Call To Order And Minutes

We are full members here. Even though you may not see Selectman Ken Collins, he is calling in remotely, so we have all three members participating this evening. So first up is the acceptance of the minutes of the regular session of April 7th, 2026, and the executive session of April 7th, 2026, with the executive session minutes withheld from public release at this time. Health Department And Animal Control
SPEAKER_04Good evening. Lindsay from the Board of Health update last month, the public health nurse had no community communicable these concerns to report. Lindsay will have her next blood pressure clinic at the Silver Center on Thursday, May 20th. She continues to keep up our maiden reporting system and it is up to date. The health inspector just completed a two-day certified body art training to begin conducting inspections as well as an overall training for inspecting reduced oxygen packagings. I received an email from the Bristol County Mosquito Control that area lava side application over Hobam Swamp, Ockam Swamp, located in Easton, Taunton, and Rainham, has been completed for the season. We received seven public health complaints and concerns in the month of March. All have been closed. The opioid working group has set up three little free libraries to date and placed them at the town hall, senior center, and housing authority. They contain some great information and facts geared toward children seven years of age to their teenage years. There are interactive activities and lots of reading materials. Thank you to Norm from the Highway for helping us with the sand that we needed to fill the bases, and Scott from the Veterans Office for helping put together the town hall library that's located out in the foyer or just before the entrance of this filter. In control update, barn inspections are complete for 2025. 2026 inspections will begin in the fall. As a dish gate, we have one dog on quarantine and one dog waiting for placement to a licensed shelter as soon as an opening is available. In the month of March, the ACO received 14 calls from Police Dispatch. There were two dogs, four cats, and three newborn kittens that needed temporary housing at the building and required multiple days and hours of care before being placed. We are accepting donations at the animal-controlled building. To name a few, we could use cat litter, blankets, any laundry detergent. That seems to be the least allergic for the animals, and cat, kitten, and dog food. The donation bin is located at the side of the building next to the fence at 2253 King Phillip Street. I remind you to the public to contact the Brainhand Police Dispatch number at 824-2716, and our ACO will assist you with any animal concerns. Highway Projects And Resurfacing Plans
SPEAKER_03Thank you for your report. Paul. Okay, next on our agenda, we have Noam Sturdivant, our highway superintendent for this monthly report. Welcome, Noah.
SPEAKER_00Thank you. Good evening. Evening. I have some good news to start off my report for last month, and one is that we have no snow and ice accumulation or totals to report. So that's there. The second thing is we uh got back one of our guys that was on uh military deployment for about a year. He was uh spent most of that time in Poland. He's back safe and sound and happy to be back, and we're happy to have him. So his name is Jay Carrier. We appreciate his service and definitely looking forward to having back. The second thing is uh we had an interim position uh that was filled, my old position, the former position for the pocket grounds for the highway. And we had an interim that was filling in doing a really good job, and we filled our position permanently with Rice Cataldo. He's doing a spectacular job at it. Um so we just wanted to give him a shout-out for that. Really good job. Uh as far as uh the divisions go, road crew's been busy with road repairs, catch-facing repairs, and getting ready to start sweeping at the end of this week or beginning of next. Uh, they've also been busy with plow damage repair lawns, and some walls got hit uh during the big storm at the front end loaders. Solid waste had another successful hazardous waste day back on 4.4. We had over 100 cars. Uh that's been about the norm for the last few years for the two different events, over 100 each event. Uh, the next one is scheduled for 10-3 from 8 to 12 again at the Highway Department. Uh, brush pile has been busy after all the winter. Inclement weather, that's been a real busy place to be the last few Saturdays. Uh parks and grounds, they've been busy with field prep, refurbishing baseball and softball fields, and the water is on the two concession stands uh for the for the start of the season. Uh they've also done a lot of fence repairs again due to the inclement weather over the over the winter. That was all the posted rail up and down King Phillip that was on the ground. Um some road resurfacing projects. I just talked to the contractor today. It looks like that could begin on Wednesday, uh, May 7th. And what I'm looking at for the spring would be King Phillip Street and King Street from the bridge to Locust Street. They're in really tough shape, especially after this winter. Um some good news with the King Phillip. That'll be from 138 to uh South Main. And we're gonna try to take care of the I I contacted the state. We have permission to uh pave the dog uh driveway going into the ACO building, which is really good because it's it's constantly uh potholes with that processed gravel that's in now, so that would be nice. We're gonna fix all the driveway aprons at the soccer uh parking lot because those stones are always out in the road, it makes a real mess all the time. And we're gonna try to fix some of the parking up at the Clockfield, which has been, it was an old cut-through road from Thrasher Street, and it's it's falling apart. We get a lot of silt in those catch basins around there because it's just flowing out of there and going into the catch basins. Um fall resurfacing, we're looking at Judson Street and Leonard Street, and we're trying to get, we'll see what the budget looks like, but we're trying to get some chip seal done to Richard Wayne and Sylvain and Wilbur and Laurel to finish up that evening from last year. Uh I was able to get some of the trees uh taken care of that were on the tree wooden list from last year, and uh we had some pruning done, some takedowns that were some of the worst. Uh, we'll probably need those folks in town again for another day or two, and then we have some stump grinding going on this Friday. I'm sorry, this Thursday and Friday for all the stumps that are around town. We're still working on some easements and road acceptance um work for the for the town meeting, and other than that, it's all yep.

Verizon Renewal Legal Services Vote

SPEAKER_05Are we all set to uh I was asked to try to get some numbers uh in doing some research? It appears that our current uh lawyer we use uh is uh one of the dominant uh entities that does this in the state, and the other dominant entity is KP law. Um internet research indicated that uh other towns and cities uh that are engaging them are paying three 330, 360 an hour for KP. Uh the quoted number for uh Bill August of the firm Epstein in August is 260 per hour.

Town Election Deadlines And Turnout

SPEAKER_01There is a very important date. Thank you, Madam Chair. Just do this together really quickly. So the election is Saturday, as we know, at the Rainham Middle School, 420 Titicate Road. All precincts vote at Brainham Middle School. The polls open at 10 a.m. and they close at 8 p.m. In-person absentee voting is available in our office during regular hours. The last day to apply for an absentee ballot in person is this Friday at noon by noon. That's the deadline. The vote by mail deadline already passed. It was last Friday, so we can't send any more out. As of 6:30 tonight, we've received 88 absentee ballots, 29 vote-by-mail ballots for a total of 117. And then absentee vote by mail ballots so far. And we have 13,272 voters. So just a few little numbers to throw out at you. And everybody's going to vote. They are. Yes, we're we're ready. We have the ballots and we have everybody already. So we have to have everything just like if it was a presidential election. So we're ready. And just as important as one, I might add. Yes, definitely. Questions, comments, Mr. Pacific?

Fiber Outage And HR Resignation

SPEAKER_05Yes. First of all, um last week uh there was some splicing that was being done to accommodate a customer of TMLP, and in the process of doing that splicing, they ended up it had uh uh larger effects and ended up shutting down fiber for many buildings in town that use uh TMLP for fiber services. Um I understand that there were impacts that went beyond uh RANM itself. Um that resulted in a number of our buildings uh losing their internet service and in some cases their phone service because they use what's called standard internet protocol for their phones. Uh the town hall was out for a few days. Uh it did uh get power back um uh uh a little afternoon uh on Friday. However, there are still three buildings, uh the park building, the COA, and the highway building that lack internet access. So we apologize to the public for any inconvenience this may have caused. Um we have been working closely with TMLP trying to get this back on. Unfortunately, we don't have that capability, only TMLP does. Um it uh uh we were expecting and hoping that the three buildings I mentioned, highway, park, and rec and uh COA will be restored power uh this evening. Um but we will uh keep the public uh apprised on the website. Thank you, Mr.

SPEAKER_05On another matter, um we have a uh resignation uh of one of our department heads, um Kelly Usher, who is our uh highway coordinator. She is resigning as of um uh uh uh June 1st. Uh she has indicated she would be willing to help us in any transitional uh phase on a part-time basis. Um I have not been able to, because I only received word of this last week, um uh haven't put a strategy together, but I think it is a very important position and we take uh steps at at um uh filling filling it or or something of the equivalent. Um I'm not sure if you want to read her letter.
SPEAKER_03Sure. It's addressed to Mr. Barnes and the Select Board. After careful consideration, I have made the decision to resign from my position as human resources coordinator with the town of Rainham. My last day will be June 1st, 2026. It has been a pleasure working with the Town of Rainham staff and retirees. There are so many wonderful, dedicated employees who serve the community well. I wish all the best to the Rainham employees and community. I will do whatever I can to ensure a smooth transition of my duties. Best regards Kelly Esher, Human Resources Coordinator, and certainly want to thank her for her service. As you mentioned, Mr. Barnes, it is a very important, very important position, and a key position in our team. Do you have anything else, Mr. Barnes, in your report? SPEAKER_05My last thing is uh May 5th. Uh we will have um the warrant for approval at May 5th. Um we will uh attempt to get a draft warrant up on the website beforehand. Um so just be prepared for the warrant. It's my understanding that the uh moderator won't be able to give the pre-town meeting as he has in prior years. Um it uh the other thing is we had uh some alcohol hearings a few weeks ago, and uh the it appears the state is um uh uh looking differently at certain protocol, particularly in terms of advertising and notifying abutters. This was stuff that the town uh had not been doing in the past, but uh we report all of this to the state, and um the uh state is now requiring certain things that we never were doing, for example, notifying the abutters. If you read the law, it seems to say it says original licenses, they apparently are now requiring this of any license not involving a change of manager. So we had a few hearings uh uh two weeks at two meetings ago, and we are going to have to have uh where we open them up at our next meeting and hear anyone who might have been notified and close them. I am not recommending we bring the applicants back because we have already uh had the had the hearings and and and given them uh a lot of consideration.
Budget Signals And Board Reflections

SPEAKER_07Thank you, madam chair. Two quick things. First, just want to take a moment to uh thank Mr. Collins for his uh years of service to the town and uh wish him well in his future endeavors. Uh these jobs are not always easy. Uh and credit to Mr. Collins who who came in uh from a different type of background, not having been on some boards of committees, and uh was able to get Ray to work with us to hopefully move Radium in a good direction. And so just want to give him that acknowledgement. Um and one other thing, the House released its budget last week. Uh, and noticeably, and I don't know if I recall a time that this has happened before, as typically the governor releases a budget, the House, then the Senate, and each one is subsequently higher. This year, the House budget is$33 million less than the governor's budget. Um, and the overall increase in state spending is 3.6 percent. Now keep in mind the state is not um required to abide by Prop 2.5, the 2.5% levy limit increase, so they can more freely increase uh to that 3.6 percent. Um, but again, I I I I don't know if I've ever seen it before where house numbers were less than the governor's numbers uh and a meager 3.6 percent increase. So I think it continues to paint a picture that I've been talking about really for months now about uh some tough times being coming up ahead.

I do just want to take the opportunity to uh thank both you and Joe on the board um for deep and giving me the time and the pain to uh give my opinions and you've always feed me with respect and a lot of my suggestions and what I thought people you're you're always thinking with me and you gave me the space to uh give my opinion. I greatly appreciate that. Also, my thanks to uh Mr. Barnes and Elliot for their efforts, and then also to obviously to all the employees in town. But uh it was an honor, really. It was a it was an honor to serve, and um I I thank you all for your help.

That was the uh uh primary, well actually the only fundraiser for our Rain A Memorial Day parade. So just want to acknowledge the event sponsors, the Bridgewater Rhanium Educational Foundation, Northeastern Machine Company, Carol Sullivan Real Estate, Mooberry Frozen Yogurt, Coletti's Market, Ambrosia, Rhanium Police Charitable Association, Rhanium Firefighters Charitable Association, the Korea Insurance Agency, and American Legion Post 405, which has been a huge supporter for everything RAVE does for our salute to veterans programs and in particular for the parade. So greatly appreciated that. So now that that's behind us, the parade planning begins on with the show, as they say, and our first parade meeting will be tomorrow evening, that's Wednesday, right here in the meeting room at uh town hall starting at 6 30 p.m. It'll just be the first of many meetings, but uh we are off and running, so to speak. And other than that, just want to mention again hopefully everybody turns out in votes this Saturday. Um if you uh want more information, where the Rainham channel has had lots of programs, and currently on uh they have the individual interviews with the applicants in contested races, as well as the Rainham Candidates Night replay, and that is um on Verizon or on Comcast, or you can go to the Rainham channel or YouTube and find the information out that way. And that is all that I have. We have um no, of course. Oh, there is one other thing though, too, that I want to mention, and this maybe could have come up under um unfinished business too, is that we still have positions open on some of our boards. So we're still taking applications. That's for the Council on Aging Board. We did receive one application for that today, and also on their cable, radium cable advisory committee, and also the Cultural Council. So anyone that's interested in serving, please send a letter of interest and a brief resume to the uh select board office in care of Mr. Barnes, and hopefully we will be able to accept those at our next meeting and forward them on to the respective boards. So he uh he has done this many times and uh has a level of endurance that I think few of us have.
Executive Session Motion And Close

No. Performance of administrative duties report that the finance director and I have reviewed and signed off on the town of Ranium invoice and payroll warrants, both for last week and for this week with today's date, April 21st, 2026. And with that, I'm looking for a motion to go into executive session in accordance with Massachusetts General Laws, Chapter 38, Section 21A2 and 3 to conduct strategy sessions in preparation for negotiations with non-union personnel, or to conduct collective bargaining sessions or contract negotiations with non-union personnel, and to discuss strategy with respect to collective bargaining or litigation, if an open meeting may have a detrimental effect on the bargaining or litigating position of the public audience declares. And this is specifically related to the Renian Police 911 Operators Union, regulation supervisor at our library, adult services librarian, and evening supervisor at our Rainham Library. And this motion will include information that we will return after executive session to open session for the sole purpose of adjourning with no additional business to be conducted.
