 1:

I'd fucking ask him if I was her. Victor recalled Tatlock saying that when he does have sex with his wife, it's like once a month, and after that quote, the shops closed for the rest of the month. Unquote.

Speaker 3:

As it should be. She probably knows, he's just a weirdo, you know.

Speaker 1:

Or maybe she's just tired of fucking him. After 25 years, you know. Maybe she's just tired of fucking him after 25 years.

Speaker 3:

The victim pondered aloud thinking you know, if others were hearing this situation right now, a 45 year old, grown man telling his 17 year old student would likely think it was gross and weird. She recalled thinking that Tatlock should not be telling this to anyone, particularly not to his students. Now she described that while this conversation was occurring that Tatlock was continuously rubbing her leg. She then recalled fishing. Again for a short time she thought she only had one fishing pole in her hand, two or three times and she said the rest of the boat trip. She was being quote assaulted.

Speaker 1:

Damn, and they was in the water from like nine o'clock till three or four ish because he dropped her back off at the high school. Five or six ish, ish, yeah.

Speaker 3:

So they were on the water all day For six, seven hours. Good roundabout time.

Speaker 1:

The victim described Tatlock as saying You're just so beautiful the most gorgeous eyes, gorgeous eyebrows, lips, your shape is nice, you look Latina. The victim described feeling again validated by his compliments, so he's making her feel good. He knows what the fuck he's doing. Didn't you say that he just took a sexual assault class a couple weeks before this fucking shit happened?

Speaker 3:

I think he had to help give one to the students at the school or he was in a class when it occurred um. We'll get to that later, but it's in here holy shit so the victim described that when they were on the boat that Tatlock was mirroring her position, like he sat down right next to her. He's looking in her eyes while she's talking, like a mirror image of herself.

Speaker 1:

Like sitting directly across from each other, knees touching, looking face to face.

Speaker 3:

That's what I got out of it looking face to face is what I got out of it, and she added that while they were sitting like this, tatlock moved from rubbing her leg to rubbing her arm, and then, I'm sure, other places as well.

Speaker 1:

She stated that Tatlock had told her that he had been on her since the day he met her, meaning that he was fucking checking her out the first time he saw her. She further described that Tatlock expressed to her that he had felt creepy for having the attraction to her and added that he mentioned that he did not see her as a normal 17-year-old girl. The victim continued to relay what Tatlock told her about his attraction to her. She said that Tatlock told her that he was obsessed with her and that's in quotes that he thought about her every day and that he was freaked out when she did not respond to his email that one day, which she spoke of earlier in the interview.

Speaker 3:

She said that Tatlock described being attracted to her, recalling that she was wearing a tight top and jeans on the first day of school. He told her that on the first day of school he thought she was gorgeous. He told her that he wanted to know who she was. He recounted to her that he had heard the security guard call her by her first name. He then told the victim that he looked her name up in the Skyward school system, the school student database, and found many students with the same first name. She described that. He told her that he looked at each one of these student profiles to find her name and address. She recalled that Tatlock noticed that, based on her address, she lived like close to the school.

Speaker 1:

They asked the victim if she had ever observed Tatlock, like driving past her house, but then she added that maybe that might have been his normal route of travel, so she never thought much about it. The victim highlighted that Tatlock said that he had an attraction to her on the first day of school and pointed out that she was only 16 years old at the time. She discussed aloud that after hearing this from Tatlock, she had feelings of being frustrated, annoyed and angry, considering the actions he described that he took, finding more about her. It's kind of fucking creepy that he took finding more about her.

Speaker 3:

It's kind of fucking creepy. She stated that in the moment of hearing this described by him, she felt uncomfortable, and then she felt like he was a creepy old man. After that she spoke about how she looked much younger on the first day of school than she did on June 4th, adding that during, you know, during this time period, she had gone through a lot of changes and you know that she didn't think that this was normal, that Tatlock should be attracted to someone of her age. She said that after Tatlock disclosed this to her, she told him that she had a crush on him as well. Victim said that he responded that he was glad she told him that because he felt quote crazy and weird. End quote the victim said at this point Tatlock began to become more physical with her.

Speaker 1:

She said that Tatlock even said quote I shouldn't be doing this unquote the victim recalled that she began to drink more alcohol, even drinking some of Tatlock's rum and Diet Coke. Acknowledging that she can't remember everything that led into the moment, she did remember that Tatlock began rubbing her shoulder and complimenting on her muscles. She again offered that the sentiment, that of Tatlock's attention it made her feel quote like a million bucks.

Speaker 3:

She said after this exchange she remembered Tatlock talking to her in a sexual manner and again somehow brought his wife into the conversation. She said that the next thing she remembers was that she had to go to the bathroom, so she had told tatlock this. She recalled that he pulled the boat close to the shore and let her off. She was feeling scared that tatlock might watch her go to the bathroom or see her private area, so she made sure to go to a well hidden area. She stated that when she returned to the boat that he assisted her back on and said that he smacked her ass. She recalled Tatlock asking did I just slap your ass? She recalled that she responded that she didn't think so. She said that she knew that he did, but responded in that way because she was scared and didn't want to have to tell him that it made her uncomfortable. She described that both she and Tatlock were seated in the boat at this point and they were talking and he started to rub her back. She described moving to another area of the lake. She could not recall where on the lake that they were when it happened, but she said that he asked her if he could kiss her. She said that she responded with yes and stated that he kissed her on the lips as well as other places on her body. She proceeded to describe that he kissed her head and her ear, describing him nibbling on her ear.

Speaker 3:

While describing this, the victim grabbed her right ear in the presence of the interviewer. The victim recalled that she spilled some of the alcohol on her leg. Seeing this, tatlock brought up the time that she spilled the Frosty on herself earlier in the year while they were in the school vehicle. Tatlov mentioned how that had turned him on back then and then asked the victim if he could lick the alcohol off of her leg. She recalled giving him permission and said that he proceeded to lick the alcohol off of her leg in her upper thigh area. While describing this to the interviewer, I observed that she pointed to the upper area of her left leg. The victim described the feeling as being grossed out and this was absolutely weird that this was happening.

Speaker 1:

The interview also asked the victim to be more specific about Tatlock licking her leg. The victim clarified that Tatlock licked the skin of her leg, not just the material on her shorts. She added that Tatlock's hands were on her leg when he licked it and she demonstrated his hand placement for the interviewer. When asked by the interviewer what she heard when Tatlock was licking her leg, she said that she was grossed out and couldn't hear much other than his tongue placed on her skin. She stated that she felt fucking petrified in the moment and that she was literally quote, froze, unquote, she said. At that point she turned away from Tatlock and said she was going to take a nap. She recalled sitting up from lying down position and eating a snack. The victim said that Tatlock had maneuvered the boat to be in a different area of the lake. There she described that both she and Tatlock each took a nap on opposite sides of the boat. She recalled Tatlock placing a towel over his face and hearing him make snoring sounds.

Speaker 3:

She said that at this point she woke up and felt that some of the alcohol intoxication was wearing off. She told him that her. She told him that her head was hurting, even though it really didn't. She said that she wanted it to seem as if she was drunk because she was scared. She recalled playing some music on her phone and remembered starting to use a fishing pole again, but gave up there shortly after. She described her belief that between three and four on this date, she felt like they had been out on the boat for a while. On this date, she felt like they had been out on the boat for a while.

Speaker 3:

She summarized some of the occurrences on the boat that tatlock had licked the alcohol from her leg. That he had slapped her ass, kissed her. That he had kissed her neck, and then described tatlock reaching inside of her waistband with one hand near her belly button area. She described how she was feeling and indicated that she did not want Tatlock to touch her private areas. She said that she turned away from him. Tatlock may have offered an apology and asked if that tickled or something to that effect. She tried to describe and show how Tatlock and their bodies were positioned, adding that she was laying on him. She described Tatlock asked if she wanted to see a trick, she said that Tatlock told her that he could unclasp a brawl with one hand. The victim stated that before she could respond, tatlock unclasped her brawl. She said that after this happened she didn't move and was not going to remove her brawl. She recalled commenting to Tatlock that he must have had practice and the two of them started laughing about it, but she felt terrified in the moment.

Speaker 1:

You know, opinions are like assholes Everybody's got one. I just can't help but wonder. It just seems weird to me that they were kind of like really freaking drunk and hot and heavy, or he was anyway, and then the next thing she remembers is she woke up and dude was snoring Like I wonder if something happened when she was so fucked up that either A she don't remember or B her mind is blocked out because it was so fucking traumatizing to her. But, like I said, I was just thinking. The victim recalled that Tatlock asked her how big her boobs were and described and motioned how Tatlock grabbed her breast on the outside of her shirt. She said that. Tatlock said that they were pretty big, to which she told him quote, yeah, for a 17 year old. She said that Tatlock responded don't say that Again. He's fucking acknowledging that. It's even the mission.

Speaker 3:

What he's doing is wrong.

Speaker 1:

Absolutely.

Speaker 3:

She described that she was feeling that they were supposed to be fishing not her having Tatlock touch her boobs and do her brawl, slap her ass and kissing her. When asked, the victim stated that she felt immediate disgust when Tatlock grabbed her boobs. She also described having the feeling that she was being assaulted at the moment. She believed that around 5 pm they were getting ready to depart the lake and head home. The victim said that her bra was still unclasped and remembered Tatlock asking her if he should hook it back up. She said that she gave him permission to do so. She described her bra as having three hoops.

Speaker 3:

She stated that Tatlock again began rubbing her back Now. She said that her and Tatlock agreed on leaving the lake. She recalled jokingly asking him to let her during the boat trip. She said that Tatlock made a comment while getting into the truck after loading the boat that it had been hard to do so while drunk. She mentioned that she had taken a photograph of herself while on the boat June 4th, but she had deleted it. She thought that while going through her phone, detectives may possibly be able to find this photo.

Speaker 1:

She stated that on the road trip back to Bloomington she pretended to be asleep. She did not really want to interact with Tatlock anymore. She described knowing that she was just assaulted. She felt vulnerable and quote unquote naked even though she was clothed. She said that Tatlock was rubbing her back during the ride home from the lake.

Speaker 1:

She remembers arriving at Bloomington North High School. She recognized the school parking lot and while peeking through the corner of her eye and she was acting like she had just woken up at that time, even though she hadn't been asleep the whole trip. When departing each other from the school parking lot, she recalled Tatlock thanked her and told her that he had fun, suggesting they should do it again. She said that Tatlock also expressed that he was here for her. She recalled questioning if this was a sincere comment or not. She said that she asked. Tatlock also expressed that he was here for her. She recalled questioning if this was a sincere comment or not.

Speaker 1:

She said that she asked Tatlock if he was going to keep the vodka bottle. He mentioned that something about his wife may have concerned about it, so he suggested the victim take it with her. She suggested that her possession of the alcohol might have been captured on the school surveillance camera system. She said that she put the alcohol bottle in her trunk. She recalled being concerned driving around in the days after the alcohol bottle was in the trunk, mentioning that it was illegal. She stated that she gave the bottle to alcohol to a coworker who was 21 years of age. Of course that's legal.

Speaker 3:

You know what I mean. She said that after saying goodbye to Tatlock in the school parking lot on June 4th, she started bawling her eyes out, crying when driving towards her house. She remembered thinking to herself get it together, recognizing that she would be encountering her family upon arriving home. She described feeling violated. Violated, weird and grossed out by what had occurred that day, by tatlock's actions. She recalled that she lied to her family, saying that she had a fun time on the trip and said that tatlock's family was nice. She said that after the exchange with her family members, she went to her room. She recalled being very hungry but had no appetite to eat. She said that, despite her feeling, she emailed tatlock and asked that he respond upon arriving home. She thought that this email may be able to be recovered on her phone.

Speaker 3:

She recalled feeling as if she was in disbelief of what had transpired that day and decided to just go to sleep. She recalled that when she woke up, her head was pounding. She believed that she was being affected by a hangover. She then described having a range of thoughts about what Tatlock's daughter or wife would think about what had happened and feeling regret for flirting with Tatlock and thinking that what had happened to her was her fault as well, in which it was not. The victim reported that she had received an email back from him in which he wrote something like good night, beautiful, and see you. She recalled that he emailed something to that effect of finding her eyelash hairs stuck to his nipple. She explained that while going fast on the boat she had commented about her eyelashes were coming off.

Speaker 1:

Damn. So the victim said that she struggled with her emotions the next day, having stomach pain and felt disgusted and grossed out. She said that it had bothered her and she felt she had to act normal to everyone as if nothing had happened to her. She described having difficulty sleeping and having flashbacks to what had happened on the boat. The victim remembered and talked about a comment that he had made while on the boat and talked about a comment that he had made while on the boat. She said that he had mentioned taking her to a Nashville in Brown County to a Hard Truth distillery. She stated that on June 5th she went to visit Tatlock at his school office. She described feeling concerned that if she had let on that she was scared that Tatlock may harm her. So she spoke to him as if she had been comfortable with what had happened on the boat and she said that they had flirted.

Speaker 3:

Now, while she was in Tatlock's office, the victim said that she began to drink a vitamin water that came out of Tatlock's office refrigerator, she said. He asked her if the beverage tasted good. She said she commented that he could try it but noted that it had her saliva on it. And then he came back with a comment and he said I know a few things about that mouth. She recalled laughing at the comment and then had thoughts that made her feel gross.

Speaker 1:

The victim stated Tatlock suggested going to lunch together the following week. At Hard Truth she said that she declined the invitation. I don't know, man, I got a little bit of weird feeling that maybe something more went on on this boat than is being told. I just just just my opinion, I don't know it. Just the whole scenario seems kind of weird to me.

Speaker 3:

It's very odd, that's for sure.

Speaker 1:

It is odd, and none of this is her fault whatsoever. No, none of it. Unfortunately, we're going to have to wrap this episode up. We're running out of time.
