Park and Recreation 08/05/2025
(Episode Description is AI generated and may be errors in accuracy)
Ever wondered what happens behind the scenes to keep your community's fields and recreation areas running smoothly? This fascinating glimpse into a local park commission meeting reveals the careful balancing act performed by dedicated officials who manage our shared recreational resources.
The meeting opens with an innovative proposal from youth sports organizations seeking to install both a baseball scoreboard and football practice field lighting through a single project. Commissioners thoughtfully evaluate underground utility concerns while appreciating how the addition might preserve the main football field by providing alternative practice space. Their careful deliberation showcases how seemingly simple recreational improvements require substantial planning and foresight.
Field maintenance emerges as a crucial theme throughout the discussion. Updates on Bettencourt Football Field renovations highlight the delicate balance between immediate access and long-term preservation, with new irrigation zones, aeration, and seeding requiring temporary closure to protect the investment. Similarly, the completed Clarke Field fence project represents substantial community commitment to recreational infrastructure.
The heart of the meeting revolves around evaluating fall use permits for numerous community organizations. Watching the commissioners methodically work through applications from youth soccer, cross country, adult soccer leagues, baseball programs, and specialty camps reveals their intimate knowledge of field schedules, potential conflicts, and fair resource allocation. Their consistent approach ensures maximum community benefit while protecting valuable shared resources.
Beyond field management, the commission oversees diverse responsibilities including rental property management on recreation land and successful summer programming that serves local families with remarkably affordable rates. Their work exemplifies local government at its best—responsive, detail-oriented stewardship that creates the foundation for community recreation that enhances our quality of life.
Want to see this careful balancing act in action? Consider attending your local park commission meeting to better understand how your community's recreational resources are managed for present enjoyment and future generations.

I'm going to call the meeting to order at 6pm on the dot. Okay, thanks for the minutes. Yeah, nothing changed. I'm going to make a motion. Motion to approve. I'll second that. All in favor? Aye, so voted. Change. Motion to approve second pass. All in favor? Aye, so voted. Organization representatives, sound officials, community members. We got you on the new business sir actually we can move him, I know he's got to get back to jock scam no, he doesn't.
Speaker 3:I don't believe that for a second. This guy spends more time down the field than I do. Alright, you were the advisor. I don't believe that for a second. This guy spends more time down the field than I do.
Speaker 1:All right, you were there prior to that, we can go right. We cannot. We can do it Because he's part of the organizational guy. Yeah, yeah, we can do that, all righty.
Speaker 5:So, as you know, I'm the president over at YVSA and I'm kind of here on both the half of football and baseball. I do serve on the board of football so I'm kind of representing them too. So I'm trying to do two things at once for both organizations. For baseball, we would love to put a scoreboard on field 3 over the right field line, over by the right field of Powerball. We do have a co-box, if you will, over by field 4. We have a field four scoreboard that comes from the snapchat, so there's actual spare pipes coming from there going to the concession stand in the electrical.
Speaker 5:Uh, we were wondering if we could get scoreboard over field three and this way we could. This way we have to. We have to take a chance and install a pipe. We're going to have to dig a trench and install a pipe. It will be a two inch PVC pipe coming from that pole box behind field four to another a new pole box behind field three With all the body weight scoreboard we built, and this will kind of do serve like a dual purpose. So what we're looking to do is obviously put the scoreboard there and talk to contact or team.
Speaker 5:RP yeah, he's willing to set a hole over there for us, yeah, and this will kind of be the hole for the scoreboard. But also we were hoping to see if we could put a light there for the practice field for football. I don't know if you've seen the practice field behind field 4 and field 7. It's kind of the Shannon-Dawson practice field for football, would it?
Speaker 3:be the same type of light. Just like that single or double one. You have not like a whole bank, Just like the other ones you guys have on the other side.
Speaker 5:Obviously, there's no way we're doing some work on a football field. I talked to Ryan. I think this will try to keep the guys off the field. When it's possible we're moving like mid-September. Mid-september that's when we stop having a football field. I think this will really help save the football field. When it's possible, a football field as much as possible, and obviously it's always been a, it's been an idea in the docs, trying to work our way over to the back of the line.
Speaker 5:Light's always been an issue for me, but I'm just trying to try to observe. Kill two bird boys. Tmlp is willing to accept both, and then IYBSA and random giants are willing to pay for all the piping and the truncheon and the wiring. They want to just go home line.
Speaker 4:Nothing ever you my phone range, it's your number I'm sorry. Are you there 530 in the morning and helping him? Prep the concession stands on a Sunday no are you doing a timer light or just a switch light?
Speaker 5:it's gonna be the same switch light that's on for the temp light that we have now. Cool, it'll also be on a disconnect up there, so during baseball they don't need to be on. There's two disconnects on the two pole behind four and seven. We shut those off in the spring. That way they don't need to be on at the same time as baseball. It'll be the same idea for field three, so just put it just in there. When it comes to football season, same thing with the summer line.
Speaker 3:They'll be on the same break as field four. The big issue that you have to really be concerned about is when you're trenching you are going to come across something underneath there. We have the irrigation lines, as you know, coming in from the baseball fields comes in off the narrow side, as we discussed, so it's going to kind of almost like be off. One's going to head towards like four and five. That's a private question. Do there's been so much work done over the years, going back to when you and I were kids out there? What could be under there? I don't know.
Speaker 4:With the exception of water and irrigation, anything else would be under there.
Speaker 3:With the exception of water and irrigation, anything else would be under there.
Speaker 4:Maybe there could be some electric, but that's going to be more, heading from four maybe back towards seven With the electric we should be able to tone out and trace it out.
Speaker 3:Yeah, the big concern, because the last thing I want to do is hit anything as you're doing the trenching, and then cause more, you know, for cost things that you have to fix. You know, depending on as you know, I gave you that form for projects you also have to talk to Norm as well as, and probably talk to the building, just for electric, just to go through there, just any time we do a project like that. We just have to make sure they're aware of what's going on.
Speaker 4:So if trenching becomes too much, are we able to come off the pole line on the parking lot side and just make it aerial and make that a separate switch? You know what? I mean. So essentially, we have a whole line come down here, because isn't there a pole like right here. Because how big, how tall the pole is going to go.
Speaker 5:It's going to be a 35 foot pole, so it'll be right here.
Speaker 3:So you're talking about coming right off the street.
Speaker 4:Yeah, that way it's aerial, so you guys can beat and it alleviates the cost.
Speaker 5:The other thing is how we can get the power for the sport. They're running 240. Take a leg, that's on you.
Speaker 4:You're the electrician. I'm just trying to throw out an idea so that would be.
Speaker 5:You would have to get a meet at that point, yeah.
Speaker 4:Would that cost be more than possibly irrigation repairs?
Speaker 5:I think in the long run it would be more money. Okay, I think the positive side to it. You call it like you do an account book I got you.
Speaker 4:So I think they have a good idea. Why didn't you start?
Speaker 5:with that, they have a good idea of what's in the ground and and repairs can be made on site with no issues and obviously any repairs that come out but you're afraid of that bill.
Speaker 3:I just don't know what else is under there.
Speaker 5:You know, I don't think anything we have to call it too yeah yeah I would definitely do that, you know, but we do know this.
Speaker 3:there's a split of irrigation lines going in two different directions out there, so that's just something to keep an eye on. That's got the two-inch pipe for that one from that line.
Speaker 5:And obviously I can talk to Norm, he might have some.
Speaker 3:Yeah, he might know because Norm knows that system. But there's no irrigation in the outfield, just those lines running to the fields one, I'm sorry, three, four, five and six and seven over there. So Now I did see a box over there.
Speaker 5:Yeah, that down box Yep. That's kind of like in for bridge over there. It kind of does look like it's coming from the street Mm-hmm. That way you have like a woodland. That's fast the case that would help.
Speaker 3:That would knock it out of the way.
Speaker 5:We won't be, you know. But, like you said, who knows where it's going to end up? I think Kenny. I talked to Kenny. He thinks it's coming from the street and going to the Burke Field in 7 six, five, four, somehow.
Speaker 4:Yeah, so hopefully, yeah, I mean are they using a trencher or an excavator? You probably wouldn't even know you hit something until it's too late. I mean, we're not footing the bill. I don't see an issue with it. I think if you're here, we're stressing the fact that you're going to stay off of betting court for practice. I think that's huge.
Speaker 4:I don't know why he's coming out of our pocket, but if you're having UConn, do the trenching and obviously them hitting something and obviously them hitting something not being a day or two, three days, four days to get prepared is completely different than having them outside preparing.
Speaker 1:I don't see an issue with that. I personally don't have a problem with it. Like I said, like we mentioned, they're going to be off that quick field and that's obviously a huge plus to be on, although that's an issue right now. Patrick seems to have it all in the control of the figure out what needs to be done so no a for them.
Speaker 4:He's gonna do it do it the right way and you know it's gonna get down right and I'm proud of your very crafty looking.
Speaker 1:I like it. Tim, do you have anything you want to add?
Speaker 3:No, I agree. If you guys want to make a motion, once it gets approved, I'll sign yours and you just have to reach out to those other two that are on the floor, the only other thing I would say I'm sorry.
Speaker 3:One more thing, I apologize. We're getting closer to, obviously, the school. God help us all. Timing is an issue but two. If you do go during the school year, just let me know and try to do the best we can to get it done. That's not going to cause interruption to their gym classes or recesses. What is your?
Speaker 4:time frame for this, your expectation.
Speaker 5:It's up to you. So we've got to obviously talk with any kids we're on that field every day until Right now. Yeah, Every day, so obviously you can't have any chuncheons or half-dellies.
Speaker 4:everything needs to be or you could use the kids to hand it.
Speaker 5:I know you can rally them around to do it. I think that's a lot. I think my kids would hand it. I know you can rally them around to do it. My kids would love it.
Speaker 3:There's always a spring or when the weather gets colder in December. So as long as you have it ready for baseball, but you're also going to have a practice this year, time isn't coming, I would love to see if we can do it on Saturday.
Speaker 5:Do the actual time, at least make sure. I would love to see if we can do it on Saturday. Do the actual trenching part, yeah, and at least make sure it's safe for the kids, yep, okay. If they told me they can finish it all in one day. You know, start at 6 am and finish it by 2 o'clock, 3 o'clock then, what's the footage?
Speaker 4:What size trench it's doable on a day?
Speaker 5:I don't see them calling off any till it's at the end of it.
Speaker 4:That would be calling that off. The only real issue would be any hold ups would just be pots that may arise to repair this stuff. Irrigation Other than that I think it'd be done on another day. Trenches make it easy.
Speaker 3:You guys have done baseball until fall, is that correct? So nobody's gonna be out there on the weekend.
Speaker 1:All righty, then. Motion to approve. I'll second that motion. All in favor? Aye so voted seconded.
Speaker 3:It looks like a sign. It then just want to reach out to you all and then probably yeah thank you, but what about?
Speaker 1:September actually it's gonna be late sometime. 27 you fight like similar shows.
Speaker 4:You see us in the morning thank you good night.
Speaker 3:yes, all right, already old business, that's awesome. Yeah, that's awesome.
Speaker 1:Good, thank you Appreciate it. Thank you good night. Thanks guys. Alright, alrighty, old business Bettencourt Field.
Speaker 3:I showed you guys some pictures of the Bettencourt Field earlier Last week. We put two zones in down the middle and we also replaced an entire zone of heads that for some reason were the wrong size with a couple other, the broken ones. They may have to fix it. It's a total of 11 heads. And then Yukon came back yesterday and they cut the field short, they loomed, they seeded, they aerated and now the field is efficient, it's locked. I locked it after they, you know, put the irrigation in, because that's what I said I was going to do Once they started work. I wanted to completely shut down if signs out there. All the gates are locked. Anybody gets on there is talking offense, okay it's right, the profitable nights of entry to, yeah, rental property.
Speaker 3:I've actually shown it three or four times since we last met last month. I have two very interested parties. Other people have seen the house. It's the second bedroom has been the issue. You know space. I am going to maybe ask help. You want to ask Chris as well. I have had a hard time reaching the town attorney, you know, to get the answer about the dogs. I have been asked about service animals, but service animals are another issue. It's ADA. No matter where you live, that's allowed. So if anybody wants to have regular dogs, that's the issue. Besides that, if we can, I'm going to be talking to the town manager on Thursday. I want to get this house rented us to move on. Yeah, so, but we're moving in the right direction. The people that are interested are very interesting.
Speaker 3:Clark field fence. Again I showed you pictures that my job has been completed. It looks great, it's, it's up, it's straight gates are on very happy with it and, like I mentioned to you, it will be a quite a big invoice coming in. It's gonna be paid out of the article. Again, the quote price that we agreed to was fifty four thousand five hundred dollars awesome. Again, it's coming out of the article that we approved, the town meeting awesome. So we'll just leave it there.
Speaker 1:we've improved the town meeting. Awesome New business. Catlett Cleary came and spoke Summer and fall use permit application. Looks like we got a whole bunch to see. We do, we do.
Speaker 3:First one down is from Rainham Youth Soccer. They're looking for their annual fall permit. We're going to be looking at using BIRC, a rooter or multi-purpose, as we're going to arrest Griffiths this year. Okay, we're looking to be looking at using burke, a rooter or multi-purpose, as we're going to rest Griffiths this year. We're looking at starting August 24th through November 15th. We're looking for Monday through Friday on all three fields, saturdays and Sundays, all three fields. The only issue they're going to have and we're going to talk about Older Hill Soccer League in a minute is Older Hill Soccer gets sunday mornings on the 11 v 11 field and that one is either going to be on the berk or on multi-purpose. It all depends what rating you soccer. If they want lights for their 11 v 11 field, okay, no charge, and they always do a great job every year. All right, I don't have a problem with that?
Speaker 4:I do not uh motion to approve.
Speaker 1:I will second that motion. All in favor, aye.
Speaker 3:So voted All right. The next one we have is Bristol-Plymouth cross country. They're looking for their permit again this year to use the cross country course out here. They're looking starting August 18thth and their season ends in November. They're looking for Monday through Friday, 2.30 to 5. Usually their first two weeks of practice they do come in the morning when school's not in session, and then they will switch. They've always been very, you know, complimentary. They work with us for projects and the only time I really is only a conflict with soccer's when they have their actual meets, and I would soccer know those means. Once I have those dates officially, you do charge six hundred dollars for the user track.
Speaker 1:That's what you leave charge and last than last week too.
Speaker 3:Yes, okay, motion to approve. I will second that motion. Okay. The next one we have is for the Over the Hills Soccer League. Again, they play on Sunday mornings, starting September 7th, sundays from 8 to 12. Again, another group that's always done very well working with us. We usually have them every spring and every fall. Again, they're either going to be on Burke or multipurpose, depending on where Brady New Soccer wants their 11B-11 field. And we do charge $600 for the season and I already have a copy of their insurance in here.
Speaker 1:Yeah, that's yeah. Second Second All in favor, aye, so voted.
Speaker 3:The next one we have is Fearless One Sports Academy. They're looking for their annual fall permit. The field I always have on is the Rainham RMS softball field, because we do have other fields occupied. They're looking at starting September 1st, through the room 14th, sunday mornings eight to one, monday, wednesday, thursday and friday evenings five to eight. Uh, the only conflict they will run into is if, uh, radium middle school has a soccer game and then we just have to start a little later. Overall, radium middle school is done with their practice by four. Um. Besides that, I already have a copy of their insurance and we do charge $60 per season for those, so that's $600.
Speaker 1:Motion to approve Second Peter so but.
Speaker 3:The next one, the Liberty Parent Organization. They have their annual fund run, which they do on the Bettencourt field. It's set up for Friday, october 17th. I have already spoken to them. When they submitted their paperwork, I did make them aware that we are doing repair work to the Bettencourt field. The issue that we all have to remember is during the school year. That is, on school property, so they do have the rights to the Bettencourt field. The issue that we all have to remember is during the school year. That is, on school property, so they do have the rights to the field.
Speaker 3:I have spoken to both the principal and the superintendent and let them know we are shutting the field down till the first football game. When they do get out there I did remind them no spikes in the ground, yeah, there was a. There were knee-de-geysers. As I tell them yeah, out there. I did remind them no spikes in the ground, yeah, yeah. And also, when they're running the field, each class has to change directions so we're not trampling down the grass in that way. They know that rains not to go out there and in that case in the past they've gone inside the screen, don't they?
Speaker 3:usually do this in the spring fall is the Liberty, spring is narrow, okay, so okay yep, so I don't have a problem with it.
Speaker 1:But there needs to definitely be strict guidelines, because if we're harping down everyone else to be respectful of give, I mean that's I mean the plus side too.
Speaker 4:It's late in october, so by then hopefully the repairs have taken and the field won't be as bad.
Speaker 3:At this point, we're looking at a good 70 weeks before the Giants get on there. Both UConn and Norm I've spoken to they said a good four or five weeks at most and that field is going to be ready and so that still gives us a couple of weeks, especially if the weather stays the way it is.
Speaker 4:It hasn't been oppressive, but the nights have been nice and cool.
Speaker 3:Yes, and some do on that, yes, and it's getting hit with water five days a week right now. As long as there's no kids playing with the sprinkles, it better not be or golfing. Yeah, we're golfing.
Speaker 4:All right. So um um, no, I'm good as long as Riley's concerns in mind are addressed. I motion to approve. I will second that.
Speaker 3:Okay, that's good. The next one A little late. Yeah, happens every year, but this year, you know, jenny Lang is running it. She does a wonderful job. It's her first year running it since we retired. She didn't get this to me. I told her it's not an issue. They're just looking to use the football practice field for their the jocks camp, and just wanted to go through the formal process with her.
Speaker 1:She've seen stuff online and it seems like her and Frank Pacheco do a wonderful job with it. I don't have a problem with it.
Speaker 4:Motion to approve the late part. I have a second. This way, I can never get away from this guy. This one might seem a little confusing, but I've broken it down. Okay, I swear I can never get away from this guy.
Speaker 3:He loves you that's why this one might seem a little confusing, but I've broken it down. He's your bro-man too. Raging League baseball has quite a busy fall ball schedule, so I sat down with Pat a couple weeks ago and just looking at starting you know, really September 1st, but they can start practicing soon. They're going to focus a lot of their time on the McKinney baseball and softball field because we have nobody out there.
Speaker 3:You know Monday through Fridays in the afternoons and then Saturday, sunday, all day. They're also looking at refield. I thought I could do Saturdays but I can't because another group has it Sundays 8 to 5. Rms softball. They can go there on Saturdays 8 to 5. And fields 2, 5, and 6, which are their softball fields during the week and on weekends. As long as it does not interfere with football, we don't want to have both groups on there at the same time and for Pat knows the schedule since he's involved in both organizations, I'm not concerned about that. We do not charge for this and it's great to see that fall ball has really gotten that big for him and he only steals this year.
Speaker 1:Motion to approve Second All in favor Aye, so voted.
Speaker 3:And one more. We have the mass drifters. They're looking for another season to continue on at Reed Softball starting September 1st through Halloween. They're looking for Monday through Saturday evening, 6 to 8. No conflicts at this time. No conflicts at this time. The one thing I would recommend once you get into October 6th, it's dark at 6 o'clock so you may have to move the ads out. They do a great job. I did have to speak to them a couple of times but they did have some more people parking on the street. But they've been good to work with, no problems. Christina does a good job running the show for them. So, uh, and the fee would be 600 for them, and I do need an updated insurance policy for right, there's uh, just anything.
Speaker 1:So I mean, yeah, I'm just gonna say that, yeah, yeah, all right, second on favor, so voted. Mission is report what?
Speaker 4:What did you do first? Uh, I don't have anything?
Speaker 1:Okay, I don't think I do. Okay, a couple things. I'm just going to give a shout out to Tim and all the staff over at Cock and Rec for a successful summer playground program this year. Thank you. It seems like next week's the last week of them, is it?
Speaker 4:You're not quite late, I think next year I'd like to join as a participant because the places you guys go.
Speaker 3:Yeah, water Wiz next week, sir, if you want to go. Yeah, you can be a chaperone.
Speaker 4:Actually, I think my kids are going to Water Wiz next week with my mom.
Speaker 1:You know. Kudos to them. You know it's been a hot summer too, and trying to keep those kids occupied during those very hot times is not easy. So just a shout out to them. And also I'd like to give Mr Erickson a shout out and thank him for his service. He'll be leaving us for a little bit on deployment, so we'll have him with us, you know. Thank you, wish you the best of luck and thank you for your service. Staff reports.
Speaker 3:I got nothing today yeah, nothing, sammy nothing uh, I also want to then say thank you for your service and you're gonna be missed while you're gone. Please do any need while you're awake to let us know. Uh, riley, thank you for the nice compliment. Summer playground program. All the credit goes to heather Riley. Thank you for the nice compliment. Summer Playground Program. All the credit goes to Heather, Bethany, Sammy and Steph. They do a wonderful job. Summer's great. It's tiring. You love when it starts, but you also love when you get to the end and you can take a deep breath.
Speaker 1:It's like Christmas. You look forward to it once it's over. It's a deep breath.
Speaker 3:Tonight is the last of our summer concert series. They have classic tracks out there tonight, so it should be a wonderful night. We're gonna be having the childcare space cleaned and painted the week of meeting. Get that ready for the school year because we have two weeks to get all paperwork finished and the building ready. For who's doing? I bring in John Smith and Steve Barbosa for us and market kind of hands. Yeah, he does it every year.
Speaker 3:I think here is currently full going into the fall. I did finally get back in the schools. We are working on the expansion project now. They didn't give me the room I was hoping for. They gave me an actual classroom, and this is at which school. This is at Liberty, okay. So right now I am going to have to go over and buy some supplies. I need to buy a new fridge for that room, a microwave and that's what we're going to be putting on middle schoolers Keep them separated from the younger kids. Where is it? On the first floor it's on the left, so we'll get that ready. We'll get that going once I have everything I need in the process of hiring more staff, because we are going to be jumping by 20% over there to make sure we have everybody. Then I could bring the state and do the measurements to make sure we have we can get that 20%, and so I guess that probably will get started until October, november, but we're working on it now.
Speaker 3:Just in case you hear anything, wasps have popped up out of left field a lot lately. We've been spraying as we've been finding more nests, those lovely little cicada wasps that come out of the ground to spray one hole, they form another one. So people see them, they need spraying, they need to reach out to us because I have to bring in a licensed exterminator because by law I'm not allowed to do it, gotcha. So, just so you know, the cross line at the Merrill playground is officially fixed. So you'll notice here and down there that board is off and we did have the decks re-coated. It's okay, they'll get us through. I don't know how it's gonna be the long term ends, but right now it did save us quite a bit of money, but that's in time. We're gonna have to replace those.
Speaker 3:I do want to make you aware I was contacted by the Taunton Gazette. They are running a story on the cost of camps and comparisons, so it's going to be eventually a story in the Todd Gale exec saying you know what we charge, how many kids we have, what we do, this, that and everything. I have no concerns. I gave you the information 2022, 23, and 24. This year we charged $250 for a full day, which broke down to $6.25 an hour. It includes everything. Which broke down to $6.25 an hour includes everything. And if your half day was $1.60 for $8 an hour, it included everything. That's field trips. That's busing, that's staffing. I know it sounds like a lot of fun, but when you really think about it it's not.
Speaker 4:No, I've got a friend that has two kids in the program. Yeah, and they'll eventually get their third. They love it. Good, good, they love it. The only thing is it's not long enough for them and their kids don't want to come home. Well it's great to hear they love it Seeing what you guys do for the kids.
Speaker 3:I wish I did it for my kids, but now my kids are older. We can get it all done, yes, but my kids are older and can babysit.
Speaker 4:No, when he gets older, we'll definitely look into doing it. Get him out acclimated in the summer, give his siblings a rest and let them do their thing. I think it's worth the money.
Speaker 3:You actually will see that when it comes out. They contacted me two weeks ago. I gave them the information right away because it was an open request. They even went fast for it. I just hope it comes out the right way. Finally, I'm going on vacation the week of the 18th, going down to Universal, so I will not be around A lot of. Sammy, heather and Bethany are going to be taking some time off during that week and the week after it's our, where it's a busy time. It's also our only time to get some downtime at all during the summer. Sure, sure. So there will definitely be at least one person in the office at all times, but we only have a short window and we'll be away. But, uh, again, that's it for me and good luck with everything.
Speaker 1:Thank you all. Right, so this is really executive session, but I'm one of our commissioners absence, right? So I'm going to make a motion to postpone that. All three of us can be here. Motion I will second that. All in favor.
Speaker 4:Aye Support we need one more motion Four To adjourn. Oh, motion to adjourn Second. All in favor? Aye, meeting is adjourned at 6.34 pm. Any work from the board? Any other questions? Any other questions? Any other questions? Any other questions? Any other questions? Yeah, six frames, yeah, thank you.
