Speaker 4:Good evening everyone, and I will say this is probably one of the better parts of being the Chief is to be able to do something like this tonight. Today we're proud to recognize Lieutenant Andrew Alexander. We all know him as drew on his well-earned promotion. Drew is a 17 year veteran of the rain and fire department and throughout his career he has proven his dedication, professionalism and leadership time and again. What makes this day even more special is a deep connection Drew has with, and his family we have to, the fire service. His father served this very department as a firefighter and lieutenant for over 30 years and his brother is a current fire chief in Easton. And now Andrew continues that legacy here in Rainham where he lives with his wife and daughters. This promotion is more than just a new title. It reflects the trust, respect, the confidence he has earned from his peers, his officers and the community he proudly serves. Drew, we know you'll bring the same integrity, work, ethic and leadership into the next chapter that you've carried with it throughout your career.
Speaker 2:Congratulations, lieutenant Alexander, and we're honored to celebrate this moment with you before I ask our town clerk to come forward for the swearing in. I'm going to turn to our board, Mr Pacheco, any comments?
Speaker 5:Brian, I think when I have an event, I want you to introduce me. That was great, but also well-deserved. I've known Drew for a long time. I think, drew, you're a class act and I'm very happy for you, happy for the department. I think you're going to do great things.

Speaker 2:I would echo that as well. Congratulations and echo what you said, chief. This is one of the better parts of the job, for sure, and also I noticed it seems to be a tradition in our police and our fire departments for making them family affairs we have Captain Kelleher and a couple of firefighter colors and it's a great tradition to have because we love to have our local people serving our towns. Would you like to say anything before we swear you in? I'm not much of an off-the-cuff speaker and I have a feeling this may happen.
Speaker 1:I prepared a little something not not much real quick said giving everyone. I'm gonna town resident my entire life, growing up around the department when my father worked here and now working here raising a family in town brain, him has always been a special place to me. After 17 years working here at Rainham Fire, I'm excited for this next chapter and I plan to do whatever I can to help the department succeed, as we are always facing new challenges. I'd like to start by thanking the Select Board for making time for this recognition tonight. I would also like to thank Chief Wasivita and the rest of the command staff for having the faith in me to succeed in this role. I'd like to thank all the members of the department, my friends and family, who have all taken time out of their busy schedules to be here tonight, and, last but certainly not least, my wife, amy, and my daughters, rosalind and Scarlett, for always being there and tolerating a unique profession.
Speaker 1:While I realize the benefit of our work schedule is that it does allow for family time. It is also unpredictable and involves nights, weekends, holidays and occasionally running out the door in the middle of dinner or other engagements.

Speaker 3:Thanks, for having me. We had a good summer. The runner, the bathroom renovations are done, so we have REPORT ERIN ALL RIGHT THANKS FOR HAVING ME. We HAD A GOOD SUMMER. The BATHROOM RENOVATIONS ARE DONE, so WE HAVE BRAND-NEW BATHROOMS, and WE ALSO REPLACED THE CARPET WITH FLOORING.
Speaker 3:So WE'RE EXCITED TO DO AN OPEN HOUSE FOR RAINHAM COMMUNITY DAY, so PEOPLE CAN COME IN AND see what's been done with the new renovations and how we're back open. So we've been very excited about that and people seem to love it, which is good. And next on our list, I think, is LED lights that we've been talking about. So we'll keep moving forward. And then and we're also very appreciative for the Lions Club for letting us use their building during our renovations, as well as you guys and Greg and Tim who also let us use the gym carna building that was helpful so that we didn't have to cancel many events, and we are going to continue single at the Lions Club the first Wednesday I mean the third Wednesday of every month, as we don't need to have a wait list there, which is good. We have 75 people coming on Wednesday. It's amazing for it, so it's been actually better over there. Some other activities coming back we got trivia once a month. Our singing group. They take the summer off but they just started back up on Monday. We're gonna offer self-defense classes watercolor, starting back up on Monday. We're gonna offer self-defense classes watercolors, starting back up in October. We have a few presentations and we have travel presentation with Colette. Last year I think I mentioned it in April when I was here that we had 11 people go to Ireland and now we have a few people going to the British Islands this coming April. We have Nancy Frank coming for a frankly speaking event to talk about Fenway Park in the Red Sox on September 30th.
Speaker 3:Our shine counselor, laurie cost, has also been doing monthly craft classes. This month she'll be doing a puzzle pumpkin craft. We've also been added on monthly luncheons, homemade lunches at the first Tuesday of every month. This month we'll have a waffle bar at a monthly breakfast hosted by all-american assisted living. Our regular scheduled classes we have the exercise lightweights instruction, tai Chi classes, drums alive is a newer class. We started, probably back in February I believe, and that's took off very popular. Then we have our card games and mahjong, which also popular, coming up in October. We have coffee with the cop on October 1st from 10 to 11.
Speaker 3:We have a Medicare presentation to explain the difference between Medicare, to EXPLAIN THE DIFFERENCE BETWEEN MEDICARE ADVANTAGE PLAN AND THE PART D PLANS. That's RIGHT. Before OPEN ENROLLMENT ON OCTOBER 6TH AT 1 O'CLOCK WE HAVE A BEER CAN MUSEUM, where THEY COME, and THERE'S CRAFTS OF THE DIFFERENT MUSEUMS OR OLD BEER CANS. We also have District Attorney Tom Quinn come in for a scams talk on Wednesday October 29th. We are working with Fire Captain Jeff Kelleher to plan falls prevention, slash, fire safety class as well as CPR class for the seniors.
Speaker 3:Fuel assistance has begun and renewals have gone out to everyone and I also have all new applications. Fuel Assistance once again is for anybody in the town. Doesn't matter their age, as long as they qualify. We have the applications and we'll help them with it. Medicare Open Enrollment is around the corner. Medicare Open Enrollment starts October 15th. We are now taking appointments for that. All the appointments will be over the phone unless they have to come in due to timing. We can get more Rainham residents with the phone. With the 30-minute phone then if they come in and then they just, the appointment should stay longer. So we're hoping to help out more. That was requested by the shine regional office as it seemed to be the best method. They started it during covet, I believe, and it just seemed to work better.
Speaker 3:Another program through shine is the mass health savings program that we've been really trying to get people to be aware about. We have signs here downstairs, we have signs at the library, all over. They just as of March 1st 2024, they have no asset limits anymore for the Medicare Savings Program, so it's just based on their income, no assets at all. So a lot more seniors are qualifying for this and this pays your Part B plan, which is the 185 a month. So the senior would get that back. So we GET THAT BACK. So WE'RE REALLY TRYING TO GET THAT OUT THERE. It's A SIMPLE FORM. They JUST NEED TO HAND IN THEIR INCOME. So ANYWAY, we CAN KEEP SPREADING THAT WORD.
Speaker 3:And A LITTLE UPDATE ON THE SAVE PROGRAM. We HAVE IT RUNS JANUARY 15TH TO DECEMBER 5TH. Each PERSISTENT DOES A MAX OF 67 HOURS FOR THE $1,000 TAX CREDIT RIGHT. Now WE CURRENTLY HAVE NINE OUT OF THE TEN SLOTS. We HAVE THREE VOLUNTEERS WITH ME AT THE SENIOR CENTER. We HAVE ONE WITH THE BUILDING, one WITH BOARD OF HEALTH, one WITH HIGHWAY, which WAS NEW THIS YEAR, one AT THE LI with highway, which was new this year one at the library and one at Conservation Commission and one at town clerk. There is still one spot open. We're waiting to see if any department has a need to fill that spot, if they can get the 67 hours and completed before the deadline of.
Speaker 3:December 5th, so we're hoping to continue that. I think that's it what going on for sure thank you.
Speaker 5:Erin, I'm glad to hear all the activities going on in terms of the. Save program. Back in April I had asked for a proposal from you to expand the SAVE program. Where are you at with that?
Speaker 3:yeah. So I've talked to Jessica at the assessor's office so she said there's really no limit on the 10 people. The problem is getting. Where are we going to fill the people? Where are we going to? What do we have for them to do is mainly the problem. Like, right now, I can't. I have two applications, I think, extra, and I have nowhere to place them. So I think if it came along where there was a need and departments and we needed 11 or 12 or whatever it may be, we can do it. She said there was no nothing saying we couldn't. So I think that's where we're at with that. It's mainly just trying to see where we can fill them with what kind of jobs that fit them. I mean, I know we need a lot of the weeding done, but I haven't seen any applications for reading or anything. So it depends on their ability as well as where we can place them.
Speaker 5:Which have we ever done a presentation at one of the department head meetings, so that might be the first opportunity. But what I would also like to see as you take a little bit more time to come up with other ways, you can HAD MEETINGS. I DON'T THINK SO. So THAT MIGHT BE THE FIRST OPPORTUNITY. But WHAT I WOULD ALSO LIKE TO SEE IS YOU TAKE A LITTLE BIT MORE TIME TO COME UP WITH OTHER WAYS. You CAN ENGAGE WITH YOUR COLLEAGUES TO LET THEM KNOW ABOUT IT, because I THINK PART OF IT IS EDUCATING OTHER DEPARTMENT HEADS. As TO, I JUST GAVE YOU ONE IDEA. Speaker 2:We've already had a swearing-in ceremony. Next item referred to the planning board for a public hearing. A proposed special town meeting article regarding the name change from board of selectmen or select men to select board in the zoning bylaw, as mentioned last week. This was approved but the general bylaws at the annual town meeting. But we also and it needs to be done in a separate article need to do it for the zoning bylaws, because we have our general bylaws but we also have our zoning bylaws. So I would assume, mr Barnes, it will be the similar article.
Speaker 6:Was the annual town meeting only state zoning board rather than zoning bylaws. It will be specific to zoning board and because it is a zoning article, it requires a zoning hearing.
Speaker 2:Right, exactly. So the planning board will have to hold a public hearing on that and hopefully between now and then we'll hear from the Attorney General's office giving his final approval for that.
Speaker 6:I'm guardingly optimistic that will be the case.
Speaker 2:Since many communities have already made that change. I can't imagine that the Attorney General would have an issue with it, but we shall see. Okay, so that's just information.

Speaker 6:Mr Barnes yes, we continue in the process of interviewing for the executive assistant to the town administrator board of selectmen. We we went through a number five candidates, have narrowed that down and we'll be doing additional reference checking and and in probably another round of interviews and also same thing with the health inspector. Preliminary interviews have been done. There will be final interviews being done tomorrow when, pending references, hopefully we will soon have a candidate for for that position as well, and other than that, as the board voted last week, just to remind the public, our upcoming town meeting will be November 17th, monday at 7 pm and articles are due, I believe, october 10th. So hopefully that will be a successful town meeting and it takes a long time to prepare for that thank you, man chair two items.
Speaker 5:I had the chance to attend green humus talk is opening day on Saturday nearly 400 kiddos playing in about 50 adult volunteers to make a possible phenomenal work. And they went over some of the improvements that they did to the fail to the electrical lighting and to the bathrooms there, with a lot of it being donated. Businesses like RMC construction, rain ham based RAINHAM-BASED DONATED THE BATHROOMS, tmlp DONATED THE REPAIRS TO THE LIGHTING, brian ANDREID ELECTRIC DID DONATE THE FIXTURES. So A LOT OF RAINHAM BUSINESSES STEPPING UP AND DONATING SERVICES. And THEN THE SECOND PIECE IS WHAT I H.
Speaker 5:It's Part 1, title IX, chapter 60, section 3D, where a town can accept the provisions of this section that are hereby authorized, subject to the approval of the commissioner, to design and designate a place on its municipal tax bills or motor vehicle excise tax bills, or to mail with such tax bills a separate form whereby the taxpayers of said city or town may voluntarily check off, donate and pledge an amount not less than one dollar or such other designated amount which shall increase the amount otherwise due, and to establish a town aid to the elderly and disabled taxation fund for the purpose of defraying the real estate taxes of elderly and disabled persons of low income. Any amounts donated to said fund shall be deposited into a special account in the general treasury and shall be in the custody of the treasurer. The treasurer shall invest said funds at the direction of the officer, board, commission, committee or other agency of the town who or which is otherwise authorized and required to invest trust funds of the town, and subject to the same limitations applicable to trust fund investments, except as otherwise specified herein. Said BOARD SHALL ADOPT RULES AND REGULATIONS TO CARRY OUT THE PROVISIONS OF THIS SECTION AND TO IDENTIFY THE RECIPIENT OF SUCH AID.

Just a couple of upcoming events the 6th Annual Thai Food Fair will be held on Sunday, september 21st, at the temple, the Buddhist temple on South Street East, and that's from 11 am to 4 pm and the community is invited to attend that. And also, as you've been hearing us mention many times, our Renium Community Celebration Day is coming and it's coming soon, less than three weeks now, three weeks from this past Sunday, and that is on Sunday, september 28th, from 12 until 4 at Gazebo Park at the Borden Colony Complex and, as Erin mentioned, also, open house at the Senior Center and the area in between will be filled with people and all kinds of activities going on. Just to give you a little rundown of the entertainment schedule, which obviously there's no charges, it's free and open to the public. And at the gazebo, from 1130 to 4 o'clock, we have continuous entertainment. Even though it officially starts at 12, we get things started a little bit earlier. So at 1130, the Bridgewater Antiphonal Brass Society will begin their concert. There will be a brief break at 12 for an official opening ceremony you are all invited to attend that and then the concert will continue until 1 o'clock.
Speaker 2:From 1 o'clock until 1.30, we will have Henry the Juggler giving a performance. Then 1.30 to 2 o'clock, a magic show with Dennis Dennis Blanchard. 2 o'clock to 2 10, the Bridgewater Rainham Regional High School varsity cheerleaders will perform 2 15 to 2 30. Personal best karate has the demonstration 2 30 to 2 45. Our Bridgewater Rainham Regional High School marching band will perform from 2 45 to 3, 3 o'clock United I'm sorry Unity Martial Arts will give a performance and from 3 to 4 is Joe's Crazy Creators Reptile Show. And yes, that does include some very large snakes, so I won't be getting too close to that, but the children will love it. And then in the kids' zone over by the Senior Center there will be face painting with radio volunteer Pam Benoit and friends. There will be yard games and a Silver City dance demonstration from set 1245 to 1 o'clock. Strolling magic with Dennis Blanchard from 1 to 1 30, a drama kids demonstration from 2 to 2 15 and balloon artist Dennis Blanchard. From 2 o'clock until 3 30 and from 12 until 3 there will be pony rides for the children as well. Also Henry the juggler will be walking around and stilts for part of the time. There is an alpaca petting zoo that will be next to the Jim Conner building. That's from 12 until 4. Reigning police, fire and search will be giving demonstrations in the parking lot behind the senior center. Rave will have a bake sale. That is a fundraiser for community day. There's also a pie baking contest going on. That will take place in the senior center and it's going to be a great event, and that is all that I have. There's ALSO A PIE BAKING CONTEST GOING ON. That WILL TAKE PLACE IN THE SENIOR CENTER AND IT'S GOING TO BE A GREAT EVENT AND THAT IS ALL THAT I HAVE ON TO CORRESPONDENTS.
Speaker 2:We RECEIVED A LETTER FROM BRIDGEWATER RANIUM REGIONAL SCHOOL COMMITTEE IN RESPONSE TO THE TOWN'S LETTER REGARDING AN OPERATIONAL AND and financial review of the district. This comes from school committee chairman Rachel King and basically Rachel goes through some of the efforts that the school committee has already taken or is in the process of taking to try to address concerns. Human resources director and this is very important has reached out to various contacts to change their health insurance group and or join a municipal group to obtain a lower premium for our fiscal year 2027, in addition to opening up the Public Employee Committee bargaining group for negotiations in September, because health insurance obviously is one of the budget busters and potentially an area where they could recoup some savings. They're also in contact with their state legislators to try to increase chapter 70 and chapter 71 funding. They've also worked on a five-year budget projection. They've reactivated the working group which consists of representatives from this. They've REACTIVATED THE WORKING GROUP WHICH CONSISTS OF REPRESENTATIVES FROM THIS BOARD AND FINANCE COMMITTEE AND ALSO SIMILAR FROM BRIDGEWATER TOWN COUNCIL AND IN ADDITION. They've SCHEDULED A JOINT MEETING OF THE SCHOOL COMMITTEE WITH THE RAIN AND SELECT BOARD AND BRIDGEWATER TOWN COUNCIL, bridgew board and Bridgewater Town Council, bridgewater Town Administrator, bridgewater Town Manager, and that is scheduled for Wednesday, september 17th next Wednesday. Mr Barnes will need to post that as a special meeting of the Board of Selectmen so that we can participate in that. And in addition, they've also retained the Collins group to review, analyze and provide feedback regarding the fiscal year 2027 budget cycle.
Speaker 2:And in summary, ms King writes during the FY2026 budget cycle and following the failed overrides, the school district has implemented many strategies to improve our budget process, increase transparency between the district, the towns and the communities, control and reduce expenses and also streamline their budget process. Regarding the both towns' request for the operational and financial review, the school committee agrees it would help gain the community's trust and confidence should the need arise for another attempt at an override for the school district, which seems likely. However, they believe some of the requests may be satisfied by the Collins Group budgetary review that is currently ongoing and would not want to be duplicating efforts. At one of their upcoming meetings, superintendent Powers can go more in-depth into the scope of the work being completed as well as provide an update on the efforts of the Collins Center to this point, and I understand that will be discussed at the meeting next Wednesday and their primary concern is that they have not budgeted money for such an independent review. So it is proposed at one of the upcoming joint meetings in September or October, this matter be more fully discussed as to the scope of work, the towns are requesting that is outside of the Collins Group review and further discussion as to the responsibility for payment.

It has become apparent over the course of this difficult budget season that now more than ever we need to partner together to provide the AND THE SCHOOL DISTRICT DURING THIS TIME.
