So, what is the message that they are talking about?

Well, the writer is referring back to the message declared by the angels that would have been spoken to Old Testament prophets and to Moses.

When they read this letter, they read this verse, they would have known exactly what the writer's talking about because they lived in a society governed by law that had serious repercussions and punishments, not just understanding from God, but societally.
