So apparently they're having some problems with natural heritage and not sure what's going to happen with the lot design and maybe some changes to the plan that they submitted. So that's the reason for the continuance request. I also wanted to spell a couple of things that uh I found out today about the review quotes. Uh back on uh June 2nd, I did send out uh a package that was sent to me by Maureen for uh three different review quotes from three different uh engineers. Um I found out yesterday when I reached out to all three of them because they didn't respond to my quotes, to my email, that the um the plans I had sent, the files were too big and none of them were able to be sent. So no one got that original email. So I reached out to all three of those engineers and they all actually kept me back a quote for today's meeting. However, those quotes are proof at this point because the plans may change. So I just wanted to put that into the record because there was some concern that some of these engineers got the plan, some didn't, but it was in fact known that the plans back on the 6th of June. So when we get the uh revision of the plans, uh I'll make sure that they all get them appropriately, the day that I send them. Uh and to answer your question, sir, we we may have plan changes, so I would stay tuned and know if we're gonna have changes, we'll let you know. All right.

Um the uh AR plans, which are in for 620, but they're not, it's not a public hearing anyway, so it doesn't matter what time they are. Um technically, those AR plans should be um approved before the two special permits are heard. The special the alterations to the access roadway to the that has to remain a fifth constant 50 feet, and they the subdivision plan was approved, and they needed some site modifications to do that. So the uh the the request under the special permit shows the plans the way they are after modification through the A and R plans. So the AR plans should actually be dealt with out of before, out of order before.

A And R Plans And Mailbox Parcel

Yeah, so let's do the 620 now at 610. AR plans. Gentlemen. We've seen you a bunch, but state your name for the record.

It's uh Evan Watson, W engineering, um, representing Lumville Holmes and also Tom Carney. So um the first plan is an AR plan for the drainage parcel that is on Pine Street. This is the Pine Street uh West Pine State subdivision, and the um the Postmaster General they no longer give uh mailboxes to individual homes, so we have to accommodate that with a gang mailbox, and um so the spot that we did put it is here along Pine Street for the residents here. Um there's already it's already constructed with a little turn there, but to take that uh under consideration in the homeowners association, we wanted to define that parcel separately so that we can define the different maintenance and things that they're responsible to do. So that's all this is, is just to carve out this little section for the mailbox. They're both just the drainage parcel and the parcel C for the mailbox. And then the other two plans, as Lee was describing, um, basically correct a small plan change. We did get the variants from the zoning board to allow for a state lot on the road before it's approved from the town or accepted by the town. And one of their conditions was to double check that it was 50 feet wide. So what ended up happening when I was drawing the plans, um, I had this line straight, and then when the surveyor did the final um correction or the final determination of the perimeter, there was actually a small angle point here which made this like 49.98 feet or something. So um this plan just corrects that to change that a little thing. So now we have a full 50-foot width for the entire access portion of the lot.

So that's it in a nutshell. If there's any questions, I'd be happy to answer them. And we're looking for the board to sign these formate plans, and then when we move on to the special permit, then the the lots will be uh in accordance with the bylaw authority and estate lot. We submitted along with the application a quick little schematic site plan which demonstrates how the lot could be. So it's it's this side of the board. This is the through street. This is uh what the file refers to as the access area, so we just have the driveway and utilities coming up through here. We are able to curve away from the wetlands, and then we get to the upward portion of the lot right back here. Um in this case, I showed a um a typical house with a garage and a little turnaround driveway. Maybe a little extravagant, not sure of what the actual uh buyer or builder would want to do, but I wanted to show um kind of a larger build out just for the sake of uh you know what could be done.

Now that access road you're talking about, isn't that wetland zone right there? So the wetland line comes right up through here and then comes back down.

So it's this valley through here. Right along the stone wall, um, there's a gap between the wetland and the stone wall. And we will have to go to conservation uh regardless because we are within jurisdictional areas within the hundred-foot buffer zone.

That's right. This this doesn't involve any wetland filling at all. That's weird. As we said earlier, there is uh existing sewer, water, and electric service here, so we can bring it up.

27 acres, 27 in change. That's huge. It's mostly wetlands, so the upland area is uh 2.6 acres. Okay. You know, in the in this zone. So if on the form A plant shows the lot in its entirety and it goes all the way down um and abuts the Whippoil uh lot and the is that the Bassett Knollbrook, uh, etc. And then wraps around all the way down to um Dough Run. It's a huge lot? It is, yeah.

We'll have our electric underground, water, and sewer leading up to the house. Again, this house is a typical house essentially that Lombell has been building all along here, so I drew this plant up to demonstrate how one of those houses would look. And this one's a little bit further away from the property line just because we didn't do the you know the fancy driveway and the uh front entrance, etc.

Um, in my opinion, out of the three, I I liked Mr. Wells the most. He has shown interest two times now, uh, which means he's very, very interested. He's uh, you know, he's born and raised in town. That's my opinion on him. Anyone else could review those? Have any input?

I think that if somebody puts their name out there, they should be given an opportunity to either come to a meeting and and talk or uh to know that that's what what to talk about. Um, whether or not the select board has any interest in, you know, having them the opportunity. They don't have to come if they don't want to, but I'm gonna go back to a year ago when I said if somebody puts their name out there and they're willing to volunteer their time, I think they should be given the opportunity to to I I just I've interviewed hundreds of people before, and I don't I would never hire somebody without ever speaking to them. I just wouldn't do it. And I I serve on the Commission on Disability in Middleborough. It's an identical situation. It is a volunteer, unpaid position, and anytime that we have a vacancy, any interested applicant gets an email that says, Would you like to join our next meeting and tell us a little bit about yourself and what you think you can contribute?

So I had uh submitted a uh form of uh covenant, um, just seeking your approval so we can get it on record um with respect to uh White Park way uh in East Pine Estates. Which one is that, the longer one or the shorter one? That's the shorter one. The paved one that's already paid, that's paved, correct. And um and then in conjunction with that submitted a uh proposed uh estimate um just to initiate the process, not uh obviously not expecting you to accept our uh proposed estimate at face value, but to send it out to uh whoever you're gonna use as a consulting engineer on it to uh confirm the uh the numbers or modify them or whatever. And I I didn't I I don't take it upon myself to include the contingency. I know that's up to them to do so. We uh we understand that there will be a contingency added, but again I I leave that to them.

So that process has been initiated, it's sent out. Uh he's gonna use your list as guidance. Yeah, just like he did before. Right. We'll get his hard numbers. Uh if hopefully we'll have them for the next meeting, and we'll take take it up under uh general business.
