This text outlines three distinct safety models—resilient, HRO, and ultra-safe—each tailored to specific economic and professional demands. The resilient model prioritizes individual expertise and improvisation in high-risk trades, while ultra-safe systems minimize danger by strictly enforcing standardized procedures and avoiding hazardous exposure. High Reliability Organizations (HROs) occupy a middle ground, favoring collective vigilance and controlled adaptation within a professional group. Because these frameworks represent fundamentally different social and organizational structures, they cannot be mixed without risking counterproductive results. Ultimately, improving safety within a system requires respecting its inherent model, as a total shift in safety strategy necessitates a complete transformation of the organization itself.
