DOE is reconsidering a rule that utilities broadly supported, a workable middle path on steel specifications, and the exposure is direct. Procurement timelines are already stretched past 18 months, and if the manufacturing baseline shifts again, capital plans built around 2024 specs are suddenly misaligned. That's not a future risk, that's a planning problem landing on desks now.
SPEAKER_01And the framing DOE is using, national security grounds, makes this harder to predict. This isn't a standard regulatory rulemaking where stakeholder comments drive the outcome in a linear way. The timeline and the endpoint are both genuinely uncertain.

The DOE distribution transformer rule story comes down to this the 2024 efficiency standards let manufacturers use either grain-oriented electrical steel, the type most common in transformers today, or amorphous electrical steel. Utility groups supported that approach because it preserved supply flexibility when lead times were already running 18 months or longer. Now, DOE is signaling it may change course, and utilities filed comments in July broadly opposing that rollback. The practical consequence is that PUDs, cooperatives, and other community-owned utilities that structured multi-year transformer procurement around 2024 specifications now face a real question about what their suppliers will actually be building in 2029 and beyond.
SPEAKER_01The lead time issue is what sharpens this. 18 months or longer means procurement decisions being made today have a 2028 delivery window. If the rule changes direction, the gap between what utilities ordered and what's available could open up at exactly the moment grid expansion is accelerating. That's a supply chain problem that compounds, not resolves, over time.
SPEAKER_00The rule doesn't take effect until 2029, so there's runway. But that runway is exactly what's in jeopardy. It's the planning window, and uncertainty about the end point erodes it.
SPEAKER_01Turning to the nuclear story, DOE named five final estates for nuclear life cycle innovation campuses: Idaho, Louisiana, Oklahoma, Tennessee, and Utah. Chosen from 28 applications across 26 states. Energy Secretary Chris Wright signed framework agreements with each state to keep planning moving on fuel fabrication, enrichment, spent fuel processing, and waste management. DOE has said these campuses could attract up to $50 billion in capital investment. For the West, having Idaho and Utah on that finalist list is meaningful. It puts potential fuel cycle and advanced reactor supply chain infrastructure in the region.
SPEAKER_00The MOUs are exploratory, framework agreements to keep federal-state planning moving, not commitments. Site selection and actual funding decisions come later. But for Western utilities that are evaluating SMR options, the relevance is real. Fuel services are a core variable in SMR project viability, and having that infrastructure regionally proximate changes the calculus.
SPEAKER_01Also worth noting, the industrial load that comes with a campus of this scale affects host communities directly. Utilities serving those areas need to be in the planning conversation early, not after site decisions are locked.
SPEAKER_00Moving to the PJM filing, the PJM Board of Managers submitted a formal proposal to FERC targeting data center and other large load customers, anchored by a forecast of roughly 70 gigawatts of new large load demand pressing on PJM's resource adequacy position by 2038. The proposal addresses how those loads get studied, how costs are allocated to them, and how they count against capacity obligations. PJM is not a Western market, but FERC's response to this filing will set the template.
SPEAKER_01Western regulators in California, Oregon, Washington, and Idaho are all working the same question. How to bring hyperscale load onto the grid without shifting costs onto existing customers. Whatever FERC accepts or rejects in the PJM proceeding becomes the reference point when Western large load tariff filings come forward. The arguments that land at FERC will be the arguments utilities and regulators reach for here.
SPEAKER_00The cost allocation question is the one to watch closely. PJM's proposal includes changes to how costs are assigned to large load customers specifically. If FERC blesses a strong cost causation framework, the principle that costs follow the party causing them, that's a useful precedent for Western utilities trying to protect existing ratepayers. If FERC softens it, the leverage shifts.
SPEAKER_01Shifting to the pricing signals. Front Month Henry Hub Natural Gas Futures were trading at $2.71 per million BTU on July 30th, up from $2.65. NYMEX WTI Front Month Crude Futures were trading at $83.73 per barrel, down from $84.34.
SPEAKER_00On the Western Spot side, prices for delivery July 29th, Sumas Natural Gas was at $2.39 per million BTU, and Mid-Columbia Power was at $42.50 per megawatt hour.
SPEAKER_01On the capital and materials side, the 10-year Treasury yield was 4.61% on July 28th, down from 4.65. COMEX Copper settled at $6.46 per pound on July 29th, up from 6.27.

House Democrats, led by Representative Sean Caston of Illinois, sent a letter to Energy Secretary Chris Wright questioning DOE's decision to award $18.5 million toward construction of a 1.6 gigawatt coal plant in West Virginia. Seventeen Democrats joined the letter. They're asking for documentation on due diligence, potential conflicts of interest, and the background of the awardee, with a response deadline of September 1st. Reporting cited by the lawmakers indicated the awardee has no prior energy project experience.
SPEAKER_01The direct relevance for public power is what this inquiry surfaces about DOE's vetting standards across the board. The same review processes that governed this coal award govern hydropower rehabilitation funding, transmission awards, and nuclear project support that Western utilities are actively pursuing. If the inquiry exposes gaps in due diligence protocols, that has downstream implications for how future awards are structured and defended.
