In this 47th episode, I discuss What Is A Phase 3 Environmental Site Assessment?

A Phase 3 Environmental Site Assessment ("ESA") is recommended when the concern of possible contamination was recommended by a Phase 1 Environmental Site Assessment to proceed with a Phase 2 Environmental Site Assessment.  And in the Phase 2, during the sampling, contamination was confirmed.

A Phase 3 Environmental Assessment is a two step process.  The first step is to create a Remedial Action Plan (RAP).  This is the plan on how the remediation will be performed.  Then the second step is to put that plan into the action of performing the remediation.

So a Phase 3 Environmental Site Assessment is the creating of the remediation plan and performing the remediation.

Hey there, let's talk remediation. This is your host, Charles Fader, and this is our 47th episode of Let's Talk Remediation. Let's go ahead and get into our 47th episode. Um, our 47th episode is what is a phase three environmental site assessment? And this builds upon the last two episodes, episode number 45, which was uh what is a phase one environmental site assessment, and episode 46, which is what is a phase two environmental site assessment. So here we are on uh episode 47, which is what is a phase three environmental uh site assessment. So what happened in phase one is phase one uh we um did a historical uh background of the property uh and uh its nearby properties, and the outcome from phase one uh doing the historical review uh came up and recommended that a phase two. So uh phase one is a historical research to determine if there's anything about the property or nearby properties that would uh recommend moving forward into phase two further action or no further action recommended. One of those two outcomes would come from the phase one. So the phase one has now recommended a phase two. Um so phase two was the limited uh site sampling to determine if there is any contamination on property and to kind of figure out where it would be located. So that's phase two. So phase two is doing some uh sampling, some boring uh to uh determine if the recommendation from phase one to do the sampling on phase two uh determine that there's any contamination or not. Now, if contamination is found on site in the phase two uh sampling uh uh assessments, then a phase three is recommended. Now, a phase three requires two things. The first thing a phase three uh is going to do is there's another acronym here, uh a RAP uh RAP stands for remedial action plan. Okay, so in phase three, a wrap is created, a remedial action plan which outlines the strategy for cleaning up or managing the contamination that was found in phase two that is on site to make it safe for its intended use. So this remedial action plan is created in phase three as part of the whole phase three. So again, the remedial action plan or the wrap RAP is the framework or design for how to effectively manage and clean up the contamination that was found in phase two. So you get this plan in place. This is how we're going to do it, right? Well, then the action needs to take place. Uh, the other part to phase three is putting that remedial action plan into action and actually performing the remediation role of dealing with that contamination. And in order to do that, there's a lot more sampling uh that takes place during the remediation uh action for the property. So that is what phase three looks like. It's uh it's a supplement to uh the you know phase two. Phase two made the recommendation per its limiting sampling analysis that a phase three needed to be performed, and in order for phase three to be performed, which is the actual remediation work of the contamination, a plan was created first, which is the wrap or the remedial action plan uh for the impacted site. And then the uh contamination that is impacting the site has to be remediated, and that is the action of performing the remediation. And during that process, sampling would be taking place. Uh, you do field sampling to monitor your remediation work, such as using the Hambi environmental uh field test kits. And then uh after monitoring your work, once you've got the remediation down to where it needs to be, then you would take your samples and send them off to the lab for third-party validation of the uh performed remediation work. And so that's kind of how the uh the phase three goes. The phase three environmental site assessment typically includes extensive soil and groundwater testing and analysis. Uh, it has the detailed site investigation where you identify where the contamination is located more than you would in phase two when you did your you know uh selective sampling to kind of identify if there was contamination on site. Here you're doing more sampling because you're uh really uh detailing uh the site where where the contamination is located and that type of thing, which requires more sampling. You did then you developed your remedial action plan, your wrap, um, and that tells you how you're gonna go about the performance of actually remediating the contamination on site. So that's kind of what to phase three is. Remember, in phase three, you have to create the plan, the wrap, the remediation uh action remedial action plan to tell you uh to get the plan in place for how we're going to go about remediating the property, then perform the remediation work. In performing the remediation work, you've got to monitor your work, you got to do your sampling, and then once you've completed the remediation work, you've got to take samples and get third-party validation that you have performed the remediation and got the remediation uh complete. So that's the differences in the phase one, phase two, and phase three. Again, phase one, we talked about in detail in episode 45, which is basically the historical of the property and determining if there's concern uh for possible contamination on the subject property. Phase two is because of the concern that was found in phase one, you went out and performed some sampling to determine if there's contamination on property or not. And then, based on those findings, you would have phase three uh recommended if there was contamination found on property in phase two. Phase three is recommended, and the first part to phase three is creating the remedial action plan. How are we going to go about addressing this contamination that is on property? And then the other part to phase three after the remedial action plan or the wrap was created is to you know perform the action of that wrap, actually perform the remediation role. And in doing that, however you go about your remediation, monitor your progress, and then once you've completed your progress of your remediation, then you send your samples off to lab for third-party validation, confirming that you have performed the remediation as per the wrap, and you have got that uh contamination addressed on property, and that is what a phase three environmental site assessment entails. So that's all we wanted to cover today is what is the phase three, and again, uh in short, don't forget the phase uh phase three, the first part is to create the plan, the remedial action plan, the wrap, and then perform that wrap, perform the remediation work. Uh, that is what a phase three is, and it all spurred from the initial phase one, historical of the property, uh, determining that there is concern for contamination on the subject property. So then you recommend a phase two. The phase two goes out and does some sampling on property to determine if there's any contamination found from those concerns, and then if there is contamination found in phase two, phase two recommends performing phase three, and phase three starts by creating a wrap or remedial action plan as to how we're going to address this contamination, and then the other the second half to phase three is the performance of that wrap, putting that action into place, performing the actual remediation, documenting the remediation, uh, and sending the you know getting the third-party confirmations that you have actually performed that remediation. So that is what a phase three environmental side assessment is. I want to thank you for tuning in.
