Artificial intelligence is becoming the “cognitive infrastructure” layer of the U.S. power grid, promising breakthroughs in efficiency, reliability, and renewable integration. But as the latest episode of AIxEnergy makes clear, those same tools introduce profound ethical challenges that the industry cannot afford to ignore.
In this conversation, host Michael Vincent and guest Brandon N. Owens unpack the ethical dimension of AI in energy—framed as the fifth and final convergence in Owens’s Five Convergences framework. At stake is nothing less than the balance between innovation and public trust.
The discussion begins with framing: AI is already helping utilities forecast demand, optimize distributed energy, and even guide major investment decisions. Yet the risks are real. These systems often function as opaque black boxes, raising alarms about transparency and explainability. In critical infrastructure, operators and regulators need to understand how decisions are made and retain the authority to challenge them. Researchers at national labs are developing “explainable AI” tailored to the grid, including physics-informed models that obey the laws of electricity, while utilities lean toward interpretable algorithms—even at the cost of some accuracy—because accountability matters more than inscrutable predictions.
Bias and equity emerge as the next ethical frontier. Historically, infrastructure decisions often mirrored race and income, leaving behind patterns of inequity. If AI learns from this history, it risks perpetuating injustice at scale. Algorithms designed to minimize cost, for example, might consistently route new projects through low-income or rural areas, compounding past burdens. Similarly, suppressed demand data from underserved neighborhoods could lead AI to underinvest in precisely the places that need upgrades most. Experts urge an “energy justice” lens: diverse datasets, bias audits, and algorithmic discrimination protections. Done right, AI could flip the script, targeting investments toward disadvantaged communities instead of away from them.
Accountability and oversight add another layer of complexity. If an operator makes a mistake, regulators know who is responsible. But if an AI misfires, liability is unclear. Today, the U.S. has no dedicated policies for AI on the grid. RAND has called on agencies like the Federal Energy Regulatory Commission, the Department of Energy, and the Securities and Exchange Commission to set rules of the road, starting with disclosure requirements that show where AI is deployed and who validated it. Proposals for “trust frameworks” and certification regimes echo safety boards in aviation—clarifying responsibility between human operators, utilities, and AI vendors.
The conversation then turns to building ethical frameworks. At the federal level, the Department of Energy stressing that AI must remain human-in-the-loop, validated, and ethically implemented. Certification models, behavior audits, and even an “AI bill of audit” are on the table. Meanwhile, nonprofits and standards bodies are developing risk management frameworks and algorithmic impact assessments that treat AI ethics like environmental impact reviews.
Emerging solutions are already being tested. Engineers are deploying fairness-aware algorithms, running digital twin simulations to validate AI before deployment, and using explainable dashboards to make recommendations intelligible. Hybrid systems pair complex models with transparent rule-based checks. Independent audits, standards compliance, and mandatory AI risk disclosures are moving from proposals to practice. Equally important, utilities are beginning to form ethics advisory panels that bring in community voices, ensuring public values shape the systems that will affect millions of customers.

Our guest is Brandon Owens — founder of A-I-x-Energy and the author of "The Five Convergences of Energy and Artificial Intelligence." This report forms the intellectual foundation for our discussion today.
Let’s start with the framing. What does “A-I as an ethical challenge” mean in the context of energy?
Brandon: Well, think about how utilities are already using A-I to forecast demand, balance distributed energy, pinpoint faults, even guide capital investments. These tools promise huge gains in efficiency and reliability. But they also create risks. We’re talking about opaque black-box algorithms, the potential for bias against vulnerable communities, and unclear accountability if something goes wrong.
Michael: So the danger isn’t that A-I malfunctions like in a sci-fi movie. The danger is that it works exactly as designed—but optimizes for the wrong thing.
Brandon: Exactly. Imagine an outage-restoration A-I that prioritizes restoring a warehouse over a hospital because its algorithm maximizes economic output. Or planning models that underinvest in low-income neighborhoods because their past consumption data looks low. These aren’t edge cases—they’re real risks as optimization tools quietly shape grid operations.
Michael: One of the earliest challenges here is transparency. A lot of these models operate as black boxes.
Brandon: And that’s a big problem in critical infrastructure. Operators and regulators need to understand how decisions are made—and they need the authority to override them. Without transparency, trust erodes, and regulators can’t do their jobs.
Michael: Some analysts even argue that utilities should disclose where and how they use A-I, so all stakeholders can assess the risks.
Brandon: Right. And researchers are working on explainable A-I tailored for the grid. Physics-informed models are one example—ensuring recommendations obey the physical laws of electricity, so engineers can trace them back to real-world behavior. Utilities are also leaning toward interpretable algorithms, even if they sacrifice a bit of accuracy, because you can explain those to regulators and customers.
Michael: Another dimension is equity. Artificial intelligence could unintentionally replicate the inequities of the past.
Brandon: Yes. Historically, infrastructure decisions—where plants were sited, which neighborhoods got upgrades—often tracked race and income. A-I could replicate that pattern at scale. For instance, the Department of Energy has warned that “least-cost” algorithms may consistently favor poorer areas for siting because land is cheaper and resistance is weaker.
Michael: And bias often hides in the data. If an A-I trains on years of suppressed demand in a low-income neighborhood, it might conclude that an area doesn’t need upgrades—perpetuating a cycle of neglect.
Brandon: Exactly. Federal research shows disadvantaged communities have historically received 37 percent less investment. If A-I simply mirrors that, inequities harden into code. That’s why experts argue for an “energy justice” lens: diverse datasets, bias audits, and algorithmic discrimination protections.
Michael: The flip side is that A-I could actually advance equity—if designed consciously.
Brandon: Right. A-I can identify underserved communities and direct investments their way. But that requires deliberate effort from the start.
Michael: Let’s talk accountability. When A-I makes or informs a decision that causes harm, who’s responsible?
Brandon: That’s the murkiest piece. If an operator makes a mistake, regulators can hold the utility accountable. But if an A-I makes a recommendation that leads to a blackout, accountability is unclear. Right now, there are no liability rules specific to A-I on the grid.
Michael: So what do regulators need to do?
Brandon: A recent report from the RAND Corporation called on federal regulators to step in. That means the Federal Energy Regulatory Commission, the Department of Energy, and even the Securities and Exchange Commission. The report says all of these agencies should set clear rules of the road for artificial intelligence on the grid.
Michael: And one of the first steps would be disclosure, right?
Brandon: Exactly. Utilities would be required to report where and how they’re using artificial intelligence. That kind of transparency helps regulators and the public understand who selected the tool, who validated it, and ultimately who is responsible if it fails.
Michael: There are also proposals for “trust frameworks” that spell out who owns the objectives and who updates them.
Brandon: And that clarity isn’t anti-innovation. It’s what enables innovation. Utilities will deploy A-I more confidently when they know there are safeguards in place.
Michael: So what frameworks are emerging to guide all this?
Brandon: The U.S. Department of Energy has said explicitly that grid A-I must remain human-in-the-loop and be “rigorously validated, interpretable, and ethically implemented.” Beyond that, we’re seeing proposals for certification regimes—testing AI models like we test electrical equipment. That could include behavior audits, stress testing, and continuous monitoring for drift. Some even talk about an “A-I bill of audit,” requiring every A-I-assisted decision to be logged and explainable.
The point is these guardrails aren’t barriers—they’re enablers. They make sure A-I can be integrated into the grid without sacrificing trust.
Michael: And on the practical side, what solutions are being tested now?
Brandon: Bias mitigation is front and center. Engineers are using fairness-aware algorithms, diverse training data, and regular bias audits. On validation, utilities are using digital twins to run AI through thousands of scenarios before deployment. The National Renewable Energy Lab's work with tools like eGridGPT is pushing the idea of “trustworthy by design.”
Michael: Explainability is also being operationalized—like dashboards that show which data factors influenced a recommendation.
Brandon: Yes, and human oversight protocols: if the A-I suggests something outside normal parameters, an operator must review. Hybrid models are also being used—combining complex algorithms with simpler rule-based checks.
Michael: And there’s a push for third-party audits and compliance with emerging standards.
Brandon: Right. Independent reviews of A-I systems, similar to financial audits. And standards bodies like eye triple E are drafting baseline practices. RAND even suggested mandatory A-I risk disclosures in regulatory filings.
Michael: And then there’s the social side—community engagement.
Brandon: Exactly. Some utilities are forming ethics panels with community reps, advocates, and ethicists. DOE emphasizes that without community buy-in, we risk repeating past mistakes. Including public values in the design of artificial intelligence ensures these systems serve everyone.
Michael: So when you step back, what’s the closing perspective?
Brandon: It comes down to balance. A-I offers incredible benefits—blackout prevention, renewable integration, smarter operations. But without oversight, it could also create new injustices or failure modes. Proactive governance isn’t a brake—it’s the foundation for safe innovation.
Michael: So momentum is building?
Brandon: Yes. The path forward is collaborative governance—engineers, policymakers, scientists, ethicists, and communities working together. A-I isn’t just a tool anymore. It’s a decision-maker in need of direction. And that direction must be ethically sound.
Michael: So the goal is a smarter, more resilient grid that still reflects democratic oversight and fairness.
Brandon: Exactly. With frameworks, transparency, safeguards, and accountability, we can harness A-I’s potential while protecting trust.
