Is his heart really in it? With staff in Downing Street talking about "Project Chainsaw" – inspired by the antics of Elon Musk in the US and Argentina's President Javier Milei – Starmer says the Civil Service is too big and there are too many regulations. Cuts are coming, but don't call it austerity.
