You may have heard about the FIFA referees out in traffic in Toronto giving red and yellow cards to badly behaved drivers who are blocking the box or the bike lane. But what you probably don't know is that one of these referees, Martin Reis, is up to his elbows in all sorts of merry-pranksterism, including the lego tower on Harbourd Street.
