Thank you. I would like to be in motion to approve the executive session minutes with health and public release and regular equipment, both from last tuesday, the 17th. We have the request to do re-acquaintments on lewis borges, matthew paul case and matthew paulcus jr were constables and all three of those have come up the recommendation of the police chief. What is?
Speaker 3the board's motion to move points.
Speaker 2All in favor, aye and need me and. C are all appointed and three appointed unanimously hearings. I will call it order at 7-0-1. It is change of manager for Walmart on 44. If you'd like to come up, please and identify yourself for the record. Gregory Kendrick Thank you Anything you want to give us in terms of background on your experience, the switch, anything like that.
Speaker 1I just recently came to the store, so it's switching over from the previous store manager who was there for about seven years. My background in terms of the clinic Managing liquor license there for about seven years. My background in terms of like managing, like uh, this will be my first walmart store liquor license, just because they are just few and far between in the state of massachusetts. Um, I'm a store manager that was out of fairhead in massachusetts so I ran that store for the last four and a half years or so. I previously I did work in the store as a kind of higher level manager, not quite just an assistant manager, a little above that. So I do have some experience helping run that building, but it's only my first time in the business.
Speaker 3Training for liquor license. Have you undergone anything?
Speaker 1Yes, the company requires all sorts of training for that. Uh, just the local. The local stuff is not company-wide, but the general administering and running a building that does sell alcohol is required training by the company halls is required for anybody to come in.
Speaker 3Are you planning on changing this? No, ma'am.
Speaker 1I mean, I do have control over the building, but it is a large company and I don't get to make all the decisions as much as I'd like to.
Speaker 2Thank you, no questions. The only question I have, since we are talking about illicit licenses and I appreciate the fact that you have familiarity with the store Ray Humez is Eric Haller about our liquor licenses and I appreciate the fact that you have familiarity with the store. Rainham has a very tolerant policy for selling to. Mine is the story you're inheriting. Last year was one of the seven establishments that failed to sing. You were suspended. We're going to be doing the stings again. If you come before us again, I can assure you you will not be a happy camp bar, because we won't be happy campers. So I just want to employ you to make sure that you and your team have a full awareness of the fact that elect a license in rain game is a privilege, it's not a right, and we can't revoke that privilege. Okay, if there's nothing else from the board, any members of the public Seeing none, it's the board's pleasure.
Speaker 2I'll make the motion to approve the new business All in favor, all in favor, thank you. I'll close the hearing at 7.03. Happy holidays.
Speaker 5Thank you, merry Christmas.
Speaker 2Old business, ms Riley, I have none, mr Collins, I have none. New business payment, license renewalsals, and all the establishments are listed on our agenda. What is the voice pleasure motion? All in favor? All right, let's prove unanimously. Item b one day all alcohol special license. Tropical llama for new year's eve uh 12, 31, 24, 1, 1, 25. They're requesting 9 pm to 2 am. Uh, any, uh discussion from the board do we have anything?
Speaker 2the chief has, uh, signed off on it. Um, I would offer those to the board. I would not be comfortable with a 2 am closing. Yeah, one, all of our licenses are for 1am and I. I don't know why we would want to make an exception.
Speaker 3I'll make a motion to approve, and now we move to 2 am.
Speaker 2And as part of the discussion, I see the owner. If you'd like to come up and just state your name for the record, sure.
Speaker 4My name is Sandra Roach. I'm from Paloma and I'm sorry about the confusion about the 2 am. It's not serving the purpose of 2 am. It's confusion about the 2 am Is not serving the group until 2 am or is that closing until 2 am? So I don't know what's the order or like the regulations they're arranged on.
Speaker 2I mean operating hours and alcohol licenses are very different, but typically I think the closing is the closing when you're serving alcohol, so we would still be talking at 1 am.
Speaker 4Okay, so closing doors and stop serving at 1am well, typically you guys would do last call um so I I would not suggest you serve up until 1am.
Speaker 2That just increases your liability, um, but you know that is approved 9 00 pm to 1 00 am. Greg, if you can make sure, I already changed your guidepost.
Speaker 4Thank you thank you good luck. Thank you, um. Thank you so much. I just had a question is the outdoor sitting part of this as well, or does that another time?
Speaker 2what was on your application um it?
Speaker 4was for both for the one day alcohol, but also to do an outdoor sitting from, I think I said, in may until end of october oh, you're asking, yeah, to renew that.
Speaker 2Yeah, well, no, but the only thing on here is, we can do your z-fit oh, okay all right, so I'll just do that later then.
Speaker 4Yeah, all right thank you.
Speaker 2Thank you so much. Next step is a request by the highway department to adjust the rate of pay for returning piledrivers, and that is recommended by our Highway Superintendent, greg. Do you have any feedback on this?
Speaker 5A lot of this is based on established precedent. Basically, he's giving pay raises to those who are have come more than one year to work.
Speaker 2Yeah, and it's just affirming the rate of pay for any new hires that we hire this year. Any questions to find us?
Speaker 3I know so the motion is um for new hires I vote, I would, I, I would strike out the word new hires would. I would strike out the word new hires. I would suggest a motion, right so increasing the pay for seasonal cloud driver positions in the highway department, as recommended by the town administrator, and setting the rate for cloud.
Speaker 2Yeah, that's a great point, so I'll make that motion I'll second the motion, all in favor of the rules, approve unanimously d discussion and vote on filling temporary on call assistant animal patrol officer and animal inspector. As the board is aware, we lost our last aco. She moved out of state. I came to nebraska or wisconsin and we need to fill some of these temporary positions. Um non-benefited position. We have the budget requirements, the recommendation of the town administrator. I felt that did I miss anything right?
Speaker 5it may be filled by more than one person only question certain certifications that the individuals need the state allows them to gain the certification when working. We did check into that and preferably you'd want one already certified, but the state does allow you to gain that certification as the animal control officer.
Speaker 4Okay, thank you, any other?
Speaker 2questions motion to approve second all in favor approved uh discussion and vote on non-union employment agreement extension and fy 25 merit paid for our account administrator uh an executive session. We're reporting out that we reached an agreement on a one percent uh merit increase for fy 25 for the administrator and a one-year extension at two percent uh. That would bring him through june 30th of 2026 and it was unanimously voted in an executive session and now we're gratifying it tonight I'll make that motion, just for clarification.
Speaker 3Um, the contract did allow for a two percent merit raise, but due to the financial situation that the town is facing um, the town administrator and the board agreed on the oversight. Thank you, go ahead.
Speaker 2Yes I'm sending your motion all in favor, unanimously. And the last item on the new business discussion and approval of the special cloud, meeting water, was presented to us. It is three articles for those at home without meeting water. It was presented to us. It is three articles for those at home, as we promised, no surprises. One of them is on the floodplain map, one of them is on the views and the third one looks like what I would consider potentially a housekeeping item for the plane of one. But, as promised, I want to emphasize nothing to do with the mbta community league, and so all we would be doing tonight is accepting and closing. The warren immediately passed, and so all we would be doing tonight is accepting and closing the warren um as the date has already been set, the site of the middle school is secured and our moderator is available, I'll leave that motion all in favor.
Speaker 2That is approved unanimously and the water is closed. Any other new business from stride, I have no okay, mr collins, all right, god administration report.
Speaker 5Mr box, uh wishing everyone a happy holiday and, uh, this has been mentioned, we will not be coming to the meeting, but we are not scheduled to have a meeting next week.
Speaker 2Thank you, questions, miss wright, I have no questions. All right, selectors, your equipment.
Speaker 3I just want to mention that, in advance of that special time meeting on January 14th, the planning board will be having a hearing on those articles and that is Thursday, january 2nd, beginning at 6 o'clock here at town hall, and just encourage people to attend or, if they cannot attend, watch on the cable and certainly attend the special town meeting. And other than that, echo our town administrator and just want to wish everybody, our town employees and residents, a happy holidays, very merry christmas, happy hanukkah, happy kwanzaa and just a very happy new year, because we will be back again next year.
Speaker 2Thank you, mr collins. Happy holidays to everybody and I will. I told the comments of my colleagues happy holidays, uh, safe and enjoyable new year and correspondence. We have none. No press time, emergency business, no members of publica with us this evening.
Speaker 3Performance of administrative duties mr eiley I'm not sure if they are ready at this point. Mr bonds response would the um raymond and harold wants to be right. When will they be ready?
Speaker 5they'll be ready tomorrow.
Speaker 2Okay, that's right, thank you. Uh, at this time I'll entertain a motion to go into executive session and the master who has chapter 38, section 21 a 3, to discuss strategy with respect to collective bargaining or litigation. If an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and chance of the class is on pending litigation involved in coasting appeals committee, we will return to public session for the singular purpose of adherence. And what is the pleasure?
Speaker 3I will make that motion at 7, 12.
Speaker 2aye we are in an executive session. Have a good evening.
