Lines on a map decide what happens on the ground. We open the meeting with a straightforward goal: keep construction away from wetlands, make the rules visible, and document every step so builders and neighbors know where the limits are. A continued request for 90 Spruce Street sets the tone—a corner that once slipped toward the 50-foot buffer gets pulled back, and we lock in the boundary with 25-foot no-disturb signage to prevent creep over time. The motions move quickly, but the principles behind them are deliberate: precision in plans, clarity in field markings, and a paper trail that holds up when weather or memory blurs the details.
Warren Street brings a similar rhythm with a few critical checks. A missing DEP file number delayed action earlier; with it now secured and the plan updated, we walk through an Order of Conditions anchored by the same 25-foot no-touch rule. We don’t just talk policy—we make it legible in the field with signs that say exactly what must and must not happen. That kind of simplicity is a feature, not a flaw. Contractors rotate, seasons change, and a clear stake line is what keeps sensitive ground from turning into a casual laydown area or a shortcut for equipment.
We also push back where speed risks outcomes. A request for a Certificate of Compliance on the Mill Street project sounds tidy, but restoration needs a growing season to prove itself, especially after winter. Rather than rubber-stamping, we question readiness and commit to follow up. That’s the balance we aim for: approving what meets the standard, conditioning what needs boundaries, and pausing what hasn’t yet shown it will endure. If you care about how towns thread the needle between development and conservation—how a Negative 3 determination differs from an Order of Conditions, why 25 feet matters, and how signage translates law into practice—you’ll find a clear view of the process here.
If this kind of practical conservation work matters to you, subscribe, share the show, and leave a review. Your feedback helps more residents understand how local decisions protect wetlands while keeping good projects on track.

90 Spruce Street Buffer Compliance
SPEAKER_02Alright. The first on our agenda is, excuse me, uh continue rest for re continue request for determined of acquittal of 90 Spruce Street, lot 11, West Pine Estates.
SPEAKER_01Thanks for having me. Uh Evan Watson representing the applicant appeared before you a few weeks ago, uh two meetings ago, where we um wanted to have all the work outside the 50-foot buffer area. I think I was like 55 feet, so um made a quick plan change and dropped it off for your review.
SPEAKER_02Um I forgot to do that for the last meeting, but um yeah, as you remember, last time we came through, um I think the upper corner was was uh in the 50-foot, they've rearranged it so everything's out of the 50-foot. Um so the only thing would be just like we've done with the other ones, signage at the 25. Um other than that, I see no issues. Anyone else have a question?
SPEAKER_04Um motion, Riley.
SPEAKER_02Any questions?
SPEAKER_03I don't have any questions.
SPEAKER_02Would you like to close? Yes, please. Yeah. All right, clear though.
SPEAKER_04Uh motion to close the request for determination. Uh 90 Spruce Street, lot 11, West Pine estate.
SPEAKER_03I will second that motion.
Voting And Signage Conditions
SPEAKER_02Motion made second it. All in favor? Aye, opposed. Uh we might as well just vote to issue.
SPEAKER_04Uh motion to issue uh negative three determination or request for the request for determination in 90 Spruce Street, lot 11, West Pine Estates. Uh, with the the provision that any work uh in the future is done within the 54 range needs to be in time just by all I opposed.
SPEAKER_03Thank you.
SPEAKER_02Oh the road yet. You closed rolling? Yes. Okay.
SPEAKER_01And before they just had a full back in the uh oh okay.
SPEAKER_02All right. Um in I had the issue last time I went down there. I had to clarify. Just make sure that the sign out front matches Spruce Street, lot 11.
SPEAKER_00Because the last time I went up there, they were uh because we had Cypress Way and Spruce Street, and I wrote one letter. I said, oh, these three lots of West Pine Street.
SPEAKER_02I mean I knew what they were, but just make sure that the corresponding lot has a signage that says lot 11, Spruce Street.
SPEAKER_01I know it's uh it should say lot 11 anyway. So Spruce Street is just the street that goes up, you don't have to take any turns or anything. Okay. It's just that page.
SPEAKER_02All right.
SPEAKER_01Um lot 11.
SPEAKER_02All right. And all the snow is didn't impact you getting the I haven't seen it.
SPEAKER_01Um I know like immediately after we left the last meeting, they pulled everything back and then it kind of snowed on it. So I don't know what I haven't been over this uh the last couple weeks.
SPEAKER_02So all right, so just do me one favor. Um just check it and just give Amy a call and I'll run right out. Okay? Very good. All right, thank you.
SPEAKER_01All right, thanks. I can send you an email to my set you talk about.
SPEAKER_02Yes, um, you have my phone number, right?
unknownI think so.
70–74 Warren Street Notice Of Intent
SPEAKER_02If not, um Lee has it. Okay, you can get it from him. Okay, okay. All right, thank you. Keep it, I have another. All right, next up is continued notice of intent for 70 Warren Street, uh DEP two six nine ten eighty-five. Proposed twenty-six by thirty addition with a 10 by 10 deck. Uh would you like to come up and say anything, sir? Or no? Okay. Um as we left it last time, they had to just make a plan change. It showed signage. And were they missing a DEP number or did they have it? No, last meeting. Oh, last meeting. Last meeting they didn't have the DEP number to it. Okay. So now we have the DEP number. In uh just in front of the twenty-five foot no touch. Yep. Um especially right around that tight area. Um once again, I'll just, you know, signage will say, you know, no activity beyond this point. Motion to close. Um motion to close. Well, I'm sorry, first of all. I know your engineer is not here. Would you like to close the hearing, sir? Sure, okay.
SPEAKER_04Okay, uh motion to close notice of intent 74 street 269-1085.
SPEAKER_03I will second that motion.
Order Of Conditions And DEP Number
SPEAKER_02Okay, motion be made and second it to uh close the hearing. All in favor? Aye. Aye. Opposed, unanimous, another motion. Motion to issue, if you would please.
SPEAKER_04Motion to issue a notice of uh order of conditions for 71 Street West, UP269-1095. Standing extended conditions with the note that uh signage around the 25-foot touch zone would be identified and marked on the clock.
SPEAKER_02All right, motion made, second.
SPEAKER_03Second, yeah.
SPEAKER_02Motion made seconded. All in favor? Aye, opposed, unanimous. All right, so you're all set? And uh Amy talked to you about getting paperwork? Yeah. Okay.
SPEAKER_04Thank you.
Minutes, Compliance Requests, Adjournment
SPEAKER_02All right, thank you. Have a good night. Good luck. All right. Um, we have nothing under informal. Did everyone get a chance to read the minutes? Uh it says January 21st, but should say February 4th.
SPEAKER_03Motion to accept. I will second that.
SPEAKER_02Motion made second it. All in favor? Aye. Opposed? Unanimous. Uh we do not have any bills. Uh the only correspondence we had was um the initials, G GPI. GPI uh informed Amy that they were ready for a certificate of compliance for the Mill Street project. Um I'm going to call them because I don't think they're ready for it and talk to them. I don't think they've had enough for the growing season to do the restoration work they did. So I will give them a call. Uh I don't have any site visits at this moment. Uh Amy, do you have anything? Nope. Anyone else have anything?
SPEAKER_04I'm all good.
SPEAKER_02You're all good? Alrighty. I'll have a motion then.
SPEAKER_03Motion to adjourn? Second.
SPEAKER_02That's my path.
SPEAKER_03Yeah.
SPEAKER_02Potion remained seconded. All in favor? Aye, oppose unanimous.
