Speaker 1Alright , great . So we have a nomination that came in October 28th for retired Rainham Police Chief , peter King . At its October 28 , 2024 meeting , the Board of Directors of the Rainham Association of Volunteers for Education , rave , incorporated , voted unanimously to nominate retired Police Chief Peter King for the .
Speaker 1Rainham Recognition Award . It is the Board's unanimous opinion that Chief King is most deserving of this award . King retired in 2005 after serving as a member of the Rainham Police Department for 34 years . With 30 of those years as police chief . He had an extremely impressive record of service to the town . In the nearly 20 years since then he has maintained a visible presence in the community as he continues to serve as the town's volunteer professional photographer , documenting the town's special events to help preserve a record of the town's history Of particular importance to Rave . While serving as police chief in 1983 . Chief can work with rave founder and then volunteer coordinator John and gosh act to create raves fingerprinting program to fingerprint children in the rainham schools as a tool to use to help find missing children a cause near and dear to Chief King after he led the police department in the search for missing Rainham teenager Mary Lou Arruda in 1978 . Now , in its 44th year , rave's Mary Lou Arruda Child Safety Program as it's now known is one of .
Speaker 1Rave's oldest programs , continuing to fingerprint , with their parents' permission , children in the Rainham schools each year . For each of those years , Chief King has continued to take a leading role training rave volunteers and overseeing and assisting with fingerprinting sessions .
Speaker 1In addition , from raves , veterans Day assemblies to the rain here , memorial Day parade and rain him community celebration day and more , chief King Cameron hand is always there to document rain hymns , history in the making . For all those reasons , the rave for the directors is most appreciative of chief King's continued service and encourages the board of selectmen to present him with the rain hymn recognition award .

That's gonna be a record , I'm sure chief , our new chief , would marvel at 30 years as police chief . That is incredible . And then , years since then , you still are all around helping us out . I hired him , you hired him .

So for the police department , for November's activity report , we had a total of 2,067 calls for service . 512 of those were emergency 911 calls and of those , 90 were emergency medical dispatch calls . There were eight arrests and several criminal summonses . Fortunately , there were no significant incidents last month . So I want to just let everybody know that we launched Rainham Police Department launched a new website in mid-November and I encourage everyone to go check it out and see what we have to offer for the town . It's a new , modern design and it's user-friendly .
Speaker 7On November 30th , members of the Rainham Police Department took part in Walmart's annual Stuff-A-Truck event at the Walmart North on Broadway . It's for the Secret Santa . I Appreciate the efforts of the following officers who volunteered their time Sergeant Anthony Bob or Sergeant Joshua O'Brien , who took his vacation day so he could do it is honorable Patrolwoman Carrie Mello , sro . Jennifer Lane , patrolman James Lonegan , patrolman Dan Kelly and Ashley and Heather Correa . And also members of the fire department . Patrolman Michael Savali and Nick Poulin stopped by while they were on duty . They collected several truckloads of toys for the event and they also collected approximately $700 , putting money in the booth for the fire department . Speaker 9So the Greyhound Package Store has been owned by Mr Arrieta's aunt . It's been a long existing business in town . What's going on ? As time has gone on , michael has become the manager . I believe that was accomplished in about 2018 , so he's the manager on record as time has continued to go on . Now , judith is now completely out of the business and wishes to transfer the business to Michael as a gift , so we obviously have to go through the process now of transferring ownership of the business , as well as ownership in the license to Mr Arellano . So that's the sum and substance of the application .

Speaker 5Yes , you may recall that we had received certain monies directly from the American Rescue Plan Act and then we received other monies through the county . All the monies through the county , all the monies through the county , have been committed . I'm happy to say that that is now taken care of . In terms of the town monies , we had done some reallocations . What we want to do tonight is the sewer has to replace some pumps . You may recall we voted some pump controls at town meeting . The amount of the winning bid is two hundred and seventy one thousand five hundred and ten thirty seven . Keep in mind you had originally allocated nine hundred and,000 for the generators . They did not use $250,000 of that . So I'm seeing this as a substitute for what we previously did .
Speaker 5These pumps are vital to the functioning of the sewer system . It's very critical that these pumps are repaired . Also , we continue to have certain drainage expenses over at highway . Not , we're not talking big numbers here , but so far they have another six thousand three seventy two ten . So what I'm seeking from the board is to allocate two hundred seventy one thousand five hundred ten dollars and thirty seven cents to the sewer pump project whatever is available to allocate toward drainage as of the end of this year and , moreover , any monies not spent for other projects allocated it to for the board to acknowledge that will go to pay off certain operating expenses . So we will , as of December 31st , have used all the town arbor monies that were available to us originally . Thank you , I have no questions , what's the board's pleasure A motion to approve .

Speaker 1It's approved . Next up is discussion on timing for next town meeting . Before I get into this item because I know we have a lot of new faces here tonight I know there was some commentary on social media that we might be talking about the MBTA Communities Act tonight . We are not going to be discussing that directly . Some misinformation got out , so the only agenda item that we have tonight is whether to call for a special town meeting in January or February or some alternative . The way the law reads is all this board does is send it to town meeting for a vote and then all of you registered voters in Rainham have an opportunity to both speak on the issue and vote on the issue . This board does not have any authority to approve or disapprove of it and we also do not have the authority not to bring it forward to town meeting . So there's been some discussion as to whether we want to bring forward for a special town meeting in January or February and , as I mentioned , some alternatives as to waiting to a later date , which is what the board will be discussing
Town Meeting Agenda Considerations
Speaker 1tonight .
Speaker 1If you don't hear us directly talk about the MBTA Communities Act , that's because , again , it's not on the agenda . State law prohibits us from getting into detail on stuff that is not iterated on the agenda . Recognizing you all came here . There will be a period of public comment where you're more than welcome to offer any input you want on any topic you want . But if you offer comment to us on an item that's not on the agenda , please understand , because of state law we cannot interact with you on those topics . Additionally , please understand any comments that you offer tonight are not binding because , again , this board cannot take a vote on it . You all have to take the vote at town meeting whenever that is to be . So I just want to make sure that there's an understanding as to what is going to happen tonight and what is not going to happen , and I just want to emphasize and reiterate that this board legally cannot take action unilaterally on the MBTA Communities Act . So if you leave here tonight , you're not going to read tomorrow that we voted for it or voted against it . I can assure you of that . So I just again want to make sure that we're all on an equal playing field here as to what the expectations can be . That being said , we put this forward because there's been some proposals for us to have a special meeting in January or February to address a few housekeeping issues and also the MBTA Communities Act .
Speaker 1I'll open it up to my colleagues in a minute , but my personal opinion is that we hold off on anything related to the MBTA Communities Act until the Springtown meeting in May , for a few particular reasons . First of all , there's a lawsuit going on between the town of Milton and the state . My expectation is a ruling will come out sometime early spring , as the state Supreme Court has already heard that , and so we would have the benefit of understanding what the state Supreme Court has ruled . If Milton is successful , it becomes a moot point for us in Rainham and communities across the Commonwealth . Additionally , one of our sister communities , middleborough , just voted it down . We'll have the opportunity to see what , if any , action the state takes against Middleborough in the interim , while we plan to put forward some type of proposal for town meeting to act upon Now .
Speaker 1I want to be transparent with this as of December 31st , without an approval on the books , we will be out of compliance .
Speaker 1However , I personally believe that if we are working towards putting a proposal forward , we are not going to be on the radar of the state so much so as some of the other communities , for example Milton , who is presently before the state Supreme Court on this case and so it is a gamble and the ramifications when we are out of compliance is the risk of losing grant funds . The grant funds we could lose total up to almost $600,000 . And so I put that information out because , again , we want to be transparent as a board with the public as to what's at stake and we all have different feelings on a host of issues . Again , I would ask that we not get too far into it because it's not explicitly on the agenda , but that would be my proposal for the board to consider tonight is to hold the MBTA Communities Act till May , when we have more information both from CERPID but also from the pending legal case with Milton and Middleborough's actions and that we do have a special town meeting January 14th to handle the ADU bylaw and the floodplain bylaw .

Until the milton case is decided and we see what happens with middleborough , I think it's in our best interest not to take any action at this point . Um , I also normally don't like town meetings during the winter months because you never know what the weather's going to be . It's difficult for people to come . At annual town meetings we get a better turnout , so more of the voters have an opportunity to vote , and so , other than the annual town meeting and the fall town meeting , I really don't like special town meetings , unless it's something that we really have to have and , in the case of the MBTA , just to soon hold off on that and maybe we won't have to do anything , hopefully . But as far as the state really has us under the gun , as far as this accessory dwelling unit , which is another thing that they're pushing on communities and that goes into effect February 3rd , and if we don't have any guidelines it really leads us open to , in my opinion , I think , would have more of a devastating effect on our community than the MBTA , because if we happen to select an area for the MBTA that may not ever get developed . That's a possibility if we even have to go that far .
Speaker 2But with this accessory dwelling unit , that's going to take place and that allows , you know , homeowners to put an additional unit on their property , single thing in their property . And if we don't have any guidelines , I mean in , and our building commissioner , zoning enforcement officer , has drafted a proposed um , article um that is is specific and gives us some good guidelines that will protect us from over development , protect us from um really having a negative effect in some of our neighborhoods . I mean , for one particular is that the owner of the property would have to either dwell in the home or in the additional unit . Otherwise you could have an outside property owner purchasing the property and it becomes a rental property and you have two or more families living on what really our intent was a single-family . You know lot , and and in as far as setbacks , I mean we don't want these units in front of another home .
Speaker 2I mean how would that look in our neighborhoods ? This requires that it would either be to the side or preferably in the back of the existing dwelling . So I think this is something we really can't wait on , because we need to have something in place before the state regulation goes into effect February 3rd , because our building commissioner said he expects to get proposals for this and , obviously , that floodplain . I don't consider these to be controversial , as the MBTA one is , so I think I would favor having the special time meeting prior to the february 3rd deadline , um , if at all possible , and and for this accessory dwelling unit , um , by law , and also for the floodplain bylaw .
Speaker 6Thank you , so I have no objection to your proposal . Um , I do agree with no action . I think no action is the best action at this point . Without getting into the details , I'm not in favor of all of that , so we'll save that for another day . But as long as we're not putting anything forward now , I don't mind putting it off until the spring town meeting , when we get a bigger turnout and have more information and we have more time to prepare counter arguments for lack of a better term .
Speaker 5But I'm I'm satisfied with no action until May yes , I is my belief that the MBTA Communities Act vote will be the most controversial article since I've been here . It's the type of article where you want to cross all your T's and dot all your I's . Yes , we do run the risk of not being able to apply for certain grants , but on the other hand , this is not something . We want to have enough time for thorough legal review . We want to have enough time that the public is able to hear and understand the proposal , and if we try to do this in January , I think it's going to be too , too condensed . So I am of a strong opinion at this point that it makes a lot of sense to delay this to to the Maytown meeting .

Town Meeting Updates and Community Concerns
Speaker 2meeting . We usually take the week off between christmas and a holiday and new year's . What's happened this year is both christmas eve and new year's eve are on tuesday evenings . Um , I don't think anybody really wants to be here to celebrate either , um so I'm thinking , maybe that if we had our regular meeting on that Monday night the 23rd , and then we come back after the holidays , I'll make that as a motion .

Speaker 6So I think this will be a new business again . I won't get into specific details because we're putting it off till May , but I did have some thoughts and things that I put together and I would never put you two on the spot . But I haven't discussed any of it with you . So I'm gonna give you both a copy of my thoughts and ideas going forward and particularly like maybe possibly a new bylaw and if we can look that over during the week and then maybe have a discussion on it again next week . And just again I'm Putting feelers out there to see , like , how to go about Anew bylaws and it all is around cluster developing and overcrowding residential . So I'll give you the copy of those and then maybe you guys can read them over this week , we can discuss them again next week and then I'll make it a copy of this available to anybody else who wants a copy .
Speaker 6And again it's just my thoughts , my positions , where I think we need to look going forward , and I plan on meeting with the Planning Board as well to give that , do this to them as well tiny ministries report mr Barnes yes , first of all , a reminder that next week or the 10th , we will be having the tax classification hearing for the town .
Speaker 5Secondly , taught and representatives will be coming in to talk about the South Street East Bridge oh , colony bridge . There are some issues involving its repair , a lot of it involving finances , that need to be discussed . Third , we recently had a bid opening for the senior center Bathroom renovation . I'm happy to say that we received six bidders . We're still in the process of Evaluating the the lowest bidder to make sure they're responsive and responsible , but I feel pretty confident that we will have a contractor who can successfully complete the job . So I was very happy with the results . They they they're within budget . So we my hope is , depending on how quick we can check references , to approve you awarding the contract as soon as next week , if not the 17th thank you , any questions ?
Speaker 5and finally and finally , we had put out a notice of citizen vacancies in three committees . We're looking for one citizen representative for the capital planning committee . We have not received any applicants , so anyone out there who wants to be part of the town's capital planning committee please consider filing an application . How to do that is on the town website . Secondly , we are looking for an opening looking for an open its citizen to fill the permanent building committee . Once again , we have yet to have any applicants for that and I encourage anyone who has building Construction skills to consider applying for that committee . Finally , with the fincom , they have an opening for two members . We currently have three people who have applied . My understanding is it's been the procedure that the board will ask the FinCom to interview those candidates and make recommendations as to who they would support for the position . So I am asking board for permission to refer those names on to the Finance Committee .

Speaker 2Thank you , mr Chairman . I have good news and bad news . I'll start with the bad news because I always like to end on a positive note . Mr Barnes , myself and our finance director , mr Lavalette , attended a meeting this morning in the school Bridgewater rain original school district superintendent's officea preliminary budget discussion . The acting finance director you know , the acting town administrator from Bridgewater and the finance director from Bridgewater are also in attendance , and mr powers , our superintendent , and there were also school committee members there also it was a budget set committee reviewed some of what they are dealing with in their budget issues and obviously they have very serious concerns . Last year they had asked for a budget of basically 110 million and the state didn't come through with what they were expecting and are the towns weren't able to meet that . So they ended with a budget about 97 million and that into that included laying off 24 positions . They eliminated 24 positions and they're looking at additional costs .
Speaker 2Obviously , going forward in addition to that's resulted in larger class sizes . We have class sizes of 28 , 27 , 28 , some even 30 , and not only is that a higher class size than is optimal . Obviously superintendents say he would like it to be around 25 , some people would like it less than that . But in addition to that , it's the students that they're dealing with . They have many more students with special needs 20% of the student body is basically some form of special need . They have many students who are English language learners , don't speak English , so you can imagine with a classroom of 30 students if some of those students don't speak english . Um , he said I think a figure is that it was they used to have about . We used to have about 50 students in the district who were english language learners and now they're over 300 . So that's a huge impact on the schools . So , in addition to they want to restore the 24 positions . He's also mentioned that in order to address the class sizes , they need more positions so they really to get to serve the students the way they should be served and what they deserve , would like 56 more positions , which would be an increase . They're looking at it , but they like a budget of a hundred and fifteen million , which would be an eighteen million dollar increase over what you know the towns are paying at this point , which is money that we do not have . So some very difficult decisions that are going to have to be made along that line . Obviously , nobody likes layoff , we don't like high class sizes and we have . Obviously , the school budget is already our largest budget , but providing that extra funding would devastate the rest of our town departments , so that's the bad news . So I'm going to switch to a little goodness , I have to .
Speaker 2Santa Claus is coming to town this weekend , being escorted by our fire department and our police . Um , santa and mrs claus will be touring saturday and sunday throughout up and down the streets in radium , which I think is just phenomenal . And also our 17th annual rave holiday craft fair will be taking place on saturday from 9 am to3 pm at the liberty elementary school . This is rave's largest fundraiser to support the schools and the programs that we have in the schools . Pre-admission . There'll be over 40 crafters there , a working kitchen and a great community event lots of raffles and a great community event to come and meet old friends , connect with old friends , meet new friends . So hopefully we get a great turnout for that and support our schools .

But , as a concerned citizen , is there a way we can know exactly how much increase we're going to have in regards to our schools , public safety , water , sewage usage before the town meeting , just so residents are aware of exactly what the town would be going into ?

And it wasn't the bylaw that we generated . It's a bylaw that Bob worked on as building commissioner with planners and yeah , I know he's been working . Yes , but yes so when the Planning Board has a public hearing , you would have the opportunity yes , it is very complicated .

Speaker 1Absolutely . And just keep in mind too as this seems to be the case with a lot of stuff , we're navigating around what the state's going to put out . So the state still hasn't promulgated their regulations yet . We know how the state works .
