UPDATE TO SHOW NOTES from Laura February 24, 2025:

I was wrong about the 30% design stage – we have a “functional design” with preliminary Class D construction estimates for the dollar values (for WSE). It is unclear to me how detailed these designs are, but the current contract is a design/build, which means that the design was not complete enough for a design/bid/build process to take place, due to time constraints.
