Thank you. Good evening. That's a report for the fire department for the month of November. We had uh 98 fire incidents, 234 medicals, and 87 uh inspectional services. Um last year we were at 3, uh 435 runs, and this year we're at 3,588 for a difference of about 153 runs there. So we're we're probably gonna finish the year with uh another record high of uh incidents. Uh over the weekend uh we did our annual Santa ride and uh we can't thank the community enough. We collected so many toys and Barrett can uh back me up on that. We collected probably way more toys than we've ever collected at any point in time during the last seven years on that run. And uh it's always good to see people smiling and having a good time. And uh I'd also like to uh a special uh shout out to Mike McRae. Uh if you know, you know. But uh riding around in that truck in the cold is not fun, but he enjoys it and he's been doing it for a very long time. Uh if anybody has any new run wrap toys, they can still drop them off at the fire station right up until next Wednesday. And uh that also helps our secret Santa that we've uh Barrett and uh Jason Currents have kind of taken over from many years ago um to help some uh Rainham families in need. And and truthfully, uh without Barrett and Jason uh putting the dedicated time that they need in there, that that that program is very successful, and it's because of those two guys and their families. Um and other than that, uh happy holidays to you. And that is uh all I have for the five hours.

All right, next we have our highway superintendent, Norm Stewart Event, with his monthly report. Welcome.

SPEAKER_00:

Thank you. Nice to see you all. I have some updates from the highway department for the month of November to today, uh, December 9th. The Solid Waste Division was busy last month uh with the intake of leaves uh for the fall season. Uh also the brush dump that closed up for the season a couple of Saturdays ago, November 29th, and it will reopen again in um April of 26th, the first Saturday of that month. The town has been awarded um$3,360 uh for recycling dividends uh program funds under the sustainable materials recovery program. That's a tough one to say. Um Rainham has also been awarded$8,000 in funding for a drop-off um equipment for a glass container, which would be in the in terms of a new dumpster uh to collect that glass. Um we applied for that in house law resubmitted that to the DEP, and we were fortunate to get that. Parking grounds division, the crews were busy with all cleanups around town at different locations, uh blue-out irrigation, winterized irrigation systems, wells concession stands, and they're all set now for the winter. Uh they were also busy with the holiday decorating at the gazebo ahead of the parking lighting event. They have this coming Saturday, 1213. Uh Road crew has been busy with catchbase and cleaning as part of the MS4 regulations. They've been busy with uh catchpassing repairs, uh road repairs, filling cartholes around town as needed, and the crew has uh the crew is able to put the flags out ahead of uh this year's veteran day. The crew and the mechanic also got all the snow equipment ready for the snow and ice season. All necessarily necessary repairs have been completed, and all equipment I'm happy to say is ready to go for the season. Uh snow and ice update as of 12.9. The highway department has had two salting events so far to report. Uh one was on uh the early mornings of uh Wednesday 12.3, and that was before the commute not only required bridges and culverts and some shady areas around town. Uh the other one occurred on Saturday night, 12.6, uh around 6.30 p.m. and that uh required the whole town to be salted. Uh road projects are all now complete for the uh 2025 season. Uh stay tuned, we'll be posting on the website and updating you folks for the um updated project for the spring of 2026 uh for the hopes that we want to get done. Um one good update for the Garden 3 Bridge. GPI has completed the final plans, and that has been sent off to uh submission uh to the mass uh bridge team uh for their final review and or comments. Um we're also waiting for one permit uh for a dam safety permit for that same project. We're hoping that that will be in by the end of winter, and there's a good chance, fingers crossed, that we'll be going out to bid at the end of winter, early spring, and possibly be able to start that project in the summer of 26. And besides that, happy holidays to all, and that's all I have.

As a matter of fact, the family of um Lou Bousquet made a very generous donation. As uh Mrs. Bousquet said that Lou also said at some point in the future he'd love to see those parades, those flags along the whole parade route. So you may take more parades flags coming your way. Thank you so much for everything, Noah. Uh before you leave, though, we'd probably go to some of the items that we have on the agenda. If you want to stay, we have if we can move ahead, if the board's amenable to that, to under new business item nine uh C, discussion and vote on transfer station permits. Do you want to um give us a little background on this?

SPEAKER_00:

Sure. So in the 22 years that I've been with the department, uh to my knowledge, we've never had an increase in that window stick of the permit, the yearly permit, or the half-year permit. And looking at today's expenses versus revenues as best we could through radar, uh, we had a little bit of the difficulties. Uh, Chris, I and Laurie and Greg had been working on that because we had some discrepancies on different things to find that true number. Um, we decided that we were going to ask for a uh an increase. The current fee was$70 for the full year,$35 for the half year. We had um tentatively requested$100 for the full year and$50 for the half year. That was going to just kind of offset and try to get that back to flush with expenses and revenues. Um again, we haven't gone up in in over two decades. So um the the bag tags would remain the same at$2 per bag. We were just asking uh to equal it out to other towns around the area. Uh we had it at 50 pounds, and we really need to knock that down to 25 pounds so that our intake of MSW trash would equal what we're paying per ton in that in that expense. So uh just a quick example, if we had all 50 pound bags, we'd only collect 40 uh for a ton at$2. That's only 80, and we're paying like 100 and I think 33 that we is our expense. So that was I was gonna lower that threshold to 25 pounds.

SPEAKER_02:

Mr. Barnes, do you have a recommendation? Do you support the uh highway superintendent's um recommendation?

SPEAKER_03:

Uh well uh as been mentioned uh we are estimating that uh the trash uh I should say the transfer station repli is being subsidized at$16,340 per year. Uh I was taking down to$127,600, bringing in an estimated$40,000 or$770 more in revenue. Uh one thing that's been discussed is the idea we don't currently have of having a senior discount for uh for those 65 and older, or suggested$10 for full year and$5 for half year. That would lower the estimates I just gave you. Uh we can't tell you precisely because we don't have uh good data correlating or between who's taking a sticker and their age. Uh but in any case, we still believe even with the senior discount, we would be taking in uh more revenue uh nowhere enough to cover the uh degree of deficit and subsidization, but over a multi-year period we might be able to get closer to being self-sufficient.

SPEAKER_06:

No, I appreciate Noam, Greg, and Chris's work um crunching some of the stuff I had questions on. Um you know, the the the numbers are glaring in terms of the deficit that this program is operating under, but it's gonna be years, if at all, where we get to a point where we can have it be net neutral. Um and so, you know, I recognize the need to increase the rates, but I also, and it was my request to look at a senior discount, and so I would make that two-part motion. The first is to increase the rates uh to the 150 and 50 for the full year, half year, and then the 90 45 for the senior discount.

Uh our recommendation is to take those who are currently being paid at 25 hours and raising it to 26 per hour. This is for the snow workers over the snow truck, the snow plow truck drivers, and those performing snow removal services for town hall senior center and COA. I only have one minor question, Greg. The senior center is the COA. So Oh, I'm sorry, Town Hall Senior Center, and uh that should be library set as a typo.

And also to acknowledge uh that we will be hiring an employee uh normally a new employee with snow removal would start at 25, but we are the norm is suggesting we start this person at 30, and the reason is he has a CDL license, and uh the 25 was intended for those who be on the regular trucks, not with those with the CDL. So to allow those with CDL, new employees, I said with CDL to be hired at 30 bucks per hour. One motion, correct? Yeah, yeah. Amended to make motion.

The Bureau of Local Assessment has notified us of the approval of our fiscal year 2026 valuations. The assessors would like to hold a public hearing to discuss classification of real and personal property. We will be ready for presentation on December 9th. So the meeting has been scheduled, and I will open the public hearing at 7:14 p.m. Jack's classification hearing on real and personal property, and ask Ms. Ace Oldfield to please come up in the presentation.

Hello, everyone, how are you tonight? Good, Jen. Thank you for your attention to this. I appreciate it. Uh, we have to thank uh Jessica Garcia and Amy Egghardt and the office for all their time and efforts into putting all these together and making sure all the T's and work costs and the I's were dotted. So thanks to those. So on page one, we have um the calculation for the levy limit, and in the next pages, we break that down a little bit more. So I'm gonna jump ahead to um the second page. 2025, we have all the numbers that we used to create um to come up with the levy limit for 2025, so we're gonna focus on the third page, which is our numbers for 2026. So um the previous um levy was uh 42,074,242, and we had amended growth for fiscal year 2025 of negative 19,100 seven hundred and for the added two and a half uh comes up to one million fifty-one thousand three hundred and sixty two. Um and then the new growth for this year uh was six hundred and nineteen thousand three thirty-five. With the debt exclusion of one million seven hundred and nine thousand seven hundred and four, we have uh the levy limit of 45,134,898. For 2026 uh for the town uh 5,754 accounts, we have a total of uh for the whole town 3,608,116,811. Of that um 960,126,198 is in the Northwater District, and um 2,498,195,547 is in the central water district, and the accounts are broken down there for each. With these numbers, uh examples of a proposed single tax rate for the town would be$12.59 per thousand. Uh yes, per thousand. Um central water district would be um one dollar and six cents. Historically, the town has taken up one twenty-six uh shift, which is resulted, which if used this year would result in a residential tax rate of eleven dollars and seventy-five cents for the residents in commercial would be fifteen dollars and eighty-six cents. Included in these numbers again is the debt exclusion of one million seven hundred nine thousand seven hundred four, and the effect on the tax rate is 47 cents. This in comparison last year the figure was 56 cents of the rate. Currently, the town's average assessed single family home is 619,800. The average town tax bill with the single rate would be uh 7,803, and with the 126 shift, it would be uh 7,283. We do have some information in here regarding the shifts and all those uh the numbers. Next page page four, we just have a breakdown of the properties, single-family homes, multi-family homes, condoms, um, etc. Um, and um we have those breakdowns of the page five. We have the breakdown of the new growth. So again, that number was 619,335. Um we have um, if you look, um I just thought it um single families it was of the new growth, it was um 10,323,000, and for the condominiums it was uh 24 million of that total values. On page six, we have um you know pretty much a full chart of the ship. Um again, historically on page seven, we have the 126 shift that we usually take. Um, and on page eight, we broke down, we did a smaller section so you can see the impact of the simple rate, what that does to the annual tax. Uh the 126 that we have has have historically used, a 130, a 140, and a 150 split. Basically, between the 126 and 150, um, you would see a difference in a residential bill of um about$477 a year on the average tax bill versus an increase in commercial of about$6,000 a year. This is a difference between$126,000 and$150. Um page nine, we just have a comparison with some of the other. Um cities and towns in the tax rates, what they've done for shifts and how that impacts their rates you can see as a comparison with some of the ones that are close by where we fall in comparison, kind of right there in the middle with the other towns. And then on page 10, we have some of our top five activity players. So these are the numbers that presented to the board.

Thank you. Thank you, Mr. Thank you to Jess, Amy, and obviously your whole board. As always, I appreciate how power you all are with putting together this uh report, and I am especially uh grateful that you were able to get it to us so far in the past because it gave me some extra time to digest it. So I just want to acknowledge the good work that you all did for that. Um we are leaning this the same as the S3 is, and I in my opinion, the 126 is the number that is working. It's uh a decrease of 35 cents per thousand on the residential tax rate. Um, and the average tax for a while, I think all of us would want to see it be a net zero uh is a modest 140 million dollars. And I think uh in 2025 my trash is not what that would be. Um and so I think that's something that speaks to the efforts of all of us working to have some uh fiscal restraint and appreciation for our residents at our tax dollars. Um I also want to know because you know we have to balance the interests of our residential taxpayers and our commercial taxpayers. And one of the things that I always look to is how retail is going, but I also look to how business confidence is in EuroPS meeting since November of 2024, business confidence in Massachusetts is actually down 16%. And so typically what that means is the more seating also a direct correlation, businesses stock checking employment, businesses stop closing locations, uh, and those are all things that we've directly seen happen here in range camp. So um, you know, again, I think all of us would love to have a next error on that, but I feel 126 continues to be a rate that works for us um on both ends of the spectrum and it keeps us competitive regionally. If a new business should want to locate here, they're not gonna see uh an exorbitant rate. So uh that would be where I think.

SPEAKER_08:

Thank you very much for all your efforts and support that goes into this. Um I don't know if it's my ignorance to this being new and heavy, but um I would ask if we would consider going up on the uh shift um a significant amount, but even if we went to the 1.3. And the reason I say that is this isn't a um I I ask for this understanding that you know it's not a popular decision, and um we have to be cautious of our businesses in town, but the way I was at last year, we didn't have enough money for our schools, and we asked for an override of the towns that know a lot of what I heard was you know, before you're asking for more money, can you try to get a little bit more out of the companies or the businesses in town? And you know, I heard that over and over again. And um, you know, I I played the balancing act of you know we do have to take care of our businesses too, because we lost these ones to scare off our businesses and that they you know they've always been there for us. Basically, I would be asking the businesses to step up and be the ones to take the first step. So if and when, and again, this isn't a popular thing, but realistically, you know, the money isn't growing on trees and the financial problems aren't going to go away, and we're gonna be in the exact same spot next year for the school, we'll probably be here after that. And if we dare ask the people for um two and a half override again, I at least want to say that you know we took a little slither of a piece of bio from these businesses, and they're helping us as well. I just can't go back to the citizens and ask for a drop two and a half without at least trying to increase the commercial side of it a little bit. Again, not trying to hurt the business side of it, I understand. But I do also think we have a lot to offer. Location, location, location. It is it is raining. We have Route 44, we have Route 138, we have Route 24, we have 495. There is also a reason businesses come to rain. It is a good location. Um in times of tough. We need help. And I'm asking maybe we consider going up a little bit from this consideration.

Um, so the recommendation of the board of assessors is to stay with the 126 uh we just always held on the fact that the the town has been historically had the 126. We were not really making a recommendation one or the other. Okay.

No, I mean right now I don't see any reason to change that shift right now. I think you know, I think the new growth in the residential sector would uh be indicative of unfortunately not reading the change that that shift. Again, the shift doesn't change the total, the total pie is gonna stay the same. And if we get to a two, if we get to a two and a half proposition override situation next to a fiscal 27. It's still gonna burn the businesses if we change, you know, if we change so everybody, everybody's tax bill is gonna go up regardless. Um so the businesses theoretically will be picking up a bigger share of that cap and two and a half. That would be my only that would be my only considered changing that ready for that.

As much as I'd love to see my taxes go down a little bit and get some kind of break, it's really hard to ask businesses for more because they do bring a lot to our town, um, as well as you know, retail, a lot of things are online. We have a lot of vacant buildings. You're gonna end up, I mean some of them are being filled, but they're not filled yet. Um it will definitely, it may definitely cause people too much uh businesses to have two ways. I I think this works the way it is, is sufficient.

Um, I want to reiterate my uh my colleagues' comments to thank the board assessors and the assessor's office for all of the work as well as our finance director and uh town administrator for all of their efforts. And um I would um I would say that I would also I think I would hold to the 126. If you look at the comparison of tax rates, where we're we're right in the middle, we do give the the um property owners, the homeowners, um a break as it is, and I think a relatively small break on the taxes for the residential um relates to a large increase for the commercial, and as if we do have an override again, it'll be the commercial that'll be sharing a larger part of that burden. So um I think it has worked, it seems to be in the middle when you look at the others. So um I think I would land there as well. But we do not have a motion, we've been discussing, we made a motion on the floor.

Yeah, I have motion for the one, two, six, but certainly recognize and appreciate Mr. Collins' uh comments, and apparently they don't go uh unnoticed.

Uh yes, uh, you may recall that during um the town meeting at the request of the Board of Selectmen there was an article for a elderly and disabled tax fund that uh was passed. Uh we're gonna try to have reference on the upcoming real estate tax bills going out to the third and fourth quarter. It'll give an address where people can send donations to uh we will also refer to the website where people can get detail on the phone. Um there's no good way to put any detail in the search would be honestly something we'd want to do for the long term. So the goal is to make a reference to a given dress where we can send the money separately from the regular writing of the tax bill and also reference to a site on the website where you can learn more about the funding. We do need to establish a committee, so uh I will put that on for the agenda for next week. Um we need to solicit um three citizens, I believe, for that that committee. And it also includes the treasurer collector and the um uh chairman of the board of assessors.

Thank you. Any questions from Mr. Department? Thank you, Mr. Dean. Um, I just want to mention I did attend um last Wednesday evening. This is my we have an annual leadership conference in which they invite representatives from each of the um organizations that support the school district. The parents group from each of the school, obviously RAVE, our FOBRA, which is the Friends of BR athletics, um, the music compositors and so forth, and they all share, you know, information of um the different uh events and fundraising that they do to support our schools. And I just want to send a shout out to all of them. Um, their support of the schools is so critical in good times and in bad. And um they all labor so hard to uh try to do also the Bridgewater Rainbow Educational Foundation. They were represented there as well, and just um it's a great effort that they do. Um, toward the end of the meeting, Mr. Superintendent Powers also asked if they were hearing from any of their constituents' parents or you know, others as far as impacts on the increased class sizes. And we did hear some of that. Some of the parents saying that they would have a you know, a student that would come home and say they needed help from the teacher, and the teacher, not the teacher's fault, but the teacher couldn't get to them because they had you know so many others that needed help in the class. And I mean it was very clear that the teachers are doing an awesome job of stepping up, trying to do as much as they can, but it is difficult when you have large class sizes. And and one mom of a high school student said that her you know, her son only was able to get two of the six classes that he was interested in in uh in taking this year. So the effects are are there for sure. And um I know the school district is doing what it can. I just wanted to mention that just for upcoming events. This Saturday, our park and recreation department is having their annual and very um popular uh tree lighting ceremony at the gazebo park. That will be Saturday from 3 to 4:30 p.m. And a couple of items from our senior council and aging senior center newsletter. The holiday party for seniors at the COA at the senior center is on December 18th at 12 o'clock noon. Um, it's a$10 charge, and it involves it includes, I should say, a meal and entertainment. And you need to sign up seniors by December 11th, which is this Thursday. So make note of that. Um, Aaron Medeiros, our director, also wants to send out notice that the SAVE program allows Iranium residents age 60 and older to earn real estate tax credit up to a thousand dollars per household based on fulfilling 67 hours of jobs or assignments. All jobs or assignments must be completed between January 15th and December 5th of the year. And now is the time to sign up.
