My public school had 230 students—grades kindergarten through high school, the biggest employer in the town, with teachers happy to have jobs. Instead of trying to teach the already watered-down curriculum brought down from the state capital, the staff invented ways of passing every student, from grade to grade and hopefully on to their high school diploma. Still, the graduation rate hovered around seventy percent and come June, the butcher-paper banner tacked on the outside wall of city hall showed the town's acknowledgement of the graduates, if not pride.
