A sewer system is only as strong as its oldest pump station and its least clear spreadsheet. We sit down as the Board of Sewer Commissioners to share a tight superintendent report, then dig into the decisions that actually shape reliability: what is not tied in yet, what capital work is sliding on timelines, and what breaks first when equipment gets obsolete.
From there, we get into the financial engine room. We talk through a major Taunton wastewater treatment plant related bill totaling $869,624.90, how we route that through the budget, and why clean amortization and separate debt line items matter. We also weigh retained earnings, stabilization, and how to draft town meeting warrant articles that let us reclassify funds responsibly, including planning for a needed sewer truck.
A big operational focus is pump station communications and callback systems. Some of our equipment is decades old, vendors will not service older systems, and we do not want to wait for a failure to learn a part cannot be replaced. We discuss a funding path around $150,000 to modernize systems, reduce risk, and move toward proactive maintenance and better flow visibility.
The public forum brings the stakes into view: a proposed car wash looking for a sewer connection process, with wastewater flow estimates landing around 18,000 gallons per day and questions about peaks after snowstorms. We outline what we need, including jetting, CCTV inspection, pretreatment coordination, and how emerging PFAS expectations fit into wastewater compliance and regional capacity limits.
Subscribe for more practical local infrastructure talk, share this with a neighbor who wonders where sewer rates come from, and leave a review if these behind the scenes decisions matter to you. What would you require before approving a new high flow commercial discharge?

Call To Order And Agenda
SPEAKER_02Good evening. We open the meeting of uh monthly meeting of the Board of Sewer Commissioners at 6 p.m. on October the 8th. Uh we do not have minutes from our last meeting yet to certify. So we will go by that. Do we have any correspondence you want to bring up?
unknownNo.
SPEAKER_02None? Okay, we go right to the superintendent's report. Okay.
System Status And Project Updates
SPEAKER_00This one's a little shorter since it's only been two weeks. We didn't have any sewer tie-ins. The total of not tied in, including residential and commercial, is 1,222 as of September 15th. The numbers dropping with Larkwood. I think we're going to try to revisit it every two-ish months. And with that number, I will say I'm not sure if the future motel is included in that. So that's the rough number based off the bills and what we've been tracking.
SPEAKER_02The new hotel, I don't think, was picked up by Rob in that list thing.
SPEAKER_00Yeah, so that that's one thing I know for certain isn't in that number. I don't know the amount.
SPEAKER_02So that's just everything that uh under construction, yeah. And what people who haven't put any new project, the hotel is a new project that hasn't come yet.
SPEAKER_00So the residential number is like 792, I believe. Residential for the sewer we put down on their road, not privately installed. Alright. We can do a further dive into that if you would like.
SPEAKER_02We get down a little further, we'll get into that. Okay.
SPEAKER_00So um the Sell Street East Pump Station, I just wrote this in here. We had um an issue with the generator was revealable fuel sensor alarm. So we had Eversource go out there and make sure the gas meter was all set, and we ordered a low pressure switch, that was all set. Good communication with Eversource that was fixed last week. Today we had a meeting with Reiko distributors to purchase new callback systems for our pump station. I'll discuss that further in the articles of this meeting. Pine Street subdivisions, no current updates, Route 44 pump control project, that's all set.
SPEAKER_02Is that finest final?
SPEAKER_00That final bill was paid of roughly 11,000 a couple weeks ago. Ton intermunicipal agreement, quarterly operation and maintenance invoices. As you know, we received the fiscal year 26 Q4 invoice August 12th, that's been paid, no current invoices. I created a separate line item for TON wastewater treatment plant and common sewer bills. So 9 30 26, we met with the chief financial officer in the Department of Public Works Commissioner to discuss the bill we received for the debt services for the common sewer mainlift station and the common sewer administration fee reimbursement. Total bill was $869,624.90. So that bill will be paid through the line item I mentioned in there $600-440-5965000, transferred to sewer assessment fund, the original budget of $900,000. We're planning to take that leftover balance of roughly $30,000 to be reclassified under the professional and technical line item to help budget for our future sewer master plan. We discussed with Ton and a more mortization of debt services to the mean lift and treatment plant, each debt service being billed separately, whether it's common sewer capital costs or capital costs to the treatment plant. The treatment plant is not complete yet, so we have not received a bill for that.
SPEAKER_02They haven't actually put all of their borrowed money on the program of paying it back, so that's why we haven't seen anything on that. There's approximately $75 million on the books. So there's still money to go. When it does, we will have a good idea with numbers that will be makes sense. We'll go from there.
SPEAKER_00For highway department projects, as you know from last meeting, I ordered 10 manhole frames and covers, and I received those today. So those got delivered to the office, and that's all set. Development update, Broadway Crossing. Peter Bamilla and GB and Sons are planning to find the water lineslash forest main lines on Tuesday, October 13th. As far as I know, that's the only thing going on right now. I'm just figuring out where the water line is versus the forest main. Popeyes, no new updates. I did notice the excavator was removed off the property. I'm waiting on them to send me bigger plants to the office. We made some adjustments. Chick-fil-A, looks like the construction is still going on. The motel on lot 35 Commerce Way. The developer is providing flow monitoring for two manholes on Commerce Way. In process of receiving quotes from Dukes, EST, and flow assessment. I just put a little reminder in there because time bond informed me of it. The town of Rainham requires the developer to conduct flow monitoring, Section 2.1 in the guidelines for design and construction of sanitary sewers. So they're handling that. They did receive one quote of like 25,000, but it's on them. Larkwood, no current updates other than the residents removing in quickly. Cell Street East Bridge, I haven't heard any updates on that. Manhole lining project. I actually received the draft version of the RFQ today. I have a meeting next week with time on to discuss putting the quotes out for bid. It looks like that's not going to happen this year based off the timeline they wrote in there. Um Church Lane, no new updates. For the superintendent report I added, uh we updated the properties not tied in document September 15th, like I said. And um I met with GPI to discuss a master sewer plan and grants last week, and I'm meeting with Ty and Bond next week. I attached in the next paper in everybody's folders the comprehensive wastewater management plan Ty and Bond did in 2000 that extended to year 2020. So we're hoping to build off of that. We have a meeting next week, we'll we'll see what happens. Um but that will be handy just to have for the future. And the very bottom fall option, there's a couple things we want to get rid of, and the fall meeting. I have the track paperwork all complete. We can go over that as we go over the articles.
SPEAKER_02Okay, thank you.
Fall Warrant Articles And Rules
SPEAKER_00Oh yeah, okay, so let me get to that.
SPEAKER_02Unless you have more for your report.
SPEAKER_00Nope. Okay, so so for the fall meeting articles, as everybody knows, I'm still getting used to um working for municipalities, things like this nature. So I took a review of the articles presented last year. If you look at the paper I highlighted, um I made some adjustments to the existing articles highlighted in yellow are the numbers not updated yet. I know we're keeping Article 21 out, the balance is now roughly 238,000.
SPEAKER_02Yeah, that that money is put aside for you to spend, so we don't have to go back and get any more.
SPEAKER_00So I don't need to mention it at all. Right.
SPEAKER_02You don't you only write the articles for them to put into the warrant, not the whole warrant. Okay.
SPEAKER_00So that that can be article 22. I added um you added language to added language, the administration fee in there, and then I added um common sewer mainlet on the station.
SPEAKER_01Yeah.
SPEAKER_00So those numbers need to be updated. Article 23.
SPEAKER_02You need a number.
SPEAKER_00Yeah.
SPEAKER_02Okay.
SPEAKER_00So below for payment of the new sewer truck, which is $48,470.30.
SPEAKER_02Is that a fixed quote?
SPEAKER_00That's the grand quote. I don't, it's not gonna be changed.
SPEAKER_02Okay. I mean, because if you put it in the article, you can't change that number.
SPEAKER_00Okay. I'll I will go back. I didn't know.
SPEAKER_02Is the article for a new sewer truck quote? Is this fixed? You just leave that out and just say we want to consolidate those two other ones to purchase it.
SPEAKER_00So I had a question on the articles. Do they have to, if I use um the article for the Route 44 replacement in the utility body ones, is that okay? Or does the article have to come from a truck-related purchase to go to another truck-related purchase?
SPEAKER_02Did Chris tell you the language?
SPEAKER_00No. Okay.
SPEAKER_02He's I he's on the purpose, you say you it's a request to reclassify two articles that can be closed and use the money to purchase a new truck. And if they question it on the floor, it's easy. Well, what you do is give us the money for the truck, and the disbalance just goes into the retained earnings, anyways. Instead of closing into retained earnings, which means you can't touch for another year, we could transfer it for the purchase of a new truck.
SPEAKER_00Okay.
SPEAKER_02So that's that's really what you just have to do.
SPEAKER_00So yeah, this is a super route draft. So I I will sit with Chris and um go over it with them.
Funding New Pump Station Callbacks
SPEAKER_00So we had a meeting today to um standardize the old verbatims to newer verbatims for each pump station. I'm not sure what way I want to approach this. If I want to do bit by bit, year by year, like a couple of pump stations over the years, or to if it's easiest to get an article and then use that article money for it?
SPEAKER_02There's two times you can use an article. You can do it at the Maytown meeting, or you do it in the fall when they have given us the certified retained earnings to do it. Okay. So if you're not planning on doing any of that between now and May, I would say get your information as to what it's going to cost.
SPEAKER_00Yeah. I can get a couple before May. We're playing.
SPEAKER_02And then in May, we will, when we give them a budget, we'll also give them an article to take out of retained earnings for the purpose of doing this work. Okay. And as an example, let's say uh how many there's 35 pump stations. Okay? Yeah. How much would you think it's going to cost? You say 150,000?
SPEAKER_00I'm adding the cost, I'm adding other costs into that, like their um yearly subscription. That this is like over. It's really 115 to redo 35 for one back.
SPEAKER_02You put enough away to do the work, and what you don't spend goes back into retained earnings. That's standard, almost every department has the same thing. So it we're not creating anything new. As far as when you say yearly fees, you find that in your operating budget.
SPEAKER_00Okay. So we get rid of our Verizon bills to the pump stations, and then we have it would go under the communication line items.
SPEAKER_02You just instead of Verizon being for the telephones, yeah, you just change who's in the telephone, you still got that same account.
SPEAKER_01Yeah.
SPEAKER_02You don't have to create accounts, you just put a different vendor.
SPEAKER_00So um one thing they did mention today is our oldest stations, the verbatims, are almost 30 years old. So, similar to with the flow recorded charts, all our stuff has been kept in such great, like um, it's just been kept really immaculate, all the pump stations. So if it's not broken, don't fix it. Everything's good. But when stuff does break, we're finding like it's really hard to get things to replace it because stuff is becoming obsolete. So they told us today they would not service anything over 10 years old, and some of our stuff is 30. So I just want to upgrade. There's a lot more, um, there's a lot more the new verbatim can do other than just call that it can track flow, which is something we want. Um so it would be preventative and proactive maintenance rather than corrective. We just don't want something to break and then we're in panic mode.
SPEAKER_02We have a proactive commission.
SPEAKER_00So if anybody wants to see the quote we got or the local.
SPEAKER_02No, it's up to you to pick at the number and it's up to us to make it official. Okay. So if you if you if you say it's a pressing item that you want now, then let's put an article in. Okay. And you don't have an awful lot of time for the article. We could we could authorize the article, let you create it, and the amount of money that you're going to put in there is the key, so you have it working, and then it would become up, would be that the town will be voting it on the 17th of November for you, and the money will be set aside. Whenever you can do it, you do it.
SPEAKER_00I could I could do that. We're getting a trial, like a trial one to use for a couple months to make sure everybody likes it. And I I think they will. I just if um the money's not used in the article, it would go. Yeah.
SPEAKER_02We're talking about a clock.
SPEAKER_00Yeah.
SPEAKER_02Okay. We will not meet before the we will we will, I think we will meet just before it. But meeting just before it doesn't give them enough time to get it on the warrant. Because the warrants are going to be printed first cast out. Yeah. See? So our clock is it you come up with the language, what it's for, and put a number in that you feel is going to be enough to do it. And if it takes you two years to do it, you might have to add something to the article, that's fine. Okay. But don't put it in so low that you can't finish the job either.
SPEAKER_00Yeah, like I said, it it's 115, but I wanted to. There's still things I need to look into, like the mass law. All right, I'm going to um we're replacing already existing verbatim. So I don't know. Okay.
SPEAKER_04For for clarity, what Joe is saying is create the language really, really quickly.
SPEAKER_00Yes, if I want it for November. Yes. And if it's not quick, it will be May. May do. Okay.
SPEAKER_04Well let's we get in in November. Yeah, okay. And if you don't use it, it stays there.
SPEAKER_00That's what I thought. I just wanted to double triple check before 150? I I shot higher because of what you said. I wanted to shoot higher. Your 115 is higher? It's 150, I wrote on this. 150. 150.
SPEAKER_03Yes. Sounds like we're come up with the words. Okay. Sounds like we're all on the same page on the number. Okay.
SPEAKER_02That's like 15. So that you uh you will have it. If you if you need if you feel you want it for November, you create the language. We have just agreed. I'm not going to take a motion, don't need a motion. We just agreed, create the article, carry $150,000 to be taken from retained earnings for that purpose. Okay. If you don't use it, that's okay. You're going to come back and be with something else.
SPEAKER_00Okay. So, like I said, that was a rough draft and the numbers, the numbers up here.
Retained Earnings Debt And Stabilization
SPEAKER_02All right. What we have with this she's showing us is last year's article. And uh the way they put it out, um, I'm talking of Article 22. Whatever article they give, it will be enough. That uh article shows we had a balance of a million three, but right now we have a balance of two million one hundred and fifteen thousand oil nine. So that one thirty is just adding the eight to that. Okay, my recommendation is put a million one out of a retained earnings into that. And very quickly, the reason I say that, I think our bill that we're paying this on our nine hundred thousand dollar line item, that's eight hundred and some odd change. That bill includes something like 280 that would normally be in operating maintenance. That's the the pipe work for Ware Street and uh West Water Street, okay? We would have gotten that anyways. They just never got around to do it. And my declaration of high request, do not combine the two on the same bill. Okay? So the amortization schedule that I worked with Chris on without knowing what the numbers might be, we had an amortization of a million fifty a year to pay down the debt. I said we're carrying a nine, and that means it shot 150. And we would end up with 3,002. That's over 20 years. I think they went to a 30-year mortgage. The first thing I saw on one of their loans, uh, it has a maturity in 55. So that's a 30-year mortgage. So, but that's more than adequate. I wouldn't want to put more in there. And uh the purpose was that I was going to put 400 into the stabilization, which brings that up to a nice piece of change, and leave somewhere around 2.6. Six left in retained earnings. And if you go back to the different times we've talked about it, the goal would be to have retained earnings equal or more than 50% of our budget. Our budget's a little over 3.1 million. So we could have a million six million, and we got half the budget. But we have more than that, which is good. And we're working through, and uh I have I'm ahead of ourselves because we haven't started for next year's budget. But uh the next year's budget is going to have an increase because we're going to pick up that additional fee for the full debt service coverage, and uh we're guesstimating, and the word is guesstimating because the people in Taunton can't agree as to what the increased costs for the users are gonna be. Alright, right now we have a rate that's gonna go up. They've initially talked about a 25% increase in the billing to the people in the city of Tom on the water sewer bill. Because their sewer is calculated off their water use. And uh they've had numbers that they were gonna do it over three years, but it was gonna come up to 25%. So if it was a hundred bucks, they're gonna get a hundred and twenty-five dollar bill type of thing. So I'm not uh they told us we're not on that same schedule because we're intermunicipal arrangement. But um from five to six hundred thousand a year, maybe some six to six fifty or seven, will be a line item on our budget. So we just want to get it ready for it. If we don't spend it in a year, it goes down to the bucket that can be used to do it. We're just gonna be financially solvent. So on that article that you have, which is not as 23 to go to our stabilization, that's $400,000, Harley. The one above is a million one. And uh the the bottom line is not a million three, it's two million one one five nine. And your wording for the third article, there's a potential of four articles. Okay, those two are articles one and two. Article three is uh the wording to combine, to authorize us to use the balance on those two articles for the purpose of pick uh of uh acquiring a new truck.
SPEAKER_00I'll I'll report that so it looks like.
SPEAKER_02And I don't know what time you've got to get the articles over to town hall.
SPEAKER_00I think it's next week.
SPEAKER_02Okay, so you got some time to maybe talk to if Chris is back, when he can tell you what it would be. Now, okay, yeah, and at the same time, you can um kind of talk to him about your suggestion of combining four or five articles that we put aside for the fun into one, because we got two at one number, and then we've got one at another, and one at another, and then have another one with this number. So by combining the same thing into one article, one article they'll work with. So very good. All right. Now you want to talk about you talked about the bill, we just have to say, okay, we're gonna sign it on administrative. We'll do it in a minute. You've you've you've told us what the bill was, and okay.
Team Roles And Succession Planning
SPEAKER_02Any emergency business? No. No commission report? No. No. I just duplicate some of what Carle said we've met with, and I'll chime in a hand.
SPEAKER_03I'll chime in a hand. We have to get the same thing. I see one of our all-star employees, Brian O'Pill. Welcome. Thank you. Yeah, five years now, I think it's the first time. Did you have some business here or are you just taking in? Just taking in. Yeah. Well, I'm doing a great job. Yeah. And we knew she would. We were very impressed with her, but I I wouldn't see you around town, obviously, in passing. I I I thought that no matter how sharp she was, or or what we anticipated she was capable of, that she would need some help. And I understand you've kind of been right there. Oh yeah. Yeah. Yeah.
SPEAKER_02But you had nothing else to do to help but help her.
SPEAKER_05I help her as best I can. Yeah. Whatever she needs, she calls. And go over a lot of things.
SPEAKER_00Yeah, we appreciate all the uh fewer phases, yeah, because Brian has been around for all of them.
SPEAKER_02But you've been a resource, yeah.
SPEAKER_00Yes.
SPEAKER_02The other person who is a a resource has retired. I know, I'll have to make sure we tell him. He never showed up for you.
SPEAKER_03No. What is your formal um your form? What are you, what's your technical title or uh inspector. Inspector. Yeah. Chief Inspector.
SPEAKER_02Yeah. He has a long straw.
SPEAKER_00But so far your right hand man, would you say fair to say, or I there everybody in the group makes a team. They're all they are all have their own little specialties. Yeah. Yeah. So everybody's been really good.
SPEAKER_02The difference would I think what you're you're looking for in in the union, there is a pecking order. Yeah.
SPEAKER_03Good. Thank you.
SPEAKER_02Everybody does their own thing, but yeah. And he's uh another title, and then you got this one and that one. So basically, uh, you know, as she says, they work as a team.
SPEAKER_03You don't have a su uh an assistant superintendent, although there's a line on them in the budget for that, isn't it?
SPEAKER_00It's the chief slash assistant. Uh it's Ron. Ron's the chief.
SPEAKER_03Okay.
SPEAKER_00Brian's the inspector. Um, the other guys are is there an official assistant superintendent? I don't believe so.
SPEAKER_03Okay.
SPEAKER_02Theoretically indeed document?
SPEAKER_01Okay.
SPEAKER_05No.
SPEAKER_00Yeah.
SPEAKER_05There's a chief pump station operator, which is Ronnie. Yes, and then there's I'm an inspector. Okay. And then we have our electrician, and then the uh two pump station operators. Okay. One could be a collective system operator.
SPEAKER_00But and Sean is like the mechanic, too.
SPEAKER_05Yeah, and Sean's a mechanic too.
SPEAKER_03Maybe you talk for another day, but I I think everybody knows I'm fire service-based. Um, we certainly have a chain of command, and we have vice chair here in the event. We have the other, maybe, maybe down the road we should formally talk about that. Yeah. To to at least name someone in the event you were out for any number of reasons. And then I can think of ten, right off the back. So um maybe in the event you were. I'm sure there's acting out of grade for under your contract. I mean, when you're in the contract, but uh maybe you're just an absence of uh line of duty or a sickness or something. Yeah, we should talk about that at some point. Yeah, not bad to have a plan. Oh no, I agree. Yeah. But thanks again.
SPEAKER_01Thank you.
SPEAKER_03You're welcome.
SPEAKER_02Yeah. Okay. In public forum, you have somebody.
SPEAKER_00Yes.
SPEAKER_06You want to take the Sure, absolutely.
Car Wash Sewer Flow And Requirements
SPEAKER_06Um, good evening for record. My name is Frank Dorothy with Washville Car Wash. Uh, I spoke to some of you folks in the spring uh in concept, and at that time we were in the midst of filing our site plan application requests to sort of get through the planning board, get through the water department, then come back and talk to you about sort of the sewer connection and any implications to our proposal. And I know Carly's new. Yes. And so we create a few correspondence about what our proposal is and what it involves. I'm here just to sort of take understand what the next step is. If there's further information you need, um we operate 28 of these car watches. I have six under construction now. So if each town has a different process for the sewer connection. Some issue the permit with the drain layer when the contractor makes the connection, others have a formal application. So part of my question tonight is just to understand your process and what I need to sort of take the next step.
SPEAKER_00Yeah. So um I was kind of reviewing the timeline. The last time you were here, April 9th, you said 8,600 gallons. So everybody was happy with that, but now it's up to 18,000.
SPEAKER_06Correct. Same questions the water department asked me. We had a miscalculation in our model.
unknownYeah.
SPEAKER_00So I wrote a little um document for the commissioners. Once you, and I probably said this to you on the phone, once you approach 25,000, you need a special industrial pretreatment permit.
SPEAKER_0625,000.
SPEAKER_0025,000 gallons per day. So is the number going to keep going up?
SPEAKER_02Okay. No. Can you put a meter on your water supply? That stops when you get to 19.5?
SPEAKER_04The lights go out, the doors come down, you're stuck in there in the middle of your water.
SPEAKER_02And you get a cow. Because the sewers won't take it.
SPEAKER_06But no, I mean, um, yeah, there's no scenario that I think in every region. I it'd be a great problem for us to have to have that much business to generate that much more wastewater.
SPEAKER_00Because um I just don't want to keep seeing the numbers go up. Sure. So if it's 18,000, is that what you think it's gonna be?
SPEAKER_06It is, yeah. And that's where we took a hard look at the model. You know, again, we have 2080s operating, and um, sometimes it's more of an art than a science in terms of what the number's gonna be. It's you know, like a restaurant. How many deals are gonna serve? I hope they serve a lot. But we have a pretty good sense of the market, and I think 18,000 is the upper end of what we would discharge it.
SPEAKER_00So I know Rob mentioned a couple of things back April, and I was mentioning it now too, about jetting and backing the sewer line on the property. Uh, we like to see it CCTV as well, and then send us the results for that. I went out um October 5th, so we took a couple photos. We lifted up the manholes. There's still a lot of grease in there from when it was IHOP. So I just provided the guys um a couple of the photos. There's two manholes on the property um and not and not the back p. Um I can get this to you too, actually. And then I on the last page I put our GIS mapping, and the back of the property is our force main that goes to our major pump station, that then goes to time. So um obviously what you discharge is fragile too.
SPEAKER_06Thank you. To us. Um so in terms of the jetting and the uh video recording, be happy to make that a condition of any whatever your approval process is prior to us starting construction. You know, and so we sort of draw the one after the erosion control goes up, we'll be happy to jet it and have a condition that if the pipe is unacceptable, we will replace it to your standards.
SPEAKER_00I think it's as asbestos concrete.
SPEAKER_05That's a main that this is uh PV so TV and that's what we want to see, yeah.
SPEAKER_00So if you just say I'm sorry, back direct.
SPEAKER_05We don't want all the grease coming down to our station.
SPEAKER_04Yeah, probably I just have a question to Carly's timeline. So April 9th with 8,600 gallons. September 14th, I'm just going with what I see. Center Water District ran Center Water District approved 148 demand, 14.6 to sewer. Then, so there's your miscalculation in your formula. And then two days later, we get something that says it's not 14.6, it's 18 and 17, respectively. So what makes me nervous is you say it's a great problem for you to have that 18,000 we're comfortable with, and then six months down the road, uh, sorry, no, it's 25, and we need the um industrial pre-treatment permit type stuff. So that would be my concern where there's two errors, and I see that you were probably waiting for that question.
SPEAKER_06Yeah, the second error, I'm gonna be very candid. Um, I was in an accident uh April, I'm sorry, August 4th. Yep. So I had a concussion. Okay. And I told the water department too, I have no idea why I submitted the one, that was an error, the 14th thousand. Okay. Like totally honest, I told the same story. And so I corrected that and we're comfortable with the the 18,000 and I that's on the water side, on the sewer.
SPEAKER_04Yeah, 17,2.
SPEAKER_06Yeah, exactly. And that's how I that's how I am here today in terms of the calculations. One error was the model, the second was me not being careful riding my bicycle. Okay.
SPEAKER_02I have a gun question.
SPEAKER_06Okay.
SPEAKER_02Uh you're gonna get 18,090 gallons from the water department, and you're gonna put 17 to you drink 890 gallons a day recycling or whatever.
SPEAKER_06Yeah, well, so there's some of recycling, and some of that that water um gets absorbed into the recycling sedimentation treatment with the solids. Some is evaporation, some is dried off. We're pretty comfortable with that ratio, but the sewer is always about that much lower. In some cases, it's more than that. In some cases 12% lower. This is about five.
SPEAKER_04And those gallons are average?
SPEAKER_06Average day, yes.
SPEAKER_04So I would say a beautiful sunny day like today, you're not gonna be anywhere near that, I would think. The days after a snowstorm and everybody wants to get the salt off, we could be double this at 30,000. And uh maybe I'm wrong on 30,000, but uh if we're using average, the vast majority of the days that are sunny, we're not gonna come anywhere close to this. When there's salt on cars, these numbers would probably be very low. Is that a safe thing to say?
SPEAKER_06They will be lower than the peak by definition. I mean, you are correct. We would see a higher number uh after snowstorms and in pollen season if it comes from time. Um you know we uh get some numbers here, but I wrote some of this down. Yeah, so we're at 17.2 for wasteful water and um, and that's average over 365, correct? 363. 365.
SPEAKER_04Okay, close to the scenario, Carly, that one says that 25,000 gallons per day. Yeah. But with something like this, does that come into account where we could be way over in salt season?
SPEAKER_00Yeah, I'm I'm probably still gonna have you. I'm in contact with the pretreatment coordinator. Sure. The permit thing is not a big deal, but I'd rather have you have one with her. Have a permit or an industrial pre-treatment permit with her. Um so as of as of right now, there's no um federal limitations on car washes, but you know that's probably coming with the PFAS. So you would probably once a year like submit your samples to her, and I can give you her contact, and we can set that all up.
SPEAKER_06Okay, that's my problem. We are tested for PFAS up in New Hampshire by the state, and we haven't had a problem. Yeah, we have the same process, I'd be happy to.
SPEAKER_00It would be the same thing. There's one regional person for EPA, so it's the same person in New Hampshire that it is here.
SPEAKER_06So um industrial treatment.
SPEAKER_00I and like I said, um, I can give you her contact information.
SPEAKER_06Just so I'm clear, do I submit does she work for so all our flow plants?
SPEAKER_00Yeah, so all our flow goes to the Taunton treatment plant. She works for Taunton, she does the whole area of whatever industrial waste goes to the treatment plant. Make sense. So she has a couple industries in Marine, so you probably you would be one.
SPEAKER_06Okay. And as a permit I get through you from them, or since you'll get it from her. Okay, so I'll know the process. Okay. And I'll copy you.
SPEAKER_00And it's she and she might say otherwise, but where I feel like there's such variance in your flow, I'd rather have you have the permit than you do like 50 gallons per 50,000 gallons per day, and then we're in a pickle.
SPEAKER_06Yes, that's fine. Not a problem at all. Sounds a pretty beautiful topic. Okay.
SPEAKER_02So to answer your question, you have to deal with our superintendent, she'll tell you what you need. Okay. Uh an uh major inspector down there likes to get in the man holes to find out whether they are clean. So if he uh says you're not clean, no.
SPEAKER_03And I'm not done. I don't know. You know. I'll add I'm glad you're doing better. Yeah, yeah. Uh I remember seeing this the first application in April and seeing 8,600 gallons of, and I just thought, how is that even bothered? It's just such a small number, then I found out how much you recycle. Um, so I'm not I'm not surprised it's uh changing. My fellow commissioners kind of touch on my uh my two questions.
SPEAKER_02He probably had a calculation supposed to double by two, but he didn't double it, and that's my eight is uh half of a little over half of uh the eighteen thousand. Okay. Um I caution you as I have cautioned everybody in the past two years. You are you are you have a sewer hook up there, so we're not gonna stop you from going in there. But uh the city of Taunton has got major problems, and we have 1.3 million gallons a day. And uh they talk about a fine of somewhere in the neighborhood of what's it, five thousand a day?
SPEAKER_00They they can find up to five thousand dollars a day if you violate the time series ordinance.
SPEAKER_02Yes, and it all depends on who's reading the paper and how he feels that day. If he's had a fight, uh everybody's gonna pay the price. So uh we're getting close. All right, yeah, I won't know, I don't know what IHOP sewer was as compared to what you're going to do. You're washing cars, it takes a little more water on a car than it does to do a two-minute wash of dishes type of thing. And uh I'm just cautioning everything. The next guy that comes in wants to get a permit to develop, is going to get the same speech.
SPEAKER_06Okay, so in terms of some assurance that that there's capacity available, does that come with a permit or how how do I when I walk out tonight, how do I know that there is capacity available something to get an industrial discharge permit? Is that what I mean?
SPEAKER_00Yeah, there's capacity available, but it it's tricky because like we're gonna we're gonna say there's capacity available when you're telling us it's eighteen thousand when there's fifty thousand or something. We still have to factor in everybody who has not tied into the public sewer system and the developments that haven't even hooked on yet.
SPEAKER_06So what does that mean to me as I said? I'm trying to understand whether I have a problem or not at 18,000 gallons a day.
SPEAKER_02Well, your problem would be our problem, too. Where would we find who's the one that's going to take us over the million three? We're doing a master plan. We're gonna spend money on a master plan update to really have that so that we have the ability to say no, even though there may be enough there. So I just caution you. The city of Taunton is uh I'm I've never been happy with the relationship because they don't seem to answer the simple question.
SPEAKER_06But as a landowner now agreement, I'm trying to operate a business and build a business with the answer. Okay. Do I have to pass these my direct questions to the commission I need to go for? And how do I understand that?
SPEAKER_02Yes. The answer is you we got them for you. Okay.
SPEAKER_04Okay. Simultaneously, you have other businesses and landowners doing the same thing.
SPEAKER_06Asking the same question.
SPEAKER_04So I don't want to say it's a sprint, but there's other things going on too where that we're getting asked the same question. So we can't say there's X because we don't know what X is.
SPEAKER_06Okay.
SPEAKER_04Is that clear as what well it's clearer? Yeah.
SPEAKER_06Yeah. Um, so is there a permit application I submit to you with 18,000 gallons as a request? Yeah. And that gets signed off on it.
SPEAKER_00Yeah, I I can give you the information on that. And when everything's being built and stuff, we would be there and she would be there. So she'll want to see the pre-treatment uh process that you showed on that paper as well.
SPEAKER_02So and when you go to get a building permit for your building, you're gonna tear that building down, get a building permit. One of the signatures on the building permit is the superintendent.
SPEAKER_00Okay. So we can make sure the plans are accurate.
SPEAKER_06That's fine.
SPEAKER_00All right, so we will clean and I have you have my own. Well, thank you.
SPEAKER_06I'm just making sure you understand that. Okay, that's fine. Um are there puppies in town that have done the jetting and cleaning?
SPEAKER_00There's a bunch. We have um sores. I'm trying to think of other what JV and so.
SPEAKER_05No, to do the Vactor and uh you have sores are around New England War to TV it and they do everything. And that's store sanitation. Yes.
SPEAKER_06Okay.
SPEAKER_02They're a good reputable firm because we use them when we need them in our system.
SPEAKER_06That's perfect. Okay.
SPEAKER_02Um we have no objections, we just give you a caution, that's all I want.
SPEAKER_06No, I I appreciate you know the heads up uh homework with you in terms of the information that you need. Yeah. Um in terms of is there a connection fee? Because we already have a connection. What do you want to say about it?
SPEAKER_00There's a connection fee. I'm not sure off the top of my head for uh industrial what that cost is. Yeah, there's a fee. I'll get back to you on that. There is a fee.
SPEAKER_06I can just reach out to you so there are questions. Okay. Um that's fine. I may look in you know, cleaning and and TVing that line this fall just to close away construction. Okay. Please. At least, yeah, at least not a problem.
SPEAKER_05So I can be out there.
SPEAKER_06And if something you're departing cause you to be unavailable, we can reset it. Because it's not critical to half an hour set.
SPEAKER_05Yeah, no, but we like to see it. Sure.
SPEAKER_00So historically, it's been breakfast, so there's a lot definitely a lot of grease in there.
SPEAKER_06So okay. Well, we'll take care of that and uh questions for us? No, for you, no.
SPEAKER_03I do want to build up one of times in. Okay. Not pertaining to you, unrelated, but similar, similar topic. That's what doesn't pertain to you. Okay.
SPEAKER_00I can give you the um sewer plan for the property. It's Bickford's. That's how old the plant. That's how old um the plans were. I think it's 74. So yeah.
SPEAKER_06Okay. Well, thank you very much. Thank you very much. Take care. Take care. Good luck.
SPEAKER_02All right, thanks. Keep those cars nice and clean. Just don't clean them in the winter.
SPEAKER_06That's right. That's right, exactly. We'll see you. Thanks.
SPEAKER_03Have a great night.
Capacity Risks Flow Spikes And I And I
SPEAKER_03In a related topic, but unrelated to this gentleman, prestige is getting ready to kind of go from almost no activity to full bore activity over there. Is it roughly 1,000 or so 44? Or yeah. Okay, well, they are. Yeah, I would well, just judging by the amount of construction that's gone on. If you've seen any one of their other car washes, they are really a busy place. Is there a monthly subscription? Yeah. Um I mean, you the other ones just over the Taunton line, just over the line, so we probably really don't know uh what they do, but they're extremely busy. They aren't brought in any place you go, they are off the shots. Yeah. Um it was what's the status of that? Hook up that line? Is that sound or I haven't heard anything? With the exception of the dry-thru, I think that was the only thing that was working when they took over the property, though. The self-serve base, I don't think any of them were working when they took over, so I would expect usage. Do they recycle? Do they have they don't have any type of system like this gentleman had it?
SPEAKER_05No, it's exactly talking about uh enterprise. Oh, the enterprise? Yeah, yeah.
SPEAKER_01I have to go.
SPEAKER_05I don't think they recycle. Okay, yeah. But I know what all of it comes to us now, even the base. Right. So do you know what they've done in the last couple of years?
SPEAKER_00I'd have to get that number from the water. Yeah.
SPEAKER_03Yeah. It might be it's on the way up. Might be on a you know, radar. Yeah, it really probably should. Between the pair of them, it could be very impactful.
SPEAKER_04Yeah, because Taunton monitors at for lack of a better term, the town line.
SPEAKER_01Yeah.
SPEAKER_04What comes down, right? Every day. I'm just thinking 17 to if it's average, today might have been 5,000, 2,000, 3,000. Right, but darn a little. You know how much that's gonna be? Yeah. Because I mean, I wash my cars a lot, and these lines are out of control when there's salt on them. So and we get fees, we get charged, right? When we go over our amount per day.
SPEAKER_02We've been fortunate. Uh Rob told me we've been fortunate because they've taken it over the year as an average. Because I think that there are, there have been days where we went over the million three, which was completely off the charts as compared to what we actually had. But that that goes back to the two or three days and like in February, that they went 12.5 million gallons of their pipe. And uh that was one of the first times we got a call about we had to do some I and I. Well, we spent $450,000 doing INI when John McGarry was here. Okay? And then when we were checking it the next time they have a blowout, we were sitting at a meeting, and I said, What did you do? I said, Okay. I said to Rob, what day did that happen? What did we have? He just goes, reads the meeting, the two places. That tells us what we gave him. Okay? I said, we haven't hit 900,000, and you're telling me that we do I and I? I could scroll another 400,000 in there, and I still wouldn't be over. So and they they and I made a comment at the last meeting. Yeah. They said, oh no, that's all been taken care of. And I just laughed at them. And they said, well, most of it.
SPEAKER_03Well, we are 150 to the good recently in the last couple of years for the loss of source. So well, yeah. 150 a day.
SPEAKER_02Source was between um 110 and 130,000 galleries a day. Yeah. 10% and sometimes over. Yeah. So that's a good yeah, it's a plus.
SPEAKER_00Yeah. So the thing with this sewer master plan, they it needs to factor in rain. So I could not get the sewer plan fast enough.
SPEAKER_02But um on any given day, you can't do it, but we do it on the 31st of December every year. When we get the water from the water departments, and that's entirely commercial. The balance is charged to the homeowners, and we know mathematically what that average a day is. Okay? So there's a little comfort there. But you want to get him to sign his picture?
SPEAKER_03Well, I was gonna say, this might be the strongest band I've ever seen in my life. They can lift a band called couple with one arm. Yeah. Remind me never messed with that.
SPEAKER_02That's the cardboard one.
SPEAKER_00Brian's never even seen that photo, so that's your syllabus.
SPEAKER_03I can tell you. I think he threw the crowbar on the let me. I know what I'm gonna do here. I'll get the stuff with the crowbar and then I'll hold on here.
SPEAKER_02Yeah, but it's on this toe, too. Okay. Anything else?
SPEAKER_00That was uh, you know.
SPEAKER_02Anybody else have a question for no keep up the good work? Okay, so thank you again.
Adjourn To Administrative Duties
SPEAKER_02Then I will ask for a motion to adjourn for the purpose of administrative duties and take no further action. Oh motion, huh? Second. Motion by Mr. Bickle, second by Mr. Kellagh. All those in favor? Aye. Aye, and to vote 3-0 at six fifty-five.
SPEAKER_01Thank you.
