Planning Board 09/18/2025

A single vote can redraw a map, and tonight we walk through how small line shifts and clear names shape real neighborhoods. We start with a wetlands-aware redesign that widens a building envelope on Lot 5, cascades adjustments across adjacent parcels, and earns approval by tightening buffers and staying compliant. From there, we tackle the practical side of growth—why road acceptance waits until water, sewer, and highway issues are resolved, and how escrow funding keeps third‑party engineering review moving without tapping public dollars.
We also clean up the record on subdivision identity. West Pine Estates becomes official, with new street names—Cypress Way, Spruce Street, and Foxdale Lane—already coordinated with the fire department and tied to permits and pre-assigned addresses. It’s not just paperwork; consistent naming and addressing support emergency response, deed recording, and homeowner sanity. Then the horizon broadens: a Tractor Supply conversion for 59 Route 44, a Popeyes site plan at the former jewelry location, and a Raising Cane’s proposal at 600 South Street West. Alongside that, Greco Ford’s reuse of the old Stop & Shop moves forward under an abbreviated site plan, keeping the footprint, parking, and drainage steady while refreshing the façade and use.
Throughout, we share the reasoning behind each decision: protect wetlands where possible, insist on complete as‑builts before accepting roads, and fund peer review to safeguard quality. We explain when new construction triggers full site plan review and when reuse qualifies for a streamlined process. You’ll hear how addresses were assigned across East and West Pine to keep permits and safety aligned, and why temporary occupancy extensions sometimes bridge long redevelopment timelines. If you care about how everyday votes create lasting change on your block, this is a clear window into the process.

This is September 18, 2025. This is the Green Camp Planet Order. Join our meeting in person or watch a live broadcast of the meeting of the Green Camp Chair, Contrast Chair, Chair 34. First on the chair is minutes from August 25. Do I hear a motion to wait for the moved?
SPEAKER_00:Second.
SPEAKER_02:Hello everybody. My name's Max. I'm going to be representing Long Built Homes tonight for those of you that don't uh know me. And I'm going to be describing why we are moving the lot lines. Um, and we're looking for your endorsement on this plan. Uh so we made the initial change to lot five that you'll see on the left there. So we wanted to get that lot line a little bit wider, which is going to give us a better building envelope and also allow us to get a little bit further away from the wetland. And as a result of that, we had to then adjust the lot line of lot six in order to provide the proper ratio of the wetland six. And we were able to do that by taking away from seven, which has no wetlands in the easy question.
SPEAKER_03:Hearing none, I will entertain a motion to approve the plan. Approval not require the plan of land at West Time States, formerly known as Wayla States, to land in Rainbow, Massachusetts. Dated August 7, 2025, revived September 18, 2025 by River Hawk Land Survey. Any further discussion? Hearing none, all in favor? I've stayed. Okay, where's the original? Our clerk signs those is next up is Rainham Preserve and Rainham Preserve East Road acceptance plans. I understand that's not ready.
SPEAKER_01:We got the plans a little premature. So the series of events that needs to happen is the select would need to approve it, and once they approve it, they're referring to the planning board. The plans are not 100% complete yet. Still have uh some issues with the water, sewer, and highway department that need to be resolved and reflected on the Asville plans. That process is underway. You probably will see it at your next meeting on October 2nd if things get resolved next week. If not, it'll be at the second meeting in October. So there's no action that needs to be taken on this tonight. You can refer both of these bills to Max while he's standing at the podium. Uh you just want to make sure that uh someone brings in a check by the beginning of the week so that we have enough money to pay the bills that we have from the review engineer. I think uh if you want to let them know, we're looking for a$25,000 check.
SPEAKER_02:$25,000 by the beginning of next week. Yes, please.
SPEAKER_01:You can put you can make a motion so it's in the minutes if you like.
SPEAKER_00:I'm gonna make a motion that uh lawn built builders for$25,000 for the funds for uh review. The review account.
SPEAKER_01:Can you understand what we're doing?
SPEAKER_03:Any discussion? Hearing none all in favor? Aye. Aye. Lincoln Woods uh council is working on that year as well, wouldn't it?
SPEAKER_01:Um I talked to him about this probably a couple of months ago now. Um this is waiting for the one to get some together, but that's gonna cost me about$139,000 in the bottom to be captured. Unfortunately, the stuff is probably gonna be more cost of finalizing the condition. Same as last week or the uh we'll just go to stop the access.
SPEAKER_02:Cyprus, spruce, and foxtel lane. Cyprus, Cyprus Way, Spruce Street, Foxtel Lane.
SPEAKER_03:We have a request by Longville Holmes to, well, first of all, Longville to build in the subdivision and kind of a couple of them in the Pine Street area. And they want to change the name of the subdivision, and they will face the S finding statement, and then change the name of subdivision streets also and allowed to it because registry feeds already out plans and kind of paperwork within the whole thing. But we have done the other report to do it for that food. Bob, do you have any input?
SPEAKER_01:Well, um originally the subdivision on the west side of Pine Street was approved with Layler Estates as its name, uh, subsequently bought out by Long Bill, uh, and they came forward with West Pine because of it made sense because they were doing the other side of the road, which is the east side, and they named that East Pine. Subsequently, um, when we approved uh some of the changes and we approved um the plan, uh it had the names on the plan. Uh so we never captured that approval officially with a motion, and that's what we're trying to accomplish. With the new names on the plan. Um so just a point of information that we've they've already uh applied for permits and received three permits, uh, we use Spruce Street as the name for the permits. So they have they have uh 10, 5, and 15 Spruce Street that permitted and actually under construction as we speak today. So they we move forward with the name change even though we didn't have a formal vote. And what we're trying to do tonight is just to get a formal vote so that it can be properly changed by their attorney. I think the registry of deeds issue is going to be handled by them, not not not us sort of.
SPEAKER_03:I will entertain a motion to approve the change of names as set forth on a letter from Longville Holmes dated March 21, 2024, to change Layla Estates to West Pine Estates, Mia Circle to Cypress Way, Austin Court to Spruce Street, and Layla Drive to Foxdale Lane. And the letter from Longville Holmes makes a note that the main changes have been approved by the fire department. Any motion?
SPEAKER_00:So moved.
SPEAKER_03:Second, any discussion? No hearing not all in favor. Aye. Abstain.
SPEAKER_01:So sorry, for your information, once both subdivisions were approved, we we took a master plan, uh, the building department and the fire department. And we actually need we we um we gave addresses to each individual lot. Those addresses were given to the developer, and now each lot, even when they come for permitting, has a predetermined number on the lot. So those numbers are available for you if you're interested in it, but that's how it's gone. Uh so East Pine and West Pine, uh names it have approved, and all the lots have been addressed, so that's that's all done so they can move forward. Let's paperwork reopen. See you later, Max.
SPEAKER_03:Okay, do we have any old business on new business inside? Yeah, I don't know about a road extra letters on the board that's over commissioners.
SPEAKER_01:That's also the road acceptance uh issues that I outlined earlier that need to be resolved.
SPEAKER_03:We covered planning coordinator update then?
SPEAKER_01:You can do that now if you'd like.
SPEAKER_03:Okay.
SPEAKER_01:All right, a couple of irons of the fire, um, just so you're aware. Uh I did have a pre-submission meeting. Well, actually, I had a meeting, I haven't had a pre-submission meeting yet, but I had a meeting with uh a company that wants to convert uh the big lots uh at 59 Route 44 to a tracker supply store. Um that's gonna be in front of you hopefully probably by early November, just so you know. Um Popeyes have started to poke at uh putting permit applications together to get started on their site plan at the old Chateau Jewelis, so you know. Uh also uh we had a meeting with a company that wants to change the um building at 600 South Street West, the old uh party store. Um they're talking about tearing that building down and building a fast food store, uh Raising Cain. That's which is another another chicken outfit. So a lot of chicken may be coming up to the ring here in the next few months. Um 1900 um Broadway, the um fedding track facility, whatever you call it, um, they had a temporary oxygen permit that expired. There's nothing new happening there. I extended that a temporary oxygen permit for office use only, no public use, for another six months. I'll keep you posted as to what's happening there. Brian, you probably know this as much as I do. Um other than that, your next meeting, I reached out to the um attorney who's in charge of the 539 South Street East situation. He told me that there's some new information that he's gonna bring forward to that meeting on October 2nd, um, which has kind of been dormant over the last several months. Uh so there's new information coming your way. And you also have uh 36 New State Highway on the agenda. That's the Greco Ford building that was taken over the old stock and shop building. You all know what's going on there. Uh that's in front of you for abbreviated approval. Um you notice they've gutted the building. They're ready to build a building once they get site plan approval, but the building's been gutted, it's all fenced off. They got a demo property. Other than that, I just also bring to your attention that I will not be here at that on October 2nd. I will be out of out of town. Um I will be here for the second meeting in October. That being said, you're you know, the Greco Ford site plan is abbreviated. It doesn't, it's not gonna get um a pair review, it's a reuse of the existing structure. They'll make a presentation. Uh the footprint's the same, the facade changes, the use changes, the parking lot stays the same, the drainage stays the same. So there's not a lot of whole, a lot a lot of nuts and bolts there. Um so you're gonna get the plans hopefully to review the final plan, you know, several days, maybe a week before that meeting. How burrow front? Anything going on? The 4MA lot, when the 4MA lot comes in, which they're talking about building a uh another bank there, that'll be a full site plan approval because there'll be a brand new building. But that won't be part of their scope when they come in front of you the next meeting.
SPEAKER_03:I have the plan from the city of Clinton concerning South Street and following the outbreak roadway.
SPEAKER_01:That's the uh construction of the side of the South Street bridge. Uh I have nothing to do with it.
SPEAKER_03:And the RAM necrosin is rescheduled by Fulbright second.
